Position Purpose:

Coordinate and manage the PA Game Commission’s statewide black bear program. The black bear biologist is responsible for black bear research, management, population monitoring, and outreach statewide. Serve as principal investigator for black bear studies, and as the agency’s technical advisor on black bears in Pennsylvania.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Research: Identify black bear research needs and develop appropriate research proposals. Participate in research projects by training participating staff and volunteers. Develop work schedules to meet study objectives, capture and mark bears, monitor transmittered bears, visit winter dens when needed, and collect biological samples. Purchase, inventory, and distribute supplies intended to be used on black bears by the agency. Review black bear research requests and permit applications submitted to the Game Commission. Analyze research data and report findings in final, annual, and quarterly reports.

Coordinate orphan cub reintroductions, including oversight of transmittered bears for use in adoptions, maintenance of such collars, and handling of transmittered bears at winter dens when needed.
Population Monitoring: Coordinate statewide population monitoring of black bears, which includes the annual capture and tagging of 700-800 bears by agency staff and oversee accuracy of data in associated capture/mortality databases. Purchase and distribute all ear tags used by the agency to mark black bears. Coordinate statewide harvest monitoring of black bears by developing procedures for harvest data collection, assembling/ distributing supplies to check stations, recommending check station work assignments for Wildlife Management staff, and operating a check station during the hunting season. Coordinate the annual shipping of teeth collected from black bears for age determination and incorporate results into agency databases.

Management: Develop bear hunting season recommendations based on analysis of population and harvest data and black bear management plan goals and objectives, and provide comment on season recommendations submitted by Regions and Bureaus. Revise the agency's black bear management plan as directed. Maintain data on types and frequency of human-bear conflicts and recommend or review materials or strategies developed by the Game Commission for avoiding conflicts with bears.

Administration: Develop strategic goals and objectives for the statewide bear program and prepare annual measurements reports. Assist with development of an annual budget for the Game Mammals Section by identifying and prioritizing needs within the bear program, purchase supplies following procurement policies and procedures, and track expenditures. Complete automotive activity reports, time and activity reports, and weekly schedules as required.

Outreach and Technical Assistance: Respond to requests for information about Pennsylvania black bears from the public, social media, and other wildlife agencies; present programs to school, civic, sportsmen, and legislative groups on ecology and management of Pennsylvania black bears. Maintain a working knowledge of black bear ecology, current management practices and emerging research. Serve as the PGC’s representative on the NE Black Bear Technical Committee, and as the PGC’s primary source for technical information regarding black bears, including participation as an expert witness in legal hearings.

Collect biological information and samples from hunter-killed deer during deer seasons. Other duties as assigned.

Submit monthly administrative reports which are reviewed by supervisor or other administrative personnel. Submit annual reports and final reports which are reviewed and commented on by the supervisor. Have periodic consultations with supervisor on assignments.

Experience:

This position is required to register as a researcher with the Drug Enforcement Agency (DEA) to possess controlled substances for the chemical immobilization of wildlife and have no conviction of felony offense related to controlled substance or have at any time had an application for a registration with the DEA denied, revoked or surrendered.
