Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Performs a variety of welding, brazing, and metal cutting duties on ferrous and non-ferrous materials and equipment in Wyoming County Maintenance District.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Under the direct supervision of a Mechanic Supervisor or Equipment Manager the employee independently performs a variety of skilled trades duties in the repair of parts, structural welding of bridge members; repairs to frames on equipment, hitches, plows; fabricates repair parts and body parts for a variety of applications.

Performs a variety of welding duties involving welding, brazing, soldering, and metal-cutting jobs on ferrous and non-ferrous metals for maintenance, repair, or construction of highway and bridges.

Performs cutting and welding operations using electric arc, heli-arc, acetylene, Metal Inert Gas (MIG), or other similar types of welding equipment, on all department machinery and equipment, such as trucks, automobile bodies, engine parts, trailer parts, etc.

Welds and cuts specialized material such as stainless steel, cast iron, aluminum, and steel.

Makes repairs to winter services equipment fleet, including plow frames, plow blades, and spreaders.

Fabricates replacement parts or new parts for modification of equipment and repairs to body parts using oxy-acetylene, electric arc, heli-arc or other similar types of equipment to join and separate metals.

Preheats and cleans metals, lays out, cuts, and fits materials for welding.

Estimates time and materials to repair or modify equipment parts for equipment, highways, and bridges.

Fabricates replacement parts or new parts for modification of equipment.

Operates motorized equipment in conjunction with fabrication and welding duties.

Maintains and makes minor repairs to welding equipment.

Maintains assigned work area in a clean, safe condition using proper safety procedures and protective equipment. Is aware of work area hazards and initiates proactive accident and injury avoidance measures.

Reports all personal injuries immediately and gets proper treatment to minimize risk of further injury.

Performs required maintenance on equipment in such a way that it is safe for use, safe to those who operate it, does the work it is intended to do, and reflects well on our organization to maximize our strategic investment and promote teamwork.

Completes work orders of required repairs and/or service, usually within time frames/standards as determined in the PennDOT Shop Performance Index (SPI).

On a limited basis, performs minor repairs of welding equipment and assists with mechanical work such as mounting and removing of plow frames and spreaders.

Prepares and signs time sheets reflecting work performed.

Performs other related duties as required.

Implements the environmental protection requirements of maintenance work activities performed by the employee. Also fulfills the environmental management requirements designated for this title in environmental training programs. Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP). Also, supports the efforts of other employees to meet these objectives. Attends environmental training designated for this Working Title.

Safety
All Department Employees:

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.
Department Green Plan Policy:
Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review.

Fair Labor Standards Act:
Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0-hour day.

Determine appropriate steps to take during the operation of welding equipment to perform assigned tasks. Skill in the operation of the equipment must be exercised to produce desired results in concert with maintaining a safe workplace for the operator, associated works, and the general public.

Work is assigned verbally and in writing. Special projects requiring assistance, questions, and/or problems are discussed directly with the supervisor and assistance/clarification is provided by the supervisor as required.

Essential Functions
: Provide a list of essential functions for this position. Example: Transports boxes weighing up to 60 pounds.
 
 1. Perform manual laboring duties; withstands periods of heavy exertion; lift & carry parts and supplies up to 50 lbs for at least 20 yards.
 2. Perform repetitive actions & motions such as grasping, reaching, twisting, pushing and pulling.
 3. Use required personal protective gear/equipment and be responsible for its care, storage, and maintenance.
 4. Tolerate exposure to noise, outdoors, adverse weather conditions, various plants and insects, and chemicals within Safety Data Sheet (SDS) limits.
 5. Use hand tools, such as wrenches, hammers, grinders, torches, arc welders, etc. safely and properly
 6. Work in adverse weather conditions, such as extreme heat, cold, rain, snow, ice.
 7. Work extended hours in excess of eight hours, overtime, be on call beyond normal business hours and travel overnight.
 8. Maneuver safely around moving traffic and equipment; react immediately to hazard warning devices, such as signs, sirens, & alarms
 9. Must be able to do structural welding; Obtain and maintain necessary certification to perform structural welding and repair parts
 10. Read, write, speak clearly, & follow oral and written instructions.
