Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. An employee in this classification performs a variety of duties in the Northwest District Oil and Gas Program of the Department of Environmental Protection. This position requires technical expertise, independent initiative and the ability to work cooperatively with other District staff, Central Office staff, municipal officials, federal officials and the oil and gas industry. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Acts as the District’s main point of contact on plugging related documents and process requirements associated with oil and gas activities by demonstrating a professional level of knowledge regarding the content of the plugging regulations. Answers questions regarding the administrative requirements of the plugging regulations from the oil and gas industry. Participate in the preparation, review and quality assurance of plugging related documents for submittal to District, State and Federal entities. Provides liaison and coordination with plugging contractors at assigned locations. Serves as a Project Manager to oversee and manage contractors retained by the department to implement plugging operations in the Northwest District. Ensures all required applicable local, state and federal permits have been retained for site-specific plugging locations prior to any plugging activities begin. Reviews applicable local, state, and federal legislation and provide comments and recommendations thereupon for proposed plugging activities. Participates in the negotiation of contracts with private consultants and contractors for the implementation of plugging operations. Participates in the development and review of procurement documents for the retention of consultants and contractors for plugging operations. Reviews and comments upon any plans or technical documents submitted or prepared for proposed plugging activities. Provides liaison and support to legal staff and other Bureau staff for cost-recovery actions and other legal actions. Participates in the development of guidance, policy and procedures to be used by DEP program staff. Conducts program evaluations and prepare response on program effectiveness with suggestions for program improvement. Participates with community relations staff in the development of responses to inquiries from the public, local officials, the press, and other interested parties. Assists in the development and preparation of news and information releases to the media and public interest groups relating to plugging activities. Provides testimony for the Department before District Magistrates, the Environmental Hearing Board, and County and Commonwealth courts. Conduct special projects and other duties as required. Support the Bureau’s data management systems. Operates regional equipment and analytical instruments. Operates a motor vehicle. Possession of a valid motor vehicle operator's license as issued by the Commonwealth of Pennsylvania. Assists, as required, in activities related to stray gas migrations and water supply complaint investigations. Develop and conduct training and conduct site visits. Any other job duties as assigned requested by their supervisor. Promotes the Department’s mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. |

This position requires highly independent work and requires planning, evaluations and self-discipline. |
