Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. An employee in this class performs a variety of duties within an assigned geographical area of the Commonwealth involving the regulation of facilities to ensure compliance with the Commonwealth’s rules and regulations governing water quality management. Employee monitors a facilities compliance and their ability to meet regulatory requirements. If this position is filled as an Environmental Trainee, the individual will serve a 12-month training period. During this training period, there will be greater oversight of the employee's duties, formal training, and on the job training to perform the Water Quality Specialist duties and implement the objectives of the Clean Water Program. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. Inspects sewage treatment plants and industrial waste treatment plants for compliance with permit conditions, rules and regulations, pertinent state laws and to insure efficient operating procedures. 2. Completes required inspections as dictated by the compliance monitoring strategy. 3. Reviews Discharge Monitoring Reports (DMRs)/eDMRs submitted by the permittees, note any/all violations, and records and/or inputs the data into the appropriate DMR Spreadsheet. 4. Conducts Non-Routine Inspections (other than during normal work hours) as required. 5. Inspects waste treatment, manufacturing or storage facilities for compliance with a Preparedness, Prevention, Contingency Plan and reviews the content and implementation of such plan. 6. Prepares within 7 business days, inspection reports to document findings and violations related to the inspections and reviews described above. 7. Collects (sampling conducted) water quality field data utilizing portable field test equipment (chemical test kits, measuring devices, etc.) and water samples are collected for analysis by the DEP laboratory, or other accredited laboratory, pending availability. Laboratory test results are evaluated for compliance with current Clean Water standards and permit limitations. Conduct follow-up inspection and sampling when appropriate. 8. Inspects permitted stormwater facilities for compliance with permit conditions, rules, and regulations, pertinent state laws and to insure compliant operations. 9. Reviews stormwater DMRs/eDMRs and Annual Reports as they apply to stormwater facilities. Note any/all violations, deficiencies, and deviations into the appropriate DMR Spreadsheet. 10. Investigates public complaints relative to sewage treatment plants and industrial waste treatment plants, to determine compliance with pertinent permits, regulations and laws or to establish if nuisance conditions exist. 11. Investigates public complaints relative to sewage, industrial waste, streams, lakes and groundwater for their applicability to pertinent State laws, to establish if nuisance conditions exist or to advise appropriate agency of conditions pertaining to their discipline. 12. Investigates public complaints as assigned by the regional Complaint Coordinator and/or Program Chain of Command. 13. Responds to intra and inter program emergencies, as needed, involving known and/or non-hazardous substances, in areas that do not exceed published exposure limits, during normal work hours. 14. Conducts follow-up investigations, as needed, of emergency incidents responded to initially by the Emergency Response Team, involving known and/or non-hazardous substances, in areas that do not exceed published exposure limits, during normal work hours. 15. Conducts emergency investigation of fish kills. 16. Conducts emergency investigation of flooding during unusual storms and/or events. 17. Prepares Notices of Violation as necessary based on the results of inspections, complaint investigations, file reviews and/or a review of the Discharge Monitoring Reports. 18. Prepares letters, reports, and correspondences to exchange information with facility operators, municipal officials, consultants, the public, co-workers, field personnel, legal staff, the supervisor, and operations chief. 19. Assists in the development of penalties for violations regarding spills or pollution incidents, as well as permit and regulatory compliance, and provides other information necessary for the issuance of enforcement documents. 20. Provide input on assigned compliance and enforcement activities as requested. 21. Assists in monitoring compliance of regulated entities under Orders, CO&As, and Consent Decrees. Prepare annual listing of overdue obligations for discussion with the supervisor, compliance specialist, and operations chief. 22. Assists in the development of Field Compliance Orders, consistent with the Field Order Instruction Manual and issues said Orders after receipt of the necessary approvals. 23. Coordinates/participates in enforcement activities with the Compliance and Legal staff. 24. Prosecutes in cases before a District Magistrate as a representative of the Commonwealth. 25. Develops evidence and provides testimony before higher courts as required. 26. Represents the Commonwealth in non-judicial proceedings such as enforcement conferences, administrative hearings and meetings held with violators. 27. Must review, maintain and manage the status of violations documented in eFACTS and update eFACTS timely due to status changes. 28. Conducts joint inspections with personnel from Safe Drinking Water, Waste Management, Environmental Clean-Up and Brownfields, Forestry, Air Quality, Mining and Reclamation, EPA and Federal Agencies. 29. Conducts joint inspections with the Fish & Boat Commission, Department of Transportation, State Police or other State Agencies. 30. Conducts joint inspections with local health officers, code enforcement officers, police officers, fire company and Emergency Management personnel. 31. Coordinates clean-up activities following oil spills or other types of pollution incidents including, but not limited to obtaining a final clean-up report with sample results as appropriate, obtaining determination that sample results are within standards in accordance with appropriate Programs. Distribute copies of said reports to supervisor. 32. Coordinates activities related to SSOs and similar pollution events requiring submissions of SSO reports or 5-day incident reports including distribution of copies of said reports to supervisor. 33. Communicates efficiently and effectively, both orally and in writing, with all inter and intra-Department personnel and the public. 34. Communicates timely to direct supervisor and/or chain of command any and all pertinent findings and information related to work area clearly with all inter and intra-Department personnel and the public. 35. Ensures timely review and acceptance of OnBase submissions along with filing of paper and electronic documents to OnBase. 36. Completes accurate, well-written inspection reports on the applicable inspection report form within 7 business days of initiation of associated inspection. 37. Develops complete, descriptive narratives on the investigation of complaints, conduction of surveys and general field observations. 38. Compiles case history reports to be used for background data in enforcement actions. 39. Completes weekly itineraries (Outlook and Excel) for use by the supervisor, Program Management, and regional staff. 40. Completes monthly activity reports as to daily work in each work area and provides other required information for the monthly report. 41. Completes monthly automotive reports as to daily travel and automotive expenses incurred. 42. Reviews submissions from the regulated public for completeness, compliance, and if appropriate, makes recommendations to supervisor regarding next steps and/or enforcement. 43. Notify supervisor of major enforcement action to be taken against which facilities action should be taken. 44. Represents the Department in a professional manner in daily work activities by appearance and action. 45. Provides rapid and accurate replies to inquiries from representatives of the news media through the Community Relations Coordinator or directly, if necessary. 46. Provides timely responses to supervisor and Records Management regarding any Right to Know or Freedom of Information Act requests. 47. Keep supervisor appraised of information and/or developments with the regulated community and/or public regarding environmental issues. 48. Participates in staff meetings. 49. Represents the Department’s position at public meetings. 50. Attends meetings on specific problems in which the Department may offer assistance to state or federal legislators. 51. Keep Supervisor appraised of information and/or interactions with Department personnel and the public regarding work related responsibilities/job related duties. 52. Determines the need for comprehensive surveys to gather accurate and sufficient data to be used in determining enforcement actions, facility performance, or need for additional or improved facilities; and participates in the organization and implementation of these surveys. 53. Provides design deficiency feedback to the Permits Section. 54. Schedules field activities to maximize the number of activities performed and to minimize travel time. 55. Supplies the Planning Section with necessary data on existing conditions in the work area to provide for the efficient implementation of planning policy. 56. Keeps apprised of latest advances in technology, theory, equipment and apparatus. 57. Advances self-education by taking advantage of training opportunities within and outside of the Department. 58. Attends manufacturers’ seminars to become aware of equipment capabilities and deficiencies. 59. Strives to attend courses from formal educational institutions on the graduate level to obtain a clearer and more sophisticated understanding of theories seen under application in everyday performance of duties. 60. Assists in the training of Environmental Trainees/newly assigned Water Quality Specialists in various job functions. 61. Becomes familiar and utilize such programs and databases as WMS, ESS, SIS, OnBase and eFACTS. 62. Promotes the Department’s mission. 63. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Water Quality Specialist Supervisor is the immediate supervisor. The Environmental Trainee/Water Quality Specialist is given a list of specific facilities to inspect and schedules inspections on a regular basis, making necessary changes in itinerary for emergency responses, complaint investigations, surveys and special requests for inspections from the Water Quality Specialist Supervisor and/or the Operations Chief. Current priorities and cases that need more frequent inspections or require enforcement action are discussed with the Water Quality Specialist Supervisor and/or Operations Chief. Water Quality Specialist Supervisor reviews inspection reports, itinerary and time summaries, making suggestions and recommendations. Performance evaluation is a continuous process and is summarized in the annual performance evaluation report. |
