Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is an administrative level of work which has the overall responsibility for the establishing, coordinating and administering of the Volunteer Resource Program at Torrance State Hospital. The Volunteer Coordinator is responsible in assisting the hospital and its departments in identifying needs for volunteers and in utilizing and implementing these resources. Important aspects of this position are developing community comprehension of the needs of the hospital and opportunities for volunteers to participate with the hospital. Work is developed and performed independently under the general direction of the Chief Social Rehabilitation Executive. All work is performed in compliance with federal/state/local regulations and policies and procedures, including Department of Human Services, Medicare, Medical Assistance, etc.

The Volunteer Resource Coordinator establishes, organizes, directs, and coordinates
the development of volunteer resources at Torrance State Hospital.
Work involves explaining the concepts and potentials of volunteer resources to
staff personnel; identifying the needs of the hospital for volunteer resources, and utilizing and implementing these resources; and working with community leaders in the
identification and utilization of available resources. An important aspect of
this work is developing a community's understanding of the needs of the
hospital, and to create an atmosphere conducive to increasing
the cooperation between the community and the hospital.
Supervision may be exercised over a clerical staff, patient worker (when applicable), and/or volunteers.

This position acts as the site coordinator for voter registration services per the National Voter Registration Act of 1993 (NVRA) and Pennsylvania State Law, assuring that staff are properly trained and supplies are maintained to deliver services.

Serves as the point of contact with the Community Foundation of the Alleghenies for non-profit business matters.

Coordinates fundraisers, research grant and public charity funds, develop and implement solicitation strategies, monitor and evaluate both the Indigent Patient Fund and Unity Towards Hope dedicated fund.

Serves as chair person of the Indigent Patient Fund Committee.

Organizes, directs, and coordinates the development of volunteer resources within state-administered service programs.

Explains the concepts and potentials for utilization of volunteer resources.

Works with community leaders in relating the needs of the hospital to available or potential resources within the community.

Plans and coordinates the orientation and placement of volunteers on the
basis of their abilities and interests.

Assists staff supervising volunteers in relation to the evaluation of
volunteer work performance, transfer, resignation, and forms of service
recognition.

Establishes and maintains working relationships with community leaders.

Plans and coordinates the training of staff and/or volunteers.

Maintains necessary records, reports, schedules, and other administrative
aids.

Knowledge of the effective functional, organizational, and administrative structuring of
volunteer resources.

Knowledge of the media and the methods and techniques, which may be
used to relate the needs of the hospital to the resources within
a community.

Knowledge of the principles and practices of personnel management,
which includes recruitment, selection, placement, training, and retention of
volunteers.

Ability to establish and maintain effective working relationships with
hospital administration, staff personnel, community leaders, and the general
public.

Ability to plan, organize, and coordinate the utilization of volunteer
resources as an integral part of services offered to patients in a hospital setting.

Performs related work as required.

Essential Functions

 1. Communication with hospital staff about volunteer resources; in writing and orally.
 2. Communication with community members about opportunity for volunteering at the hospital.
 3. Maintenance of documentation of services provided.
 4. Assist with receiving and acknowledging all donations and maintaining donated financial records.
 5. Overseeing the Indigent Patient Fund and coordinate fund raisers to benefit Indigent Fund and Unity Towards Hope.
 6. Acts as the site coordinator for voter registration services; monthly voter report completed and submitted
 7. Assists in planning special events with other departments.
 8. Recruits, interviews, and selects volunteer applicants.
 9. Receive and maintain certification in basic crisis intervention techniques, currently MANDT.
 10. Receive and maintain certification and competency in CPR.
