Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

As a licensed professional engineer, this position performs supervisory duties as chief of the Facilities section, concerning the issuance of solid waste management permits for the construction and operation of land disposal sites, waste transfer facilities, waste processing sites, and resource recovery facilities for the storage, processing, reuse and disposal of municipal, commercial, demolition, industrial and hazardous solid wastes.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Assigns and supervises the activities of a staff of a licensed professional geologist and three engineers engaged in reviewing permit applications. Represents the Department and conducts meetings with applicants and consulting firms for permits to explain regulations and standards and resolve disputes.

Reviews the work of the technical staff for completeness and recommends action on the applications for permits and signs employee Performance Evaluation Reports.

Schedules and conducts technical staff conferences.

Schedules and assists in conducting informal fact-finding hearings.

Supervises the regional solid waste permit application tracking system.

Performs initial inspection of permitted facilities and certifies construction.

Represents the Bureau and the Department at hearings before the Environmental Hearing Board, district magistrates of the courts.

Reviews grievances and complaints, conducts initial investigation into causes and conditions, discusses with employee, and resolves or recommends solution to grievances or complaints.

Interviews prospective employees and recommends employee selection or ranks applicants in terms of preferability for employment.

Interprets rules, regulations, policies, procedures, and objectives of the organization or program for subordinates.

Approves leave requests and reviews subordinates’ sick leave usage to determine if pattern of abuse exists.

Reviews and evaluates the educational training needs of subordinates; requests further education and training for subordinates.

Prepares Training Plan for section staff.

Reviews subordinates weekly itinerary, inspection reports, and monthly activity reports to insure priority work is being completed and program goals and objectives are being met.

Reviews reports, letters, and correspondence prepared by subordinates to assure conformance with applicable laws and regulations.

Reviews administrative forms completed by subordinates for adherence to appropriate administrative rules, regulations, policies and procedures.

Reviews requests for permits including plans for hazardous waste processing and disposal sites; industrial waste processing and disposal sites; municipal waste processing and disposal sites; demolition waste disposal sites; industrial and commercial transfer sites; and sewage sludge disposal sites for such features as access roads, application rates, and storage area, communication, fire protection, unloading, salvage, vector control, accident prevention and safety, employee facilities, cover material characteristics, prevention of ground water pollution, drainage of surface water, equipment, control of blowing litter, final grading and seeding, and facility design and operation.

Assigns applications to permit reviewers ensuring proper workload distribution.

Reviews Record of Decision (ROD) and make recommendations to Program Manager.

Suggests new General Permits (GP) that would reduce workload and improve processing.

Manages permit process within section to ensure goals and objectives are met.

Follows Standard Operating Procedures (SOPs).

Determines if permit requests meet established rules and regulations.

Tracks and manages Permit Decision Guarantee & Permit Review Process and provides entries into the eFACTS program.

Notifies applicant of decision on permit requests by preparing correspondence indicating action taken and rationale for action taken.

Supervises the preparation of permits for issuance, including standard operating conditions and special operation conditions.

Calculates and determines bonding requirements following established procedures; notifies operator of bonding requirements and insures bonding requirements are met prior to issuing permits.

Reviews recommendation for and renders decision on requests for solid waste management permit cancellations, transfers, modifications, and renewals.

Reviews and comments on proposed changes to solid waste management rules, regulations, policies and procedures.

Provides technical solid waste management advice to subordinates and co-workers on unusual or difficult problems.

Provides technical solid waste management advice to other Commonwealth agencies.

Provides advice to facility operators on methods and techniques to solve solid waste operational problems.

Prepares and delivers formal presentations regarding the solid waste management program to special interest groups.

Provides information to facility operators, Commonwealth and municipal officials, consultants, special interest groups, and the public regarding departmental functions, rules, regulations, policies and procedures.

Prepares letters, reports, and correspondence to exchange information with the facility operators, Commonwealth and municipal officials, consultants, the public, co-workers, subordinates and supervisor.

Evaluates and assists business and industry in pollution prevention and energy efficiency initiatives relative to program specific issues. Assist with regional OETD by attending site visits as assigned. Provides pollution prevention and energy efficiency information during the course of daily relationships with regulated community.

Responds to Right-to-Know requests and file review requests. Gathers responsive documents and reviews documents for compliance with Right-to-Know and file review exemptions. Provides documents to file review coordinator and/or Office of Chief Counsel.

The professional staff is assigned specific work projects and is informed of deadlines. Progress is reviewed on a daily basis.

Priority for application review is established by the regional manager. Progress in meeting deadlines and schedules is reviewed periodically by the manager.


Supervisory position

Work is assigned to the technical staff based on the technical discipline of the work and the level of detail and complexity of work. Deadlines are assigned to technical staff for completion of the work. The deadlines are based on priorities assigned and Permit Decision Guarantee (PDG) review time frames. Work is reviewed informally on a daily basis through discussions of projects and on a formal basis upon completion of projects.
