Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Supervises all utility relocation activities within the Engineering District which includes reviewing proposed construction plans, providing guidance to utilities on relocation problems, and supervising the preparation of utility data preparation of utility agreements or occupancy permits.


Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Participates in the field reviews of proposed highway locations to determine utility relocation costs and advantages of alternate locations. Resolves any problems encountered and determines the necessity of adjustments on temporary relocations.

Maintains liaison with Central Office Utility Unit, other District Utility Units, utility companies, contractors, and municipal officials to explain Department policies and procedures.

Provides technical assistance to utilities displaced by highway construction in developing plans and cost estimates for use in the preparation of legal agreements to effect relocation.

Assists and monitors the use of Utility Relocation Management System (URMS) for coordination by department staff, consultants, and utility companies.

Establishes project priorities and directs the review and processing of utility construction plan and cost estimates, construction permits, reimbursement agreements, and right-of-way needs.

Assists in coordinating Subsurface Utility Engineering (SUE) needs.

Monitors utility coordination efforts to ensure timely project clearances.
Monitors progress of physical relocations and keeping construction projects on schedule and assisting in resolving disputes between utility companies and construction partners.

Reviews, approves, and submits for payment all detailed billings submitted by the utility companies for utility relocation work.

Plans, assigns, prioritizes, and evaluates work of subordinates. Interviews and selects employees, evaluates employee performance, processes leave requests, initiates disciplinary action, evaluates training needs, mentors employees, and resolves conflicts.

Reviews the inspection of construction materials and workmanship to ensure adherence to agreements, Department standards and Federal regulations.

Works with the Grade Crossing Administrator and Public Utility Commission (PUC) on grade crossing concerns.

Succession Planning:
Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

Fair Labor Standards Act:
Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. -Coordinate and recommend utility relocations for proposed construction projects and prepares request for Central Office Approval.
-Directs utilities displaced by highway construction in developing plans, cost estimates and agreement packages.
-Resolve any problems encountered during design and construction.
-Review and approve all documentation prepared by Utility Unit staff.
-Monitor utility coordination process throughout design and construction process to ensure adherence to project schedules.

Assignments are received in broad outline and completed work is reviewed by an administrative superior for results obtained and adherence to established policies and objectives.
