Position Purpose: Describe the primary purpose of this position and how it contributes to the organizations objectives. The goal of this position is to assist the District Forester in the administration, management, planning, and protection of the resources found throughout the Elk State Forest District #13. Assistance will be in the form of leadership, supervision, and coordination of personnel, programs, duties, and equipment required to meet district, Bureau of Forestry, and Department objectives, goals, and missions, and other duties as assigned. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Administration: Assist the District Forester, as directed, in all matters of general administration Keep the District Forester advised of work progress, issues, and conflicts on a regular basis Immediately inform District Forester of any situation, which is not of routine nature Work with the District Forester to develop and revise program plans and priorities to keep pace with changing fiscal policy, Bureau and Department policies, staffing constraints, and emergency needs Schedule, assign work, and perform all necessary administrative and supervisory duties required to maintain safety, optimum work productivity, and minimum conflict to our operations Supervision: Directly supervise staff in lower classifications of our district organizational chart Prepare and administer evaluations for assigned positions Establish objectives, goals, and standards for subordinates within assigned program areas Review and process all requests for purchases, leave, training, travel, etc. Develop OT schedules which balance equalization requirements Serve as an after-hours point of contact between the district and county emergency response centers, as necessary State Forest Operations: Coordinate the security, safety, and maintenance of all man-made facilities on State Forest Land including, but not limited to, buildings, picnic areas, roads, boundaries, trails, bridges, culverts, etc. Oversee contracts for services Coordinate all road rehabilitation projects with District Management and maintenance staff Determine material needs for all rehabilitation projects and coordinate purchases with AA Ensure that all public-use (Z1) roads are managed to acceptable erosion and sedimentation best management practices through grading, culvert cleaning and replacement, bridge repairs and replacements, functioning head and tail walls, road and ditch geometry, brushing, road base stabilization, proper drainage, aggregate placement, etc. Coordinate the painting, tagging, and brushing of all existing and new State Forest Land and Conservation Easement boundaries on a five-year rotation Report all boundary discrepancies to Division of Operations and Recreation for remedial work Coordinate the maintenance and replacement of all large culverts and bridges per Facility, Design, and Construction (FD&C) inspection reports Keep culverts and bridges properly posted Coordinate the maintenance of all signs, including placement, painting, and insure the damaged, stolen, or missing signs are replaced Coordinate the maintenance and repair of gates Budgetary and Fiscal: Develop funding plans and requests for all assigned areas of responsibilities Dirt and Gravel Liquid Fuels ESF Key93 Act26 (large culverts and bridges through FDC&C) Oil and Gas (O&G) Recreation Snowmobile and ATV Pennsylvania Outdoor Corp (POC) Grants Etc. Search and Rescue: Coordinate and direct search operations for people lost on the Elk State Forest Coordinate the training of District personnel and support crew in search techniques (Hasty, Managing Search Operations, Search Responder, and Field Team Member) Participate in any relevant meetings and/or trainings related to Search and Rescue as necessary Prepare or direct the preparation of all reports and records of search missions Automotive and Heavy Equipment Fleet: Supervise the Diesel and Construction Equipment Mechanic Serve as district vehicle and equipment officer Coordinate that all vehicles and equipment are maintained in safe and proper running condition Coordinate that all vehicles are equipped with all the required safety equipment (fire extinguisher, first aid kit, etc.) Coordinate and prioritize vehicle and equipment maintenance and repairs Coordinate record keeping, including paperwork to turn-in, transfer, surplus, or acquire vehicles/equipment Coordinate transfer of vehicles and equipment Coordinate replacement and acquisition of vehicles and equipment Oil and Gas (O&G): Supervise the O&G Program and Forester Coordinate the districts O&G lease and severed rights programs with O&G Forester and Central Office Recreation: Supervise Recreation Forester Coordinate and ensure that all organized activities on the Elk State Forest are documented and permitted as per agency guidelines, including the issuance of LOA, SAA, CAA, as applicable Coordinate and maintain the designated motorized campsites Coordinate and maintain the motorized and non-motorized trail systems per bureau guidelines Propose any reroutes, additions, or deletions to the district recreational trail system and prepare the appropriate environmental review documents as necessary Prepare grant applications for recreational projects as needs and opportunities arise Coordinate the update of the District Public-Use Map Coordinate the update of district maps and/or brochures highlighting recreational opportunities Coordinate for organized recreational events such as equestrian rides, mountain bike and foot races, ultra-marathons, group camping, hiking events, and any other types of low-density recreational activity in the district Coordinate meetings with user groups to determine if recreational facilities meet their needs, while promoting cooperation between other user groups Monitor for recreational use impacts on the resource |
Decision Making: Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisors signature. Work is assigned in the form of projects, which the Assistant District Forester (ADF) reviews for clarification and input. The ADF then exercises considerable freedom to schedule, plan, assign, and complete the work. Work is reviewed upon completion through reports, conferences, and personal observation. Special projects are assigned with general instructions on a daily or biweekly basis by the District Manager. The ADF is to proceed independently or as a work unit, as identified in the instructions. Initiative should be taken to accomplish the project within the assigned timeframe. Project progress shall be reported to the District Manager, as identified in the instructions. |
