Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position performs various engineering duties in the design, construction, inspection and maintenance of flood control projects by serving as a project engineer and in ensuring contractors and DEP inspectors complete work in accordance with established agreements in the maintenance and construction areas. The position supervises wage and salaried Environmental Projects Construction Inspectors depending on the size of the construction project. Work is assigned by a Construction Inspector Manager who reviews inspection activities, and engineering activities are supervised by Civil Engineer Manager, who acts as the responsible charge. If this position is filled as a Civil Engineer Trainee, the incumbent will participate in a one-year formal and on-the-job training program to learn the duties of a Civil Engineer Supervisor. The incumbent will perform these duties either with the Construction Inspector Manager or Civil Engineer Manager. The work products produced, i.e. plans, reports, letters, etc. are reviewed by the supervisor before being issued or released. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Prepares plans and specifications for repair and rehabilitation of complex projects with assistance from other program staff. Develops the detailed cost estimates and ensure that estimates are reasonable and accurate. Develops the technical specifications for procedures, materials, and products required for a project. Obtains required approvals and permits from regulatory agencies for construction of designed projects. Independently works with other designers to resolve questions regarding the contract documents. Documents meetings in written reports. Assists in preparation of projects for bidding by preparing or receiving cost estimates, drawings and technical specifications from the designer, obtaining prevailing minimum wage rates where required, determining what special requirements must be incorporated into the contract, and coordinating with the Construction Contracts Section to ensure the Bid Documents meet all Department requirements. Reviews submittals from contractors for materials and plans of action to determine if they are in accordance with the contract drawings and specifications. Reviews or makes recommendation to other Project Designers and/or DGS to approve or disapprove the submittal or to return it to the contractor for clarification. Independently reviews contract drawings and specifications to identify all items for which a submittal will be required and maintains a computer spreadsheet to track contractor submittals. Independently prepares or reviews change orders and the required justification associated with construction contracts. Independently reviews on-site conditions during construction where engineering problems are encountered and provides a written assessment of the problem with recommendations. Coordinates with the field inspection staff and other project designers to resolve complex construction problems. Coordinates project site surveys with the field staff to determine the survey requirements for the site, meets with the appropriate survey professional to convey the survey requirements, spot checks survey progress in the field, reviews the completed survey for completeness and accuracy and reviews invoices submitted for payment. Assists field inspection staff with solving curves, coordinates, and other complex survey related problems. Conducts field surveys and site investigations to obtain data for engineering studies and information concerning the nature of the flooding problem. Computes and reviews hydrologic procedures to determine project design discharges. This includes using various hydrologic prediction methods, gage station data, rainfall information, topographic maps and various computer programs. Computes and reviews hydraulic analyses of natural or existing streams, bridges, culverts and pipes, to establish water surface profiles showing flood frequency elevations, flow capacities and floodplain delineations, including the use of various computer programs. Plots cross sections and profiles of stream channels based on the survey data and hydraulic calculations. Analyzes environmental considerations affected by the proposed project, coordinates an environmental assessment with a Bureau Biologist, and meets with representatives of environmental interests, as applicable. Prepares and/or reviews Erosion and Sedimentation Control Plans. Inspects and evaluates Erosion and sedimentation controls for compliance with approved plans and the laws and regulations of the Commonwealth. Checks engineering computations and related calculations performed by other engineering staff and/or consulting engineers. Develops the proportions of the individual structures required for the project, such as heights of walls, or levees, widths of channels, sizes of pipe or culvert, etc., based upon calculations. Resolves field construction problems by approving changes in the work plan as a result of changed field conditions or for ease of construction and which do not involve a change in cost or modify the scope or intent of the project. Where changes involve a change in cost or modify the project's scope or intent, brings the matter to the attention of the manager and the design professional and provides whatever assistance is necessary to resolve the problem. Notifies the manager and design professional where site conditions, material placement or similar conditions are determined not to be in compliance with plans and specifications, when discussions with the contractor do not result in compliance with drawings and specifications, and requests clarification or resolution of the problem. Attends bi-weekly job conferences by meeting with the design professional, contractors, and municipal officials to review project requirements, progress, conformance of the work with plans and specifications, and to resolve problems. Attends pre-construction and other intermittent construction meetings to review progress and address site issues, and inspection meetings (substantial completion, final and one-year warranty). Serves as an on-site construction engineer and performs and supervises the following on-site construction duties depending on the needs of the construction work: - Reads and interprets plans, shop drawings, specifications and other related documents to familiarize self with inspection requirements necessary to be performed to assure compliance with all provisions of the plans and specifications. Confers with the contractor to ensure that the contractor has a thorough understanding of the project's requirements. - Inspects and/or observes tests of construction materials for quality and condition before and during actual placement to ensure conformance with plans and specifications. This also includes observing and understanding on-site tests conducted by 3rd parties. Reports unsuitable materials for rejection. - Prepares daily reports for each workday documenting project progress, materials used, and problems encountered. - Calculates contract quantities and using that information and information from the daily reports and other sources prepares the monthly progress estimates used to pay the contractor for work completed. Checks such calculations performed by others. - Inspects and measures concrete formwork to ensure that forms and reinforcing steel are set properly and dimensions are in accordance with plans and specifications. - Prepares or reviews Erosion and Sedimentation Control Plans. Inspects and evaluates Erosion and sedimentation controls for compliance with approved plans and the laws and regulations of the Commonwealth. Responsible for inspection of corrective actions resulting from Notice of Violations to ensure work is completed. - Ensures that proper measurements are taken, computations are made, and proper records are kept for all work performed. - Uses surveying instruments to verify spot elevations, slopes and grades provided by others in order to assure work and material placement comply with plans and specifications and to determine payment quantities. - Performs or supervises surveying activities for construction layout and quantity computations at current projects or to obtain cross sections, topography, and other information required for preparation of plans and specifications or for computer modeling of the channel’s flow characteristics by others needed to design future projects. - Reduces survey notes and plots cross sections and topography to scale. - Prepares, using information obtained from daily reports, measurements and instrument survey, as built drawings for each project at completion documenting all changes made to the drawing during construction. Directs and oversees the work of wage and/or salaried staff performing the activities listed in the preceding section of on-site construction duties, including ensuring that all safety protocols are met, and that work meets all expectations associated with quality and delivery. Independently performs inspection of third-party impact construction projects and grant program projects. Assists the Completed Project Section staff to conduct annual inspections of existing flood protection projects as needed. Operates and maintains gas detection and air breathing equipment required for confined space entry. Reviews and follows confined space entry procedures to ensure safe operations during inspections. Participates in flood disaster activities, conducts post flood inspection and damage assessments, and prepares reports documenting conditions observed for use by the program and U.S. Army Corps of Engineers. Independently conducts post flood inspection and damage assessments. Assists division staff in monitoring state-owned flood protection facilities and lands to ensure outside impacts are approved prior to installation or use. Assist with preparation of Occupancy License Agreements and land transfers. Independently conducts courthouse searches to resolve land ownership issues related to flood protection projects. Schedules and participates in meetings with flood protection project sponsors, various agencies, consulting engineers, and the general public concerning issues related to flood protection. Records meeting minutes as needed. Promotes Department’s mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Drives personal or Commonwealth vehicles to field sites to perform site inspections and attend meetings, conferences, and training throughout the Commonwealth; stays overnight in a hotel (sometimes multiple nights). Prepares and submits expense reports for overnight travel and meals following Commonwealth Policy. The manager reviews assignments and periodically inspects on-going and completed projects to determine compliance with instructions, contract documents, departmental policy, and environmental concerns. Determines if contractor submittals meet the requirements of the specifications and forwards recommendations to the design engineer. Certifies as correct monthly progress estimates submitted by contractors for payment including discussions with the contractor regarding discrepancies between the contractor’s submission and the inspector’s notes.
