Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Provides oversight and technical support to local health departments to ensure compliance with grant requirements and meeting national TB objectives Evaluates funding allocations in accordance with DOH Office of Procurement guidelines and TB Program needs to recommend funding allocations for services, grants and other contractual documents. Assists in maintaining budget workbooks in accordance with DOH Office of Procurement guidelines and contractual budgets to ensure funds are properly spent in the budgeted categories. Reviews and approves back-up documentation for expenses invoiced in accordance with DOH Office of Procurement and TB Program guidelines to ensure appropriateness of expenditures and release funds under the contract to providers. Applies contract monitoring process, evaluation criteria and completes forms in accordance with TB Program objectives to ensure local health departments are utilizing funds in a manner that supports TB Program goals. Conducts annual site visits (in person or virtually) and contract reviews using evaluation criteria forms to report on outcomes and suggest areas for improvement. Prepare written reports based upon site visit evaluations to provide feedback. Provides technical assistance in accordance with contractual documents and other related DOH Office of Procurement guidelines to ensure contractual and program compliance. Conducts surveillance activities related to latent TB infection (LTBI) utilizing PA-NEDSS and TB Program reports for the purpose of meeting TB Program and NTIP objectives. Monitors incoming LTBI surveillance data for timeliness, completion and accuracy for the purpose of meeting TB Program and NTIP objectives. Conducts quality assurance using TB Program tools and CDC reports to ensure complete and accurate data. Communicates LTBI data to State Health Centers and county and municipal health departments by issuing reports and providing technical assistance verbally and in writing for the purpose of accurate reporting. Develops PowerPoint presentations related to LTBI data. Provides guidance to health care providers related to reporting LTBI to the local reporting authority utilizing PA-NEDSS for the purpose of complete and accurate reporting. Provides surveillance support to the TB Program Manager and PHPA upon request to maintain support in times of increased need. Demonstrates awareness of the vulnerable populations the organization serves by identifying, providing, and advocating for resources, services, communication methods, and policies that would help those populations achieve health equity. Public Health Emergency Response – This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice and may continue for any period of time – ranging from a few hours to several weeks, depending on the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for a period of time. |

This position does not supervise or manage staff. General supervision is provided by the TB Public Health Program Manager. Work is carried out independently within established project goals and objectives, including those regarding contracts, contractors, client service providers, and goods and services. Supervisor periodically reviews on-going work progress and results of some assignments. New assignments are performed independently based on knowledge of standards and procedures. Decision making is based on standards defined by the TB Program Manager in determining both short- and long-term fiscal and programmatic needs and determines a course(s) of action to utilize and enhance them. Position may provide technical or administrative support in response to contractor and general public inquires and request for information and data, and those of the Department and other Commonwealth agencies. |
