Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. The focus of this position pertains to subsidence engineering and the requirements of The Bituminous Mine Subsidence and Land Conservation Act, The Federal Energy Act, The Pennsylvania Clean Streams Law, and other regulations under 25 Pa. Code Chapters related to mining. Independent review and professional judgment is used to obtain the proper information from professional consultants and makes recommendations to the Supervisor. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Follows Standard Operating Procedurs (SOPs). Reviews permit applications and draft Record of Decision (ROD). Drafts deficiency letters with regulatory citations. Identifies regulatory issues related to subsidence issues encountered and recommends solutions to the supervisor. Independently conducts reviews of permit applications that pertain to underground coal extraction. Analyzes and reviews the planned coal extraction methodology. Based on the mining proposals, assesses potential subsidence impacts to ensure public health and safety as well as protection of the environment. This includes protection of utilities, streams, homes, buildings, and numerous other features as specified in 25 Pa. Code Chapter 89. Professional judgment is used to make a recommendation on all mining proposals based on a reasonable degree of scientific certainty. Employee is expected to resolve disputes with licensed mining professionals or elevate the concern to the supervisor. Independently assesses mining and mitigation plans to ensure “irreparable damage” does not occur as the result of underground mining. This includes: • Damage for which the total cost of repair would exceed the replacement cost • Damage of such magnitude that laws would prohibit repair of the structure • Damage that weakens the structure in such a manner that would make it impossible or impractical to restore the structure to its previous strength • For structures recognized as historically or architecturally significant this includes 1) damage that would adversely affect the structure’s historical or architectural value, 2) damage for which the cost for repair of the structure to the same historical or architectural value with the same craftsmanship would exceed replacement cost or be impossible to achieve Evaluates underground mining proposals to ensure that “material damage” is minimized to the extent technologically and economically feasible for all structures, features, or class of structure and feature described in 25 Pa. Code Chapter 89, Section 89.142 that could be affected by the Subsidence Control Plan of an underground mine permit/application. Coordinates permit reviews with the Bureau of Mine Safety to ensure that all past mining in the proposed area is properly verified and documented. Monitors underground mining through the review of certified mine maps that are submitted by operators every six months. Checks the proposed mining as well as the mining done over the past six months to ensure the permit holder is complying with the permit, policies, regulations, and laws that pertain to the underground removal of coal. Where violations are found, employee documents for enforcement action. All assessments and reviews are done using the best available technology and may require using or verifying computer modeling and include both static and dynamic impacts to all features and structures. This requires advanced mining engineering knowledge of all input variables in order to arrive at accurate predictions which, if incorrect, can have adverse environmental, and safety results. Work is coordinated with licensed professionals within the Department such as hydrogeologists and engineers regarding potential effects of underground mining on features such as streams, dams and slurry impoundments, wells and aquifers used for public water supplies, or any other feature that may require special protection consideration. Promotes the Department’s mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
