Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position involves routine clerical work involving the operation of a telephone/radio communications center and is responsible for maintaining all leave records for Westmoreland County employees.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Responsible for providing proper documentation and prioritization of all incoming calls. Maintains accurate logs, by recording all necessary information. Routes all messages through proper channels in accordance with department policy to ensure proper action is taken.

Responsible for maintaining radio communications with field personnel and responding to any requests in accordance with appropriate policies and procedures.

Responsible for monitoring the weather thru the local news, DTN Weather Monitor, RWIS monitors and automated anti-icing bridge monitor.

Responsible for operating a two-way radio.

Responsible for the input of roadway closures into the RCRS system. During winter operations, employee is responsible for the input of all Roadway Conditions and Roadway Closures into the RCRS system every two hours during his shift.

Responsible for maintaining all field leave records, which includes posting leave slips on a daily basis to the employees' leave records.

Responsible for running all leave type reports and maintaining all records on leave extension.

Responsible for submitting all information for the News Release that is sent to the News Media each week.

Responsible for all Tort Claims (incident/accident) that may involve mailbox claims, pothole claims, windshield claims, etc. Responsible for contacting County Assistants for all statements regarding these claims and submitting any requested information to the adjustor.

Employee recognizes the need for sound environmental practices and applies them in his daily activities. Attends environmental training designated in the District’s SEMP Manual for Sound Environmental Practices for this position. Also supports the efforts of other employees to meet their objectives.

Employee recognizes that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices and fulfills the maintenance unit's business plan objectives related to the Strategic Environmental Management Program (SEMP).

Foster ongoing communication with our partners and customers while maintaining a high level of integrity in the performance of all job functions.

This position requires that the employee be available to work overtime.

Performs other related job duties as required.

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Department Green Plan Policy:

As part of PennDOT’s MS4 obligations including NPDES Permit compliance and stockpile good housekeeping, all Construction Inspection Employee, Manager & Supervisor and Maintenance Employee, Manager & Supervisor PD’s must include the following statement:

Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day.

Responsible to make recommendations on reading & handling customer complaints. Required to assist in the plan for the overall communications for internal and external customers, monitoring results of all communication and reporting all data to supervisor

In response to a customer inquiry, employee must be familiar with the ACMM’s & Foremen’s sections & geographic boundaries and how to identify roads under municipal agreements, to enable the employee to give the appropriate information
Must know how to identify priority routes from the county snow maps
