Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Serves as an assistant to the County Maintenance Manager and is responsible for maintenance activities occurring in an assigned area of Potter County Maintenance Organization. This is accomplished through overall planning of all work performed in the County, and management of maintenance general crews. Direct supervision is exercised over the crew supervisors assigned with hands-on management of projects provided on an as-needed basis.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Prepares work plans, estimates, and schedules; and controls maintenance functions, which includes roadway widening, construction, patching, small bridge maintenance, guide rail, roadside signing, shoulder cutting, crack and joint sealing, and snow removal. Provides recommendations for allocation of equipment, manpower, and materials to accomplish program goals and ensure customer satisfaction with business results.

Reviews and modifies scheduled work though review of SAP reports, original planning session notes, weather conditions, inventory analysis, equipment availability reports, period plans, weekly plans and related highway materials information to warrant effective procedures.

Inspects work in progress and upon completion for adherence to Department standards, regional practices, and the original intention of the assignment of work to be performed to certify that work is meeting all ethics.

Initiates and supports efforts to develop and implement new or improved work methods and materials. Participates and encourages teams to work cooperatively and provide input to improve production and quality.

Provides continual monitoring, oversight, and evaluation of the condition of all highways in the assigned region through periodic road condition inspections, complaint responses, and general discussions with supervisors, peers, and subordinates.

Investigates highway-related complaints, to ensures prompt and appropriate response is provided, and reviews and keeps road logs/records of conditions within Potter County to develop effective priority planning of work operations and estimates.

Confirms that subordinate foremen are sufficiently trained in all aspects of the normal highway maintenance work and that crew supervision fosters independent operations in all routine maintenance activities which guarantees subordinates are skilled in all aspects of the maintenance work.

Reviews subordinate reports and approves payrolls related to work performed in Potter County.

Reviews the use of proper and appropriate work zone traffic control setups which leads to maintaining a safe work environment for crews and the monitors the public to confirm that subordinate foremen are following proper safety procedures and utilization of equipment.

Creates and encourages awareness of work area conditions and initiates proactive accident and injury to avoid errors.

Manages overall activities associated with personal injuries/accidents.

Follows proper attendance and call off procedures, schedules non-emergency absences in advance, observes start/stop times, breaks, and mealtimes, works efficiently and effectively along and with others, is available for overtime emergency responses, and minimizes nonproductive and down time for self and crews. Oversees and evaluates training for assigned subordinates. Approves leave, evaluates performance, handles grievances, conducts initial investigations, and resolves complaints.

Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP).

Attends environmental training as required.

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

Department Green Plan Policy:
Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review.

Fair Labor Standards Act:
Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hour's employees work is fully accounted for on payroll sheets.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Determines appropriate maintenance functions to perform for an assigned region of the county maintenance organization through evaluation of highway condition, ability to negotiate for available workforce and equipment resources, and identify critical needs for the region. Evaluates the effectiveness of subordinate foremen in carrying out planned activities and take corrective action where necessary to ensure objectives are met. Supervision is received from the County Manager and considerable latitude is allowed in planning and carrying out work programs. Work is reviewed for attainment of highway maintenance program objectives.

Essential Functions
