Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Moves PENNDOT forward by assisting in the planning and direction of activities of a highway design squad unit in the Plans Unit.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

*Manage the functional activities of Project Supervisors, Civil Engineers, Draftsman Designers, other temporary employees as assigned, including approving leave, time, and expenses; and performing Employee Performance Evaluations.
*Responsible for the development of complete design packages for one (1) or more complex or moderately complex in-house design projects. Maintain project data in ECMS. Coordinate various design efforts and maintain effective working relationships with other Department Units including Utilities, Right-of-Way, Traffic, Bridge, HQAD, etc., outside agencies, legislators, public officials, and the public to meet established letting schedule. Obtain required approvals, and clearances. Monitor project costs for all phases and prepare and process all necessary reports and documents to adjust project funding as necessary.
*Direct subordinates in the development of complete design packages of moderately complex or less complex in-house design projects. Conduct preliminary Plan reviews to ensure compliance with current design criteria and that design packages are complete and accurate.
*Responsible for the overall coordination of one (1) or more Local Match projects. Provides reliable guidance to local engineer so that established letting schedule is met. Conduct Final Plan reviews to ensure compliance with current design criteria and that design packages are complete and accurate.
*Represents the Plans Engineer at public meetings, field views, court proceedings, and other functions as required.
*Participate on the District Safety Review Committee.
*Perform the functions of the CADD Lead Operator. Monitor CADD equipment and report problems as required. Act as a liaison between the District and CADD Support. Keep District CADD users up to date on all CADD related upgrades, problems, enhancements, work-arounds, etc. Assist District CADD users in resolving and reporting software related problems, and requests for upgrades and enhancements. Assist CADD Support personnel and contractors during repairs and/or upgrades of software and hardware. Attend user group meetings as scheduled.

Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.



Decision Making:

Work is assigned based on participation with the Plans Engineer and Assistant Plans Engineer in the selection of projects of the District-wide program needs.

Work is reviewed through weekly status meetings, results achieved, preparation of Daily Design Activities Report for the Design Squad.

Supervision of assigned employees occurs through:
Weekly status meetings.
When subordinates seek guidance on treatment of situations not covered by Department criteria or policies.
When problems arise with Utilities, Traffic Control, Right-of-Way, or Construction activities.
During design field views and project meetings.
When cost estimates for construction exceed programmed funds.
When reviewing outgoing submissions to other Department units, outside agencies, legislators, or the public.
During Plans Review.
When reviewing the final design package.
