Position Purpose:

This position is responsible for the monitoring and compliance activities pursuant to current statutes and regulations applicable to the storage, handling and use of explosive materials used in all surface applications.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Possesses a current valid Pennsylvania Blaster's License in the General category and a current and valid Pennsylvania Commercial Driver's License with a hazardous materials endorsement.

Responsible for the monitoring and compliance activities pursuant to current statutes and regulations applicable to the storage, handling and use of explosive materials used in all surface applications.

Conducts thorough inspections at coal and non-coal surface mining sites, non-mining blasting sites and explosives storage sites to determine regulatory compliance with the laws and regulations regarding the storage, handling and use of explosive materials in accordance with current statutes and regulations and policy.

Conducts investigations of citizen’s complaints pursuant to current policy and to ensure regulatory and statutory compliance.

Determines and carries out enforcement actions requiring the correction of violations in accordance with current statutes, regulations and policy, including the issuing of orders and requirement of corrective action plans and representing the Department in hearings.

Reviews and recommends appropriate action on requests for the approval of Blasting Activity Permit applications, reviews and recommends appropriate action on requests for the approval of magazine storage license applications in accordance with current statutes, regulations and policy.

Conducts inspections of other surface applications of explosives including, but not limited to, demolition, trenching and construction, and seismic exploration, to regulate the storage and use of explosive materials in accordance with current statutes and regulations.


Provides information and facts concerning blasting operations during public hearings, informational conferences and fact-finding hearings held concerning the Department’s actions, pursuant to current statutes and regulations.

Investigates all assigned fatal and non-fatal accidents involving explosives storage handling and use by interviewing witnesses, reviewing blast records, inspecting accident scenes and interviewing site personnel. Reaches determinations regarding cause, prevention measures and enforcement actions to be taken and prepares reports of findings and recommendations.

Prepares and makes formal and informal presentations in cooperation with federal, state, local officials, public groups and organizations regarding rules and regulations involving the blasting and explosives program and actions pursuant to current statutes and regulations.

Responds upon request to assist when there are incidents where explosives have been found or abandoned, and offers assistance handling these incidents which may include assisting with disposing of these materials on site, transporting them to safe disposal areas, or assisting with contacting firms for their disposal. Investigates storage sites where the theft of explosives and/or magazine break-ins have occurred to determine compliance with applicable statutes or regulations.

Participates in the Department’s Blaster’s Training and Certification Courses. And training Commonwealth employees regarding proper safety procedures, and the laws, regulations and policy regarding storage handling and use of explosive materials.

Prepares special reports or studies regarding surface blasting activities as required.

Maintains an up-to-date inspection log.

Operates and maintains blasting seismographs to monitor the effects of blasting activities.

Prepares letters, memos, correspondence and reports to exchange information with permit and license applicants and other surface explosives users and the public on blasting and explosive activities, pursuant to current statutes and regulations.

Maintains files on cases, inspection reports, investigation reports, memos correspondence, and other documents.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Prepares daily, weekly, and monthly activity reports as required.

Prepares a weekly schedule indicating activities planned for each day and their location.

Prepares, completes, and verifies accuracy of automotive reports.

Prepares, completes, and verifies accuracy of travel expense vouchers.

Provides expert testimony in legal cases involving the storage, handling and use of explosive materials on all surface applications pursuant to and within the scope of current statutes and regulations.

Promotes and exemplifies the Department’s Mission, Vision, and Values in all aspects of work performance and professional conduct.

Advances DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives.

Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues.

Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems.

In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness.

Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements.

Experience:
