Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Work involves patrolling the state forest and boundaries in order to provide public contact, ensure visitor safety, compliance with forestry rules and regulations and the Commonwealth’s Criminal and Vehicle Codes. Officer shall thoroughly understand the State Forest rules and regulations, understand and adhere to the Bureau’s Visitor Services and Protection Directives (policies). Officer must attend trainings, as required, to keep all certifications current. Officer shall understand how to operate and communicate effectively on the Bureau radio system. Officer must prioritize safety to correct and/or eliminate hazards encountered while on patrol. Reports all hazards and needed repairs to proper authority as soon as possible. Administers first aid in emergency situations and conducts Search and Rescue operations. Fire suppression duties will be as per policy. Personal conduct must be in compliance with the Governor’s code of conduct at all times. While on duty, the Officer shall wear the approved DCNR Ranger uniform and personal protective equipment. The Officer’s work headquarters is the Elk State Forest Office, located at 258 Sizerville Road Emporium PA 15834 in Cameron County. Work schedules consist of working weekends, evenings and holidays as well as regular weekdays with different shifts assigned. PATROLS – Operates a motor vehicle, ATV, or mountain bike to patrol the forest district. Foot patrols on trails and boundary lines are required. Officer will check firewood and camping permits. The Officer will address complaints, check for violations of the Pennsylvania Crimes Code, Vehicle Code, and Department Rules and Regulations. The Officer will issue warnings and citations as appropriate. The Officer will be vigilant and mindful of visitors’ safety and protection of the resource, and aids visitors requiring help. The Officer will Inspect buildings, structures and facilities for security and safety. The Officer will ensure that posters, bulletin boards and signs are current and serviceable. The Officer will ensure that assigned equipment and work areas are maintained in a clean and neat condition. The Officer will be responsible for the cleaning and servicing of the patrol vehicle that is assigned while on duty to include; checking all tires, lights, fluids and emergency warning systems before operating the assigned vehicle. Report any needed repairs or accidents immediately to a supervisor or District Forest in their absence. PUBLIC RELATIONS – The Officer will present a professional DCNR Ranger image to the public through uniform appearance, verbal skills, courtesies, and knowledge of the forest, the environment, history, rules, regulations and laws, telephone skills and a presence of self-confidence. The Officer will provide information and assistance to visitors. The Officer will participate in public educational and recruiting events as assigned by their supervisor or District Forest in their absence. LAW ENFORCEMENT – The Officer will enforce the Crimes Code and the Vehicle Code, makes physical arrests, issues citations and warrants consistent with State, Departmental and Bureau Directives, guidelines and regulations. The Officer will investigate complaints, accidents and crimes. The Officer will determine the appropriate action to take, prepare incident reports, and cooperate with the Local and State Police, the Fish and Game Commissions. The Officer will prosecute cases, present evidence and witnesses, examine and cross-examine witnesses, and testify on behalf of the Commonwealth, before the courts. The Officer shall maintain property logs, lost and found articles and other various reports. EMERGENCIES – The Officer will take charge of situations or to their level of training in emergencies, search and rescue operations and accidents to ensure the safety and protection of the visitor and the resource. The Officer shall provide first aid and CPR consistent with current certifications. The Officer will assist outside agencies, upon request, and serve in a capacity deemed necessary, by the District Forester or their supervisor. Become familiar with roads, trails parking areas and boundary lines of Elk State Forest. Be able to access, read and navigate using topographical maps. Exhibits proficiency in the operation and management of the DCNR radio system. Maintains comprehensive knowledge of additional resources such as VFD’s, State Police, Local Police, EMA, PGC, PFBC and additional SAR teams. REPORTS AND INSPECTIONS – The Officer will complete daily logs and appropriate reports, including the status and condition of the assigned patrol vehicle, personal safety gear, trail systems, camping areas, facilities, equipment, visitor safety, occurring incidents, citations, arrests and accidents. All reports, logs, and citations are to be completed in a timely fashion. Employees will be required to follow any other job-related instructions and to perform any other job-related duties directed by their supervisor or District Forest in their absence. |

The Officer must determine the appropriate course of action to resolve issues. The Officer must always follow through. The Officer shall answer all calls for back-up assistance in accordance with Bureau policy. The Officer shall use discretion in all situations. |
