Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Incumbent is assigned as the Operational Excellence lead and works under the general supervision of the Assistant Director. An employee in this job is responsible for managing the bureau's continuous process improvement, quality control, and strategic planning functions to enhance customer service, create process effectiveness and efficiencies, and identify cost savings. Work involves developing and implementing a continuous process improvement program using lean management methodologies, identifying and evaluating areas for improvement, recommending policy and process changes necessary to support improvements, leading teams and workgroups engaged in identifying process improvements and policy changes, tracking and monitoring projects and metrics, developing and training employees on methodologies, and serving as an agency representative to communicate efforts and successes. Work includes communicating and collaborating with all levels of leadership and staff to effectively implement and support process improvements. Work is under the general direction of the bureau assistant director. |

ESSENTIAL EMPLOYEE – REQUIRED TO REPORT TO WORK DURING EMERGENCIES AND OFFICE CLOSINGS - Develops, administers, manages, and implements an bureau-wide continuous process improvement and business transformation program using lean management methodologies - Identifies improvement projects and sets project priorities, parameters, expectations, and outcomes; manages improvement projects to ensure success. - Develops and leads cross-functional groups to address inefficient processes identified in the bureau.- Drive continuous improvement projects using Lean, Six Sigma, or similar methodologies to improve operational efficiency and reduce cost. - Leads the comprehensive development and implementation of policies and procedures, ensuring all guidelines align with long-term organizational goals. - Responsible for leading the development of policies that support management directives, drafting clear and actionable guidance, and coordinating with subject matter experts to ensure accuracy and alignment with organizational goals. - Produces detailed, executive-ready reports and presents data-driven insights to Bureau leadership, facilitating informed decision-making and continuous operational improvement. - Monitors progress, assesses risks, and provides leadership with recommendations to keep initiatives aligned with the Bureau’s mission and priorities. - Ensures all work processes comply with time-sensitive requirements and adhere to all applicable PHI, HIPAA, and federal regulations, maintaining strict standards of confidentiality, accuracy, and regulatory compliance. - Oversees Change Management process to include assessments, training, communication and timeline. - Conducts research and analysis to guide decision making, develops actionable plans, and coordinates with cross functional teams to ensure successful implementation. - Supports key strategic initiatives by collaborating with customers to identify opportunities to strengthen partnerships, operational effectiveness and advance long term goals. - Collaborates closely with department leaders to assess, refine, and enhance daily operational processes, ensuring they remain efficient, effective, and fully compliant with all applicable policies, regulations, and stakeholder guidance. - Coordinate quality initiatives with department heads and senior leadership to align quality objectives with bureau-wide priorities. - Monitor key performance indicators such as production throughput, error rates, spoilage, SLA adherence, and equipment downtime. - Analyze and evaluates various data points across the Bureau. This includes assessing inventory level and location, identifying targets, and recommending strategic adjustments to support operational needs and Bureau priorities, aligned with industry best practices. - Conducts trend analysis to identify root cause and corrective actions. - Conduct root cause analyses on production or quality failures and develop corrective and preventive action plans. - Manages the end-to-end root cause analysis of damaged products, establishing clear protocols that ensure the accurate, compliant, and timely restoration of all affected products. - Document new workflows and archive old versions to maintain version controlled SOPs. - Conducts thorough review and formal approval of newly proposed policies and procedures, ensuring documentation is complete, accurate, and compliant before implementation. - Provides authoritative guidance to departments on the interpretation, application, and adherence of policies, serving as the primary point of contact for policy-related inquiries. - Participates in meetings and program planning activities to support bureau initiatives and operational improvements. - Functions as the Bureau’s subject matter expert on quality management, providing ongoing consultation, mentorship, and support to department leaders and frontline staff on complex quality-related challenges. |

Decisions involving major policy overhauls, significant financial impact, contractual obligations, personnel actions, or enterprise-wide procedural modifications are referred to the Assistant Director for review and final approval. |
