Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This Retirement Technician Supervisor position is located in the Benefits Section of the Bureau of Benefits Administration and is responsible to manage the staff of the Retirement Processing Unit 1 (RTP1) and activities associated with the processing of all requests and aspects of disability and retirement benefits including the conversion of a disability benefit to an early or normal retirement benefit.
Because production work is cyclical and subject to legislative changes, work staff may be assigned to perform a variety of tasks in other business areas based on PSERS operational needs.

This position is identified as essential level 2. It supports a critical business function and when there is a declaration of an office closing, emergency or disaster, the incumbent may be required to participate/assist in those functions to aid the business continuity process. As such, the incumbent may be required to remain at or report to work at headquarters or an alternate site and be available or reachable by telephone during the recovery process.

Description of Duties:

Plan, direct and control all RTP1 work activities. This includes but is not limited to; personnel issues, work management, etc. *

Apply the provisions of the Retirement Code, rules, regulations, PSERS legal opinions, business rules and procedures as they relate to member accounts, employer reported data, benefit eligibility and benefit determination.*


Share information with staff, to include but not limited too; policy changes, procedure changes, etc. *

Serve as the subject matter expert in representing the unit in the development of business rules or system enhancements.

Communicate business requirements; recommend screen design/layout, data validations, report formats, and form and letter design and content; participate in the review, analysis, testing, implementation and monitoring of PSERS’ pension administration system and Workflow.*

Assist with coordinating and performing User Acceptance Testing by developing test scenarios that reflect actual business cases; review and approve test scripts; create comprehensive test data; initiate the documented test scenarios; report issues found; review and approve test results; participate in writing/reviewing system change requests to ensure that business requirements are met.*

Possess data and process knowledge of all technical functions performed throughout the Agency as it pertains to benefit calculations.*

Provide direction, guidance and inspiration to staff. Demonstrate and set the expectation of support in qualities of cooperation, inclusiveness, expertise, cost effectiveness, initiative, creativity, customer service, dependability, ethical conduct, dedication, effective staff and technology utilization, recognition and support. Facilitate positive change.*

Ensure that written performance targets, standards, goals and objectives are communicated to all staff in addition to monitoring/responding to individual and team performance.*

Monitor, assist with development, and implement operational and procedural guidelines.

Analyze, establish and monitor work processes to maintain effectiveness measures; assist in developing short and long range plans to meet workload demands; seek ways to increase efficiency and effectiveness; recommend process improvements.*

Organize, manage and monitor staff and responsibilities within the unit to support and actively pursue the commitment of PSERS to serve the members and stakeholders of the System as set forth in PSERS' Mission and Vision statements; demonstrate your commitment to meet and/or exceed the goals and objectives set forth each calendar year from the Agency Strategic Plan.*

Ensure that staff receive required Commonwealth training; evaluate staff strengths and weaknesses; provide opportunities and training to increase skills and knowledge; develop written training plans and ensure that the training plan is shared and communicated to staff.*

Demonstrate data and process knowledge of the bureau's application software tools such as PSERS’ pension administration system , Workflow, Workflow Query, Pension Query, Microsoft Office, and Imaging and apply that knowledge to accomplish the work.*

Ensure that all requests for information (written or oral) from staff, members, annuitants, attorneys, etc. are researched and accurately answered within established time frames; ensure that written and oral communications are clear and presented in a logical and organized manner.

Assist in preparing policy and procedural manuals for the processing area (including work processes, policy decisions, court ordered or Administrative Hearing decisions).*

Testify at administrative hearings on behalf of PSERS on benefit issues such as Benefit calculation, disabilities and other critical issues. This includes working jointly with the Legal Division in analyzing and preparing the case.*

Ensure the proper maintenance of medical documents (PHI), are in accordance with Health Insurance Portability & Accountability Act (HIPAA).*

Perform other related duties as assigned.

Data Duties:
- Analyze employee performance-related production data
- Analyze employer account data to validate information or identify errors
- Analyze employer-reported data to determine actions necessary to correct or prevent future data errors
- Analyze member account data to validate information or identify errors
- Analyze production data for statistical reporting (e.g. trends, historical)
- Analyze production data for work management
- Apply necessary member account and associated employer account adjustments
- Assist in establishing, recommending, and enforcing data administration and quality assurance policies regarding data collection.
- Calculate necessary member account and associated employer account adjustments and determine actions required to correct data
- Calculate, input, and correct disbursement data
- Coach staff about the importance of data accuracy
- Collaborate with other staff to identify employer training needs
- Communicate and promote the value of data assets
- Communicate with employers to clarify questionable or missing data
- Communicate with members to clarify questionable or missing data
- Confirm system responded accurately to actions taken
- Confirm that accounts are being reviewed and corrected according to Agency policy and procedures
- Create data business rules and definitions.
- Create or identify test data that meets the comprehensive testing requirements
- Develop and provide remedial training for staff regarding data issues
- Enforce data administration and quality assurance policies.

- Perform testing on system data changes to ensure accuracy prior to implementation

- Validate data changes via script, etc. after implementation to ensure accuracy
