Position Purpose:

This position serves as Forest Assistant Manager which is responsible for the management of the forested areas on public lands distributed in eleven counties of Southwestern Pennsylvania. This position is currently responsible for directing, monitoring, approving, and modifying the activities of a (10) person crew consisting of two Forestry Regional Supervisors, four Field Foresters and four Forest Technicians. The position is also responsible for directing, monitoring, approving, and modifying the activities of the forestry internship program.

Description of Duties:

This position is responsible for:

- assign, supervise, monitor, review, the collection and compilation of forest data for long-term management goals, considering the basic wildlife needs, watershed protection, unique or endangered flora and fauna, land features, management goals, public multiple-use concepts, and adjacent land use.
- assess the specific management objectives and data, direct and/or approve the development of formal management plans, and supervise the implementation of the plans considering priorities, market conditions, and established goals.
- assess management objectives and implement both commercial and non-commercial treatment techniques on the forested areas. While working in concert with the Game Land Management Officer in each of the five (5)land management groups and biologists, prioritize objectives to be included in an annual work plan to be accomplished during a budget year.
- design, approve, direct and inspect the operations of large-scale commercial timber sales, fuel wood permit sales and salvage permits to provide much needed habitat manipulation on small to very large acreages with the benefit of income generation for the agency. The professional crew under my direction collects silvicultural data which is analyzed in order to prescribe and implement the appropriate treatment.
- design and/or supervise the design of major road construction projects, stream crossings, culvert locations and bridges, assembling and submitting necessary applications, maps and sketches for stream and waterway encroachment permits.
- supervise the construction of major road, culvert and bridge projects, working with the contractor, making necessary engineering modifications determined by soil structure and hydrologic functions in order to maintain compliance with soil erosion and sedimentation control standards; determine the amount and kinds of materials to be used in road construction repair, up-grading and retirement top dressing; select log landing areas and retirement requirements; select or design special provisions to be included in contracts to handle specific unique problems.
- coordinate, review and evaluate the implementation of forest land prescribed burning activity following agency guidelines to ensure silvicultural objectives are achieved and assist other land management personnel with grassland prescribed burning as needed.
- evaluate the quality and quantity of forest products offered for sale and compute and/or review the minimum acceptable bid price using current market information; compute contract performance bonding amounts and recommend approval of bids; conduct pre-bid inspection of forest products offered for sale.
- solicit bids, conduct bid openings and award timber sale contracts for sales up to $9,999.99, mostly in front of utility right-of-way clearing or surface mining operations; monitor start-up of sale operations and contractor performance to ensure that all contract provisions are being adhered to.
- interview prospective employees and recommend selection.
- receive grievances and complaints, conduct inquires into causes and conditions, discuss problems and solutions to resolve problems.
- interpret rules, regulations, policies, procedures, directives, and objectives of Commission programs for subordinates.
- interpret contractual and administrative rights and obligations for subordinates and modify work procedures to meet changing conditions and attitudes.
- evaluate training and recommend new procedures.
- approve leave requests and review sick leave usage of crew to determine if pattern abuse exists.
- coordinate the work of the crew with other agency units and programs.
- review work techniques and procedures.
- review activity, automotive, expense reports, and inventory and supply requests to ensure proper use and performance.
- inspect automotive and field equipment for proper maintenance and upkeep.
- investigate accidents and submit work-related injury reports.
- maintain a positive working relationship with the processor-cooperators in the collection of biological data for the White-Tailed Deer Program.
- collect census data for grouse and turkey, when assigned.
- inspect forest fire-damaged areas, submit reports and initiate corrective management procedures.
- observe forest mast production and submit wildlife food evaluation reports.
- meet with other state and municipal authorities and conservation agencies to discuss, coordinate, defend or promote Game Commission programs.
- design, supervise and/or participate in agency and non-agency tours of game lands management areas and programs.
- assist and consult with law enforcement officers (WCO's) in matters of timber theft and appear at hearings and trials.
- prepare maps, signs, sketches as requested to assist other agency programs.
- conference with timber contractors by telephone after normal working hours.
- answer telephone inquiries from the public concerning agency programs and/or direct them to other sources of information available.
- maintain files for forms and records concerning all phases of Forest/Wildlife Management and Timber Sales.
- prepare evaluations in conjunction with agency land purchase options.
- performs related work as required.

The Forest assistant Manager manages all silviculture activities in the Southwest Region,in consultation with the RD.
