Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Serves as the Section Manager for the Vehicle Inspection Field Operations Section and oversees the Department's Vehicle Safety Inspection Program, safety and emission inspection station audit/oversight activities for over 15,000 stations Commonwealth-wide. Manages the state-wide vehicle inspection programs field operations activities, including routine audits of safety and emissions inspection stations, covert auditing of emissions inspection stations in accordance with US EPA requirements, and investigation of consumer complaints related to inspection activities. Travel a minimum of 3 times annually with Quality Assurance Officers in the field and ensure an annual meeting, at a minimum, is held for Quality Assurance Officers. Oversees the investigation of safety and emission violations and related enforcement activities as they relate to inspection stations and inspection personnel. Provide guidance to Central Office Staff regarding investigation reports submitted to the Department to enable them to determine if actionable violations have been committed by emission and safety inspection stations or mechanics. Based on violation reports received from PennDOT Quality Assurance Officers, contractor Quality Assurance Officers and the Pennsylvania State Police, determines appropriate sanctions for violations of the safety and/or emissions inspection program regulations. Works with PennDOT’s Office of Chief Counsel to negotiate settlement agreements as appropriate when sanctions are appealed to a Court of competent jurisdiction. Provides input and periodic review/revision of training materials used in the safety and emissions certification classes. Provides feedback into the maintenance of PennDOT's inspection certification programs, including the day to day operations of the inspection station/mechanic data base for the processing of certified inspection stations and mechanics. This data base includes information regarding certified training facilities, instructors, student grades, station audit information, station/mechanic suspension and cancellation information. Provides direction in the establishment of procedures for use by Central Office staff and field staff in the performance of their duties. This includes job duties, performance standards, goals and objectives, and specific procedures for all phases of the staff's normal duties. This also includes periodic review of these items and changes as needed. Has a thorough knowledge of all motor vehicle laws, state and federal regulations and procedures as well as the Bureau's CARATS/MVDLS system. Provides comprehensive interpretations of the safety and emission inspection regulations, interpretation of Department policy and state statute and evaluate proposed changes to the regulations and statutes. Identifies customer needs and communicate relevant Motor Vehicle Code, Department Regulations, policies and procedures to the customer’s level of comprehension relating to the safety and emissions inspection programs as well as the titling of reconstructed vehicles, specially constructed vehicles, street rods, modified vehicles, recovered theft and flooded vehicles and collectible vehicles. Serves as the secretary to the Inspection Advisory Board. Coordinates board meetings, agendas, tracks attendance for quorum and voting purposes, and develops meeting minutes. Ensures the continued partnership with the inspection industry through the Inspection Advisory Board and related task force groups. Communicates and educates our partners, contractors, internal and external partners through scheduled meetings and focus groups when appropriate, and the issuance of the safety bulletin and emission updates. Acts as the liaison with the Pennsylvania State Police and contract auditors in matters related to the safety and emissions inspection programs. Reviews and evaluates legislative changes, Department policies and Federal Regulations as it relates to vehicle equipment and motor vehicle programs. Determines appropriate information to be disseminated to inspection stations. This includes informational bulletins to inspection stations, the Pennsylvania State Police and Quality Assurance Officers, educational packages to stations, mechanics, training facilities and other bureaus within the Department. Conducts seminars for station associations, private groups or associations, and the general public. Prepares analysis, evaluations, correspondence and position papers for the signature of the Governor, Secretary, Deputy Secretary, Bureau Director and Division Manager. Works with the Office of Chief Counsel concerning the promulgation of proposed and final rulemaking related to the safety and emission inspection programs. Regularly responds to telephone contacts and written correspondence concerning Pennsylvania's safety and emission inspection programs. Monitors and assures the security of our products and systems to protect the interests of our customers and the Department. Prepares reports on field activities, program trends, and program compliance for review by management and for use by both state and federal agencies, station associations, and private individuals as needed. In addition, implements the use of needed forms and reports for the field operations. In addition to the above, this individual must have the ability to plan, assign and direct the work of subordinates; the ability to communicate effectively and express ideas clearly in oral, written and graphic form; ability to establish and maintain effective working relationships with co-workers, subordinates, facility operators, mechanics, government officials, private and public agencies and the general public; ability to develop and interpret rules, regulations, policies and procedures for co-workers, subordinates, partners, government officials, etc.; ability to take necessary corrective action on violations of the safety and emission inspection programs; and the ability to prepare and deliver presentations to special interest groups and governmental agencies on departmental functions and program. SUCCESSION PLANNING: Employees: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Managers/Supervisors: Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. Obtains/Maintains Vehicle Safety and Emissions Inspector Certification. Performs other related duties as required by the Division Manager, Bureau Director and/or Deputy Secretary. |
