Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

An employee in this job directs all facility services functions and facility-related matters supporting occupants at a complex facility. Work involves assessing the tenants’ mission and operations; prioritizing and resolving competing facility and occupant issues; participating in annual and long-term facility planning and budgeting; and directing facility maintenance and improvement projects. Work includes establishing, interfacing, and coordinating with a broad network of agency occupants, other commonwealth agencies, and external entities to accomplish the work and objectives of the facility services program; and developing, communicating, and implementing a safety and evacuation program that accounts for the unique occupant and public-facing features and dimensions of the facility. Work is performed independently and reviewed through reports, discussions, and inspections by a higher-level manager.

The Center consists of approximately 46 buildings and 14,000,000 cubic feet of building space. These buildings and utilities are spread over nearly 254 acres of land and house approximately 233 individuals and 500 employees.

Description of Duties:

Organizes, assigns, supervises and participates actively in a program of building maintenance, transportation/grounds operations, utility plant operations, water treatment plant operations, electrical gear and transmission lines, emergency electric generation, high-pressure steam operations, steam heating systems, air conditioning/refrigeration systems, fire alarm/sprinkle systems, preventive maintenance/controlled maintenance operations and all phases of plumbing, carpentry, painting, electrical, masonry, housekeeping, transportation/vehicle maintenance and other related trades. In concert with the FOM4, all buildings, utility and grounds maintenance shall be reviewed for compliance with current building codes, craftsmanship and safety precautions for conformance to established standards. This program shall provide adequate housing, utilities and environmental surroundings for approximately 233 individuals living at the Center and approximately 500 employees.

Coordinates, provides and plans sketches and specifications for materials, equipment and adequate manpower to accomplish maintenance projects, construction projects, custodial projects, renovations and vehicle and equipment repair. This is accomplished by consulting with the FMO4 and agency staff. These projects will be accomplished to assure that each building meets all required codes, regulations, restrictions and adequate needs applying to specific areas and that vehicles and equipment are maintained in operable condition and are able to meet inspection specifications.

Assists the FMO4 in Directing the program to accomplish changes to structures and equipment, which are necessary to meet changing needs of the Facility. These duties consist of preparing specifications for and recommending appropriate variations to existing facilities and equipment; reviewing contractor schedules and coordinating construction with institutional and agency staff; inspection of work quality for adherence to specifications and plans and standards during progress and after inspection of work quality for adherence to specifications for non-recurring maintenance projects in conjunction with the Bureau of Facilities Management. Continued inspection of work in progress for quality and adherence to specifications, plans and standards. Provides technical and pertinent information as required to all contractors.

Prepares estimates of budgetary requirements, prepares purchasing documents, controls issuance of materials, maintains inventory of supplies and equipment and prepares documentation of man hours, materials and utilities used. These documents will be compiled by review of agency procedures, advisory service documents, past records and inspection of current records and costs. These documents will provide an accurate record of past transactions, utilities usage and inventory.

Participates in the preparation of the Facility’s overall operating and capital budgets in consultation with the FMO4 and the Facility Chief Operating Officer. Maintains a five-year plan or forecast plan for renovation and construction requirements of the facility. This plan includes in-house, non-recurring maintenance and capital projects.

Prepares job descriptions and performance standards for subordinate supervisors. Prepares and signs subordinate supervisors’ evaluation reports. Reviews and approves/denies employee leave requests based on operational needs. Authorizes or assigns overtime when necessary and keeps overtime costs at a minimum. Investigates issues as assigned and implements corrective action as needed.

Reviews and approves all purchase requests to be used in maintenance trades, Power Plant, Garage and Custodial departments to insure an adequate inventory of equipment and supplies and controls for its issuance.

Reviews and audits attendance records of subordinates to assure compliance with Office of Developmental Programs Sick Leave Usage Policy. Takes appropriate action when an employee abuses leave privileges.

Reviews reports of subordinates and prepares periodic reports on the total facility maintenance and construction projects including cost estimates.

Attends meetings, conferences and workshops as required.

Responsible for justification of requests for purchases, services and staff required to attain maximum efficiency and utilization of plant equipment and personnel while under the jurisdiction of the Maintenance Department.

Performs other duties as assigned by the FMO4 and/or the Facility Chief Operating Officer such as: attending/conducting meetings, coordinating departmental functions, promoting effective working relationships with employees, providing consulting alternatives to dealing with situations requiring corrective measures.
