Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Responsible for ensuring proper supervision and staffing to perform inspections and testing within the Department's Independent Assurance program for precast and prestressed plants.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Plans and supervise technical work performed by Materials Technicians. Assign employees to material fabrication facilities and project sites evaluate the quality aspects of fabricated materials along with the process utilized to accept those materials through the inspection and testing of fabricated materials.

Takes a lead role in performing Quality Assurance Reviews utilizing construction management principles and standard practices on fabrication and material sourcing operations for highway and bridge construction projects. This includes checking the fabricator’s work for compliance with the contract stipulations and specifications and the consultant inspection staff adhering to the enforcement of the contract stipulations and specifications. After review, assist Structural Materials Division and District engineers in implementing changes to the contract (design) or creating an alternate process.

Performs independent assurance reviews of the fabrication and materials used for highway and bridge construction projects utilizing the Electronic Quality Management System to evaluate the personnel, equipment, inspection, and procedures for material fabrication. This includes checking the inspector’s narratives, sampling, and testing procedures for compliance with the applicable requirements. Addressing issues with documented results with the appropriate area supervisor in the Structural Materials Division to determine the necessary path for correction.

Leads and participate in the research to identify discrepancies with Fabricators, Consultant Inspection Agencies, and the District. Develops and enforces corrective action plan and conducts reviews to ensure proper corrective action has been implemented and documents corrective action for reporting in PennDOT’s Electronic Quality Management System.

Audits quality control/assurance and acceptance testing procedures at construction projects and fabrication shops. Prepares Quality Assurance Reports of inspection and materials fabrication operation reviews that include findings and final recommendations for corrective actions when significant deviations are identified.

Reviews personnel, material and certifications for compliance with the requirements from PennDOT’s Pub 408. Evaluates the feasibility of engineering documents for precast/prestressed concrete fabrication and general fabrication.

Collaborates with District and Industry personnel to encourage statewide uniformity of
practice in specification interpretation, construction inspection, material fabrication practices, and acceptance activities. Discusses fabrication and material issues with the Structural Materials Division, Consultant Inspection Agencies, Fabricators, and the District the project is for.

Provides training to Industry Project Superintendents, Construction Managers, Construction Supervisors, Field Technicians, Plant Managers, Plant Technicians, Assistant Construction Engineers, District Project Managers, Construction Inspectors, District Materials Engineers, Material Managers, Inspectors, and Central Office personnel on the proper techniques and procedures to control materials and comply with the Department’s specifications and policies.

Performs research to develop and enforce and specification changes to improve the quality of the department’s products and/or operations.

Safety:

communication protocols, and appropriately react in the event of an incident.
• Evaluate the contractor’s operations:
• Immediately stop any unsafe actions.
• Engage in an ongoing safety dialogue with the contractor’s leadership.
Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in
collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge
management/transfer by identifying key aspects of the job and sharing explicit and tacit
program/technical knowledge with other employees.

Department Green Plan Policy:
As part of PennDOT’s MS4 obligations including NPDES Permit compliance and stockpile
good housekeeping, commit to following the Departments Green Plan Policy (Pub 712) and the
associated principals. Failure to comply with Department Green Plan Policy shall be
documented in employee’s performance review.

Unless directed otherwise by your supervisor or manager, comply with stated weekly work
hours.


Decision Making:

Section manager leads biweekly meetings with employees to review completed assignments, discuss results, and ensure alignment with section goals. Defines and establishes scope of work in accordance with Department requirements and procedures.

Evaluate employees’ performance and direct work in the field with regard to interpreting specifications, policies, standards, construction/material production practices at projects and/or material production facilities.

This position oversees our 3rd party consultant inspectors and consultant inspector supervisors providing direction on complex issues and high-level decisions related to fabrication and inspection. Serves as Bureau liaison to coordinate with District, Consultant, Contractor, Material Producer personnel and other industry partners to resolve issues.

Essential Functions

 10. Obtain & maintain ACI Field Testing Technician and PCI Level III certification as well as other certifications as needed
