Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The employee in this position is a Chief Executive of Social and Rehabilitative Services, functions directly under the supervision and direction of the hospital Chief Executive Officer with a considerable degree of independence. The position is one of coordination, integration, and administration of the hospital's Social and Rehabilitative Services which consists of: Social Service, Psychology, Chaplaincy Service, Volunteer Resources, Therapeutic Activities, Vocational Adjustment Services, Adult Basic Education, Physical Therapy, and Therapeutic Recreation, and Occupational Therapy. These services are staffed with employees involved directly/indirectly with the treatment/programming/groups in a psychiatric hospital.

The two major aspects of this position are administrative and clinical responsibilities. In order to coordinate all phases of Social and Rehabilitative Services and the total treatment objectives of the hospital, it is mandatory that the incumbent be actively involved in the formation and regulation of all such programs relating to patients' welfare on the management level and is guided by the policies and procedures of the Department of Human Services and Danville State Hospital in assuring that the guidelines, rules, and regulations of accrediting and/or certifying agencies are met.

The employee uses sound management principles and practices necessary to the evaluation of the effectiveness of individual departmental programs, in the development of policy and procedure, and in providing guidance and goal direction to the department directors in assisting them to reach the maximum therapeutic potential of their respective disciplines. Additionally, it consists of providing motivation as well as promotion of staff involvement through training. As a coordinator, the incumbent must be involved with as well as communicate with community resources and associate appropriate agencies with existing in-hospital programs.

Description of Duties:

There are seven specific duties inherent in this position as follows:

I. Administrate, plan, organize, direct, coordinate, and maintain a therapeutic Social and Rehabilitative Program for the patients. The Chief Social Rehabilitative Executive (CSRE) is responsible for coordinating, planning, administering, supervising, participating in, evaluating the existing Social and Rehabilitative Services being implemented by workers assigned to this service. This aspect of the position is considered to be the most important responsibility which must be performed. In addition, has responsibility for planning, directing, coordinating, and maintaining a program of active rehabilitation which meets the needs of every patient (individually and group-wise) to complement the medical and nursing departments in the evaluation of the patients' medical and emotional challenges.

II. The CSRE is responsible for providing the necessary supervision of a direct nature to the directors of Social Service, Psychology, Therapeutic Activities, Occupational Therapy and contract Chaplaincy and Adult Basic Education Staff. To assure the operational aspects of the total Social and Rehabilitative Services are maintained and enriched, these supervisors will work directly with both professional and nonprofessional persons assigned to these services. Maintain compliance with all regulatory bodies including CMS and Department of Health. Audit and or supervise the Electronic Health Record and Treatment Planning Process in which SRS staff are involved.

III. Performing the required administrative responsibilities necessary to the job requires a certain amount of office work to effectively carry out this program. Some of the duties are to prepare daily, monthly, and annual reports when necessary. Prepare budget and requisition supplies, prepare interdepartmental and general correspondence related to program, and the various tasks connected with the general office procedures. Ensures policies and procedures within the SRS departments purview are accurate and current. The integration of this department to the hospital in total is extremely paramount.

IV. This incumbent is CO-Chairperson of the Human Rights Committee.

Departmental Meetings, Committees, and Community Involvement:
As a CSRE, it is necessary to attend a wide variety of meetings dealing with the hospital's development as well as community enrichment. It is the goal of these meetings to advance the therapeutic atmosphere of Danville State Hospital to ensure it is in compliance with standards of the CMS Medicare, as well as the Department of Human Services.

Hospital Meetings:
The following is a list of hospital meetings and committees in which the CSRE is involved: Executive Staff, Morning Report, Grand Rounds, Board of Trustees, Utilization Review, Human Rights, Admission Subcommittee, Chairperson of Social and Rehabilitative Services Department Directors, and any other special meetings as directed by the hospital Chief Executive Officer. Additionally will serve as the Executive Staff liaison to a wide variety of task groups as assigned.

Community Meetings:
Danville State Hospital Service Area Planning / Continuity of Care Meeting, Public Hearings for Community Programs, and any special meetings as directed by the hospital Chief Executive Officer.

V. Establish and ensure department quality assurance objectives and actively participate in hospital Performance Improvement Program through designing and conducting audits, peer review process, etc.

VI. Monitors and controls employees' absence through sick leave usage and work-related injuries in order to reduce costs and ensure adequate staffing.

VII. Miscellaneous: In addition to the aforementioned tasks, it is necessary for the incumbent to be involved in a variety of miscellaneous duties necessary to the operation of the hospital.
