Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This is a journeyman management position in the Park Operations and Maintenance Division. Becomes proficient in one state-wide program while learning additional program areas and obtaining proficiency in additional areas. Employee receives direction from experienced managers on a broad spectrum of issues related to the operation of individual state parks and to the state park system as a whole. Employee researches, and understands state park program objectives, priorities, guidelines and standards under the direction of the division and section chiefs. Handles the duties and development of park program services rules, regulations, policies, procedures, guidelines, and standards for assigned program areas Conducts research and by working with the Program Services Section Chief, providing advice to field personnel, planners, consultants, engineers, architects, and the public on park program services problems and issues. Makes recommendations improve routine processes and outcomes. Tracks all areas of the programs, and makes recommendation for program improvement. Establishes and maintains routine and cyclical notices. Educates field staff, and partners regarding programs. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Adheres to the mission and goals of the Bureau of State Parks. Maintains knowledge of statewide park operations. Provides bureau-wide guidance for the Activity Agreement Program, and Commercial Agreement Program and Unmanned Aerial Systems and Filming agreements. Employee interacts and coordinates activities with Bureau staff, Office of Chief Counsel, Comptroller’s Office, agreement holders, and the public, for the following major shared program areas: ACTIVITY AGREEMENT, UNMANNED ARIEL SYSTEMS AND FILMING AGREEMENT PROGRAM Manages and oversees with assistance documents and Agreements that support Activities permitted on Bureau lands. Reviews and recommends changes and special conditions to Special Activities Agreements, Commercial Use Licenses and Letters of Authorization programs to ensure compliance with Bureau policy, and current Office of General Counsel expectations. Works with division and park managers to develop Activity Plans for each administrative unit that provides for staffing and resource prescriptions as it pertains to activities. Develops procedures and standards for the Bureau’s Management Manual relative to events. Finalizes agreements for signature, and follows and routes each through full execution. Provides guidance, resources and training to support division and park staff responsibilities as it pertain the activity agreement types. Managee with assistant requests and agreements pertaining to filming on Bureau lands. Requests are receive from Department of Economic Community Development, PA Filming Office. Serves as the conduit between the PA Film Office, the requestor and field staff with consideration of these activities, its impacts to the operations and resources, and appropriate accommodations or denials. This position assists the park and division staff with developing and executing an agreement supporting the activity. COMMERCIAL AGREEMENT PROGRAM Manages and Oversees with assitance the program supports needed to supporting the park and division commercial activity agreements. Advises and assist park and division staff with agreement development and considerations. Provides reports upon request. OTHER DUTIES Oversees and review portal records for completeness and accuracy. Follows through with park and division staff to keep records complete and correct. Conducts research on a wide variety of assigned projects. Analyzes relevant information and makes recommendations based on research. Information may be in various printed and electronic formats including maps, plans, legal documents, and spreadsheets. Reviews and provides responses to correspondence and e-mails received from the public relative to employee’s programs. Researches, responds to, and/or forwards questions and comments received through the DCNR web site to field and central office personnel. Researches and prepares draft responses to legislative and public requests on concession volunteer, and activity related agreements. Reviews, comments, and recommends changes on the Bureau’s existing and proposed, management manuals, policies, procedures, and standards. Reviews, comments, recommends and implements changes to Program Services Section information located on the Bureau’s Intranet website. Conducts research and determines the effectiveness and efficiency of state park programs and makes recommendations for improving or modifying services. Conducts research on assigned projects, program services problems and issues, and analyzes information and works with supervisor on the results of the findings. This may require on-site visits to state park facilities throughout Pennsylvania. Analyzes and reviews statistical data to determine program trends and potential problems. Provides information to the public on state park program services through pamphlets, brochures, press releases, direct mail, and phone service. Reviews web pages, brochures, and press releases on program services issues. Provides assistance and guidance to the division and field parks, through personal interactions, and by the development of tools to assist in the daily operations of the parks and their programs. Participates in formal training programs designed to learn how to direct the operation, maintenance, and recreational activities of a state park. Interacts with Chief Counsel, Central Office personnel, Park Region Division Managers, Park Offices, sister agencies, agreement holders, and the general public on issues dealing with the varied agreements within the Program Services Section, verbally, in writing, and through electronic messaging. Has a strong knowledge on various state parks rules, regulations, fees, policies, procedures, guidelines, and standards for field staff and, where appropriate, assists in drafting revisions to rules and regulations, management directives, policies and/or guidelines to ensure uniform application on a statewide basis for operational matters. Works closely with other sections within the Bureau as well as other state agencies, etc Assists in other duties of the Program Services Section, as requested by supervisor. |

Experienced managers and various Bureau personnel provide additional guidance and information on matters that require specialized knowledge. Routine issues are decided on a case-by-case basis with adherence to policies and procedures, with review and approval from supervisor(s). Employee consults with section chief and makes decisions involving issues and tasks within the program areas of responsibility based upon the interpretation of general guidelines and employee’s prior knowledge and experience. |
