Position Purpose:

This Nurse Manager I position will oversee the continuity of nursing care and services to all patients in the Civil or Forensic area of Torrance State Hospital, ensuring compliance with the Centers for Medicare and Medicaid Services (CMS). This is a professional and administrative nursing position in the management and coordination of nursing care and treatment of patients ranging in ages from 18 and upward.

This professional and administrative nursing position at Torrance State Hospital is responsible for the management and coordination of nursing care and treatment of patients accomplished in a clean, safe, and secure environment. This position is the link to the hospital's Nursing Department and ensures that all hospital Nursing Policies and Procedures are implemented.

Description of Duties:

1. The Nurse Manager 1 plans, organizes, directs, coordinates, and evaluates the provision of nursing services and operations. All work is performed and directed in compliance with Federal, State, local laws, regulation, standards (DHS, Medicare, Medical Assistance, Mental health laws, environmental safety codes, etc.) and various professional and licensing laws/standards, PA State Board of Nursing, ANA, professional nursing standards, Nurse Practice Act, etc.
2. Focused on employee personnel, staffing, and administrative issues and needs.
3. Supervises the Nursing Supervisors and the supervision of their assigned subordinates. Functions as reviewing officer on the performance of forensic and civil registered nurses, and any other designated employees that fall in the line of authority organizationally.
4. Plans, manages, coordinates, integrates, develops, directs, and evaluates the services, provided by Nursing.
5. Assigns work, evaluates performance, approves work schedules and leave, interviews applicants and makes hiring decisions.
6. Ensures development and operation of performance improvement for the areas supervised.
7. Develops policies and procedures and interprets the policy for staff and others outside of the unit.
8. Ensures that hospital Nursing Policies and Procedures are implemented and followed.
9. Coordinates nursing, security, and other services and maintains intra and inter-departmental relationships for effective functioning to enhance quality patient care.
10. Assists with Labor Relations Coordination by administering the contracts, investigating grievances, writing grievance responses, and consistently applying discipline.
11. Reviews, coordinates, and evaluates training needs of staff under this position's control.
12. Represents the assigned area of work (civil or forensic) at hospital meetings and committees, such as Infection Control and Performance Improvement Meetings.
13. Assigned to Nursing Administration On-call for any nursing issues.
14. Plans, organizes, directs, coordinates, and evaluates the provision of nursing care and overall services of the assigned work area including civil and forensics.
15. Follows and implements measures to meet all regulatory standards as defined by policy, bulletin, accreditation/certification guidelines, procedures, etc.
16. Participates in the development, implementation, interpretation and review of policies and procedures.
17. Serves as a resource person for all hospital staff and other disciplines on matters pertaining to nursing or forensic services.
18. Collaborates with executive staff and hospital administration to improve performance, consistency, and optimum safety of all employees and patients.
19. Serves on committees and represents management as assigned.
20. Evaluates and assesses staffing patterns, identifies needs, and reports same to higher level management staff.
21. Participates in staff development, committees, conference calls and other related functions as assigned.
22. Expands educational knowledge base, managerial skills, and professional nursing aptitude continuously.
23. Reviews reports and work of subordinates.
24. Participates in labor/management meetings and resolution of issues.
25. Responsible for contractual compliance. Enforces personnel policies and implements corrective actions as needed.
26. Performs other duties as assigned or required. Standards and expectations to be identified at time of assignment. Job hours and days may vary and be changed based on operational needs.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

1. Provides management and supervision to Registered Nurse Supervisors on assigned shift by organizing, coordinating, reviewing their work to ensure implementation and monitoring of management and hospital requirements.
2. Manages total health care services by supervising, monitoring and evaluating the delivery of nursing services and treatment to maintain and improve quality care in compliance with all applicable standards and regulations.
3. Coordinates/reviews health care and treatment services by consulting with multidisciplinary and community facilities and resources to ensure optimum care to patients considering cost effectiveness, quality assurance risk management and adequate follow-up.
4. Ensures that quality health care and treatment measures are implemented, monitored, evaluated by daily rounds, verbal/written reports, shift reports with on-coming/off-going shifts to maintain continuity of care and treatment.
5. Ensures that a therapeutic environment for patients, employee, and visitors is provided by participating in committee meetings, building surveys and inspections, and communications to all shifts focusing on environmental needs and safety.
6. Identifies, implements, evaluates staffing requirements in patient care buildings by reviewing schedules, providing direction and consulting with peers to ensure adequate staffing with established regulating agencies, patient care needs and budgetary allocations.
7. Responsibilities of this position focus on all aspects of staffing for all levels of nursing staff.
8. Assesses/reviews competency of all levels of nursing staff by assisting in planning, organizing, teaching in-service/staff development programs and on the job training, in order to comply with various regulatory and professional standards, enhance personal/professional growth and guarantee orientation and review of new/revised/existing policies and procedures.
9. Assesses and monitors unit based continuous quality improvement activities to evaluate the quality of patient care activities; implementing corrective actions to resolve deficiencies and communicating effectiveness of corrective actions to the Chief Nurse Executive.
10. Ensure coordination of consultative services for positive patient care outcomes. Ensures that recommendations are implemented and incorporated into the Treatment Plan with follow up evaluation and monitoring.
