Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The Chief Executive Officer (CEO) at Clarks Summit State Hospital (CSSH) provides vision, drives strategy, and oversees the execution of all clinical and operational practices that ensures that integrated services are delivered at CSSH. This position ensures that the organization has the proper clinical and operational controls in place to achieve the mission, ensure financial strength and operation efficiency. This position will work with the clinical team to ensure that the best modern practices are in place to provide optimal care to those that are served at CSSH.

The hospital is certified by the Centers for Medicare and Medicaid to operate up to 203 psychiatric beds.

Based on Management Directive 530.22, this position has been determined to be a major nontenured policymaking or advisory position and is therefore deemed to be excluded from coverage under the Pennsylvania Unemployment Compensation statute. Accordingly, the incumbent in this position will not be subject to an Unemployment Compensation Tax deduction and will not be eligible to receive unemployment compensation benefits when separated.


Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Oversees the professional, medical, and administrative operations of the hospital to ensure efficient operation, high quality and quantity of patient care, excellent treatment and rehabilitation, and to ensure and maintain compliance with applicable accreditation and certification standards.

Provide the overall clinical and operational strategic direction in developing and achieving clinical and operational targets.

Guides the executive team in its implementation of clinical and operational policies, procedures, and best practices.

Ensures the strength of the clinical and operational management team and supports the development of future leaders by emphasizing teamwork and collaboration as well as open, honest, and direct communication.

Provide vision, leadership, and management to set and achieve goals that seize opportunities. Enhance organizational performance through the adoption of new or enhanced clinical and operational approaches by: Benchmarking performance; making process changes to improve results; and proactively seeking to improve processes, quality, productivity, and clinical excellence.

Work effectively with all stakeholders to gain support while creating a culture of respect, values, and promoting diversity and inclusion.

Articulate a vision of hospital wide service activities while leading by example and challenging established practices, meeting the trend and multi-year evolution.
Ensures functions are aligned for superior patient, family, and staff experiences.

Guides the development and growth of all programs within the hospital. For example, cognitive behavioral therapy services, community readiness groups/program, and cognitive remediation.

Assesses and manages the complete operating budget and hospital operational activities in conjunction with DHS Budget and OMHSAS stakeholders.
Meets with hospital Board of Trustees, representing the governing body, e.g., the Secretary of Human Services, and functions as the CEO of the hospital.

Provides leadership, organization, coordination, and direction for all facility services. Coordinates the support services provided by the hospital to all units/annexes on the hospital grounds.

Coordinates all activities of the hospital and is responsible for providing timely and accurate reports that are required by regulations, plans, and operations, as requested by all stakeholders. These reports include: the Annual Training Plan, Annual Non-recurring Maintenance Project Requests, Biannual Facility Physical Plant Survey, AWOL Reports, Monthly Performance Indicator Reports, Budget Reports, CHIPP Reports, Client Rights Reports, and Monthly CEO's Report to OMHSAS, etc.

Responsible for review of and response to reports/recommendations from all planning, regulatory, and inspecting agencies.
Ensures that all standards, policies, and procedures are in place for quality active psychiatric treatment for the mentally ill entrusted to the care of CSSH.

Consults and resolves unusual or difficult cases/problems. Identifies the issues, incidents, and problems having immediate far-reaching effect and/or a direct impact on the function of the hospital.

Oversees and monitors all hospital departments in preparation for various surveys/reviews to facilitate their obtaining full accreditation/certification by Federal and State agencies and other standard-setting bodies.

Responsible for the development and implementation of a Performance Improvement/Risk Management Plan and ensuring corrective action is taken on reports of potential/actual hospital risk exposure.

Responsible for managing the complete operating budget of the entire hospital.

Manages overtime and sick leave for the hospital.

Functions as the appointing authority for CSSH in conjunction with appropriate Merit System Employment Regulations applicable to recruitment and retention of staff.

As able, based on collaborative agreement with educational entities, administers a residency training program for physicians in the field of CSSH. Coordinates an on-going recruitment effort for medical staff.

Establishes a system to protect the rights of patients, address the concerns of families, and ensure that patients have recourse to an advocate to assist them in airing any grievances they may have against the hospital.

Represents DHS and hospital at meetings with professional, administrative, civic, and other interested community groups and volunteer organizations for the purpose of promoting, understanding, and obtaining community support and cooperation for appropriate integration, implementation, and utilization of mental health services for residents/patients between the courts, community leaders, and county MH/ID program providers and other appropriate agencies. Responsible for meeting with county administrators and county Mental Health Base Service Unit representatives on a regular and frequent basis.

Meets with relatives of patients, advocates, attorneys, physicians, or the general public on matters pertaining to patients or operational policies and procedures, care of patients, or special/unusual incidents or events.

Initiates investigation of any special/unusual incident, reviews results, and determines if appropriate procedures were followed and if corrective action is required.

Ensures an Ethics Committee is established to address ethical issues that arise in the care and treatment of patients.

Ensures a Collaborative Practice Committee/Treatment Coordination Committee is established to review quality of treatment provided and the program needs of the hospital.

Reviews and acts upon safety management issues that are identified by the Functional Safety and Management Committee.

Provides guidance and participates in the development of in-service training programs, teaching, and coordination of efforts to provide continuity of learning experiences for hospital staff. Initiates and directs staff conferences to discuss administrative services and programmatic needs for instructional purposes.

Performs the full range of supervisory responsibilities, including assigning, prioritizing, and reviewing work; maintaining position descriptions; conducting employee performance management; approving/disapproving leave and travel requests; participating in staffing activities; coordinating employee discipline; and training staff, including coaching and team building.

The employee in this position may participate in the performance of subordinates’ work consistent with operational and organizational requirements.

Work is performed with a very high degree of initiative and independent judgment as delegated by the Governing Body, e.g., the Secretary of Human Services, Deputy Secretary of OMHSAS and under the direct supervision of the Director of the Bureau of Community Hospital Operations, OMHSAS. Carries direct responsibility for the formulation and implementation of all operational policies and procedures and must maintain compliance with appropriate standards, rules, and regulations consistent with Federal, State, and Department laws and regulations.

Makes independent day to day decisions on the operations of CSSH. Consults with Bureau Director on items that impact system-wide initiatives and items that present sensitive/political issues.

Delegates work to subordinate staff as appropriate within one’s area of expertise and/or leadership.

In areas where severe discipline occurs up to and including termination, referral and consultation is needed from the CEO's immediate supervisor and the Employee Relations and Workforce Support Division.
