Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

If this position is filled as an Environmental Engineering Trainee, the incumbent will participate in a one-year formal and on-the-job training program to learn the duties of an Environmental Engineering Specialist.

As an Environmental Engineering Trainee /Environmental Engineering Specialist for the Safe Drinking Water Program in the Northwest Regional Office, this position is directly under the supervision of the Environmental Engineer Manager. An employee in this position is, in general, responsible for review or analysis of technical engineering information associated with those activities delegated to the Safe Drinking Water and Water Allocation Programs. In the performance of their duties, the employee is guided by established policies, procedures and work schedules while making technical decisions on the interpretation of these guidelines and receiving minimum supervision.

Description of Duties:

Position Statement: This position will provide engineering support in the implementation of the Safe Drinking Water and Water Allocation Programs at the Regional level.

1. Field inspection duties applicable to any new or modification to existing public water supplies which necessitates a permit from the Department.

2. Reviews and acts upon construction permit applications, permit transfers and engineering plans and specifications associated with new or modified public water supplies for conformance to engineering principles, standards, and rules and regulations.

3. Inspects and reviews new or modified public water supply facilities during and upon completion of construction to assure adherence to engineering design plans, specifications, rules and regulations. Makes recommendations for initiation of operation of such facilities and recommendation for approval of any potential modifications made during construction.

4. Provides technical assistance and engineering consultation during field inspections of public water supplies.

5. Provides technical input in resolving problems with water plant operations during emergencies.

6. Provides technical consultation on matters relating to the engineering aspects of all SDW Programs.

7. Provides training to the field sanitarians on technical subjects such as corrosion control, cross-connections, taste and odor control, water chemistry, facility design and permitting.

8. Acts as witness upon request in enforcement actions in the Safe Drinking Water Program.

9. Assists communities and/or water industry representatives in securing loans or grants for water system improvements through various State and Federal aid programs.

10. Acts as a DEP representative for PENNVEST projects within the region. This includes conducting planning consultations, evaluating technical merits of projects, ranking projects, recommending projects, permitting projects, performing inspections to assure adherence to engineering plans and specifications, reviewing and interpreting contract documents, and reviewing change orders.

11. Attends meetings with municipal officials, authorities and community water supply operators to present the Department’s position on environmental issues relative to permitting under the Safe Drinking Water Act.

12. Works with Central Office to assist in primacy development activities including reviewing the community public water supply design manual, policy, procedures and regulations for consistency with engineering principles and standards, to implement the program.

13. Technical resource person with respect to all environmental engineering aspects of the Safe Drinking Water Act.

14. Upon request, speaks at meetings of professional and civic organization and at related groups.

15. Under professional oversight, conducts engineering consultations prior to submission of feasibility studies and review the studies when they are submitted.

16. Provides technical assistance to small community water systems concerning system viability, system consolidation, restructuring, and other compliance alternatives.

17. With Professional oversight, provide engineering support to regional staff involving the Surface Water Identification Protocol (SWIP) and necessary response measures.

18. Interacts, evaluates, and makes recommendation to legislative personnel on a case by case basis.

19. Issues field orders during field investigations as needed.

20. Performs other engineering duties as assigned.

21. Attends all required training.

22. Follows Standard Operating Procedures (SOPs).

23. Reviews permit applications and draft Record of Decisions (ROD).

24. Enters appropriate data into eFacts.

25. Drafts deficiency letters with regulatory citations.

26. Identifies issues encountered and recommends solutions to Section Chief.


General Duties Water Allocations (Secondary):

1. This position also reviews/comments and makes recommendations through the Environmental Engineer Manager for Water Allocation Application/Permits. Some training is received from staff in Central Office. The following are some items for Water Allocation Permit work.

a. Reviews State Water Plan water use data, PENNVEST projects and Safe Drinking Water Permits and other sources to identify public water supply systems which require a new or revised water allocation permit.

b. Provides technical guidance to applicants and their consulting engineers for purposes of completing an acceptable water allocation application.

c. Receives water allocation applications and reviews them for administrative and technical completeness and accuracy to determine if application can be accepted by the Department.

d. Determines which State, Federal and local agencies and which other potentially affected parties should be directly notified of the application and from whom comments should be requested.

e. Performs technical review of application to ascertain conformance with the following Act 365 requirements for permitting the withdrawal(s):

(1) Water rights of one public water supplier will not conflict with the water rights of another;

(2) Water rights are reasonably necessary for present purposes and future needs of the public water supplier;

(3) Taking of water will not interfere with navigation;

(4) Taking of water will not jeopardize public safety; and

(5) Taking of water will not cause substantial injury to the Commonwealth.

f. Prepares a report on the application of describing the results of the employee’s investigation of:

(1) The history of the PWS system and any previous allocations and a physical description of the system and its service area;

(2) The need for the water rights requested;

(3) The available sources of water and their adequacy to meet system needs;

(4) Related water conservation issues/concerns;

(5) Related navigation issues/concerns;

(6) Comments received from other agencies;

(7) The recommended permit action and all conditions which are to be included with the permit; and

(8) Other related information or issues as deemed necessary.

g. Conducts meetings with applicants and other affected parties to resolve issues of concern.

h. Assists in conducting public meetings or public hearings to obtain public input prior to making a permit decision.

i. Develops and uses case-specific reservoir routing models or other engineering/scientific models or statistical methods to assess and optimize conjunctive use of multiple sources and develops, reviews and/or assesses alternative solutions to meet the applicant’s water supply needs, in order to consider the extent of conservation development and use to the best advantage of existing sources of water supply, as required by Act 365.

j. Conducts field investigations to verify or aid in the review of the information contained in the application.

k. Prepares and gives testimony before the Environmental Hearing Board or the Commonwealth or State Supreme Court as may be necessary to defend permit decisions or related Department policies or procedures.

l. Ensures that permit tracking information is maintained up to date in the permit tracking database as required.

m. Promote the four pillars of the DEP Vision - Operational Excellence, Climate Leadership, Cultural Competence and Environmental Justice.

n. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

If this position is filled as an Environmental Engineering Trainee, assignments are designed to develop the employee’s technical proficiency. Work assignments increase in scope and complexity as the employee gains technical proficiency in the work. Once the employee demonstrates the ability to perform the work, specific assignments are given and the employee performs the work under the technical guidance of the supervisor. Work is reviewed in progress and upon completion for personal development, completeness, technical accuracy, and quality.

Projects are assigned with consideration given to complexity of the project, and also to the current backlog of work assigned to each engineer. Completed work is reviewed by the Environmental Engineer Manager and occasionally by one of the lead engineers for technical accuracy, documentation, thoroughness, and consistency with statewide objectives.

As an Environmental Engineering Specialist, work assignments are given with general instruction and with limited supervision. The employee is responsible for independently selecting and interpreting applicable guidelines. The employee normally has the authority to make technical decisions within the assigned scope of responsibility, but program goals, priorities, and administrative policy matters emanate from a higher level.

The Environmental Engineering Trainee /Environmental Engineering Specialist position is directly under the supervision of the Environmental Engineer Manager. The engineer performs the technical review regarding water supply sources, treatment facilities and review of water allocation permits (if required). A review of the case and a recommendation is then made to the Environmental Engineer Manager as to what course of action should be undertaken. In each situation, the final decision is left to the Environmental Engineer Manager.
