Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Required to drive to site locations to conduct inspections. Understands the contract plans, specifications, permits and policies in order to apply them to the enforcement of the contract. Accepts or rejects materials and workmanship that does or does not meet the contract or permit requirements. Performs the inspection of the installation and maintenance of erosion and sedimentation control devices for conformance with approved plans and permits. Ensures corrective action is taken, enforces and issues Notice of Violations to effect compliance with the permit conditions. Completes Earth Disturbance Inspection Reports with recommendations. Assures compliance with the approved blast plan and blasting regulations to ensure the protection of the public, environment and structures. Notifies construction engineer/supervisor to review situations when field conditions warrant a change to the existing plans or technical specifications and provides input into discussion. Measures and computes quantities for the monthly estimates for payment. Prepares and submits the monthly estimate. Compiles and maintains daily records of all men, equipment and activities on the project site, as well as documentation of all pertinent information. This is done using computers, faxes, e-mail and digital cameras. Investigates complaints involving abandoned deep and surface mines and resolves or recommends solutions to resolve the complaint. Files written reports documenting site conditions, resolutions and recommendations. Establishes water monitoring programs and collects water samples to determine the results or impacts of reclamation projects. Reports unsafe conditions to the contractor and limits or ceases the contractor’s operations until the conditions are corrected. Oversees and/or takes the following tests: soil density, aggregate gradation, material moisture, potentiometer, slump cone, materials viscosity, water quality and other tests as required. Possesses knowledge and has the ability to perform basic surveying as applied in construction consisting of but not limited to checking elevations, stakeouts, grades, slopes, cross sections and other related survey procedures. Reviews and checks contractors’ drill logs, verifies actual footage drilled, borehole locations, placement and elevation of casing and monitoring devices. Inspects flushing operations to ensure specified material proportions and water ratios. Gathers data to determine if additional holes or flushing material are required to achieve project intent. Inspects underground mine fire projects and gathers necessary data to determine extent and location of fire during excavation. Ensures that burning material is completely excavated and extinguished before backfilling. Checks survey layouts for accuracy using basic surveying techniques including GPS. Prepares as-built drawing upon completion of the contract. Communicates with property owners, other state and federal agencies and the media to explain project activities. Directs the contractor’s operation when conducting “Force Account” work as per the contract and General Conditions. Conducts wage rate interviews. Measures temperatures and water elevations in monitoring wells for complaint investigations and project development. Promotes the four pillars of the DEP Vision- Operational Excellence, Climate Leadership, Cultural Competence and Environmental Justice. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Employee must attend job-related training. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. Independently rejects or accepts materials and workmanship such as: concrete, valves, pipe, liner, trees, seed, lime, fertilizer, water lines, pump stations including the telemetry, and the installation of same. Makes minor field adjustments to fit site conditions, such as shortening or lengthening a pipe or ditch. Approves minor grade changes and the location and angle of drill holes for flushing or exploration. Decides if contractor is in compliance with all safety requirements. Also, decides when the contractor is not in compliance with contract permits. The inspector cannot change the contract or the specifications, add new items or significantly increase items already in the contract. These changes must be referred to the supervisor. |
