Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position manages and supervises the Fire, Safety and Security functions on the grounds of Wernersville State Hospital. These ground are also shared with the Department of Corrections, Community Corrections program. The current census for the hospital is 266 patients and more than 585 staff. Responsibilities extend to the overall management of the hospital’s Safety, Security, Hazardous Materials and Emergency Preparedness Management programs and shared management of the Life Safety Program. As such, this position has the right to suspend any hospital work activities in any emergency situation, until an assessment can be made by the hospital’s CEO or in-charge Administrator. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The position of Facility Safety Manager directs, coordinates, and reviews an ongoing organization wide process to collect information that will assist in identifying deficiencies in environment of care management programs. Coordinates focus towards opportunities for improvement of any deficiency. Maintains, reviews, and oversees the hospital’s Safety Management Program to assure that sound safety policies, procedures, rules and work practices be integrated into all aspects of every work activity for the patients, employees, volunteers and visitors. Plans, develops, monitors, controls and directs the hospital’s Security Management Plan. Establishes policies and procedures that comply with departmental and other regulatory agencies. Directs and monitors the activities of hospital Security staff and initiates action as appropriate. Maintains compliance with the regulating Life Safety Code (NFPA 101) standards regarding structural requirements for fire protection. Oversees and directs the hospital’s Life Safety performance standards. Performs annual Hazard Vulnerability Assessment of hospital. Provides and analyzes statistical overview of employee accidents and injuries. Reviews, investigates and reports on accident reports providing comparisons, trends, or unsafe practices. Performs ongoing Hazard Surveillance inspection of hospital and grounds for the purpose of assessing situations and areas that could create unsafe conditions. Seeks and provides newsworthy reports and data for the purpose of employee awareness through posters and the employee’s monthly newsletter. Assures fire safety requirements are met through supervision of Fire Marshal. Directs in the maintenance of the fire alarm systems and emergency equipment through regular inspection and tests of detection and protection systems, fire hydrants, firefighting equipment and by ordering the necessary supplies and replacement equipment to ensure responsive and adequate operation. Assures requirements of NFPA, Department of Health, CMS, and other regulatory and survey agencies are recognized, understood, and met. Manages, coordinates, and monitors the hospital’s Hazardous Material program, assuring staff awareness and compliance. Oversees hazard surveillance and incident reporting. Monitors and evaluates the hospital’s Asbestos Abatement, mold and Lead Programs. Performs air samplings, bulk and wipe samplings, and maintains records as required. Assures all effected disciplines are aware of regulatory changes and problem situations as appropriate. Coordinates asbestos abatement and lead handling processes with the Facility Maintenance Manager and assures all regulatory requirements are met and standards maintained. Attends asbestos, lead and mold information meetings with hospital’s union representatives and reports monitoring activities. Provides in-house training of asbestos workers on abatement procedures/update. Participates in safety education orientation for new employees and on a continuing basis for all employees. Also participates in the development/review of safety management training programs. Reviews departmental and hospital-wide safety management policies and procedures. Chairs WeSh Safety Committee which meets monthly. Manages, coordinates, and monitors the disposal of hazardous materials and bio-waste. Acquires and maintains documentation, including required permits, licenses and manifestations for handling and disposal of hazardous wastes. Monitors and evaluates the hospital’s Hazardous Notice and Recall Notice Program. Administers the Right-to-Know Act of 1986. Maintains required records and monitors individual department training efforts. Establishes appropriate hospital policies and updates same as necessary. Acts as the hospital’s liaison with the Department of Human Service’s Bureau of Facilities and Space Management’s Employee Safety Section and with the Department of Labor and Industry on issues related to this Act. Assures compliance as required for CMS, Department of Health, and other regulatory and survey agencies. Directs and supervises the hospital’s Emergency Operations Program. Assures that all requirements are met, and policies, procedures, and records are in place. Keeps Supervisor abreast of all updates and changes in regulatory and procedural requirements and others needing to know. Acquires, reads and comprehends regulatory agency policies and requirements related to fire, safety, and security, disseminating information contained therein, as appropriate. Therefore, adding state and local requirements, develops and disseminates hospital policy and procedures. Leads in the development of the hospital’s safety policies, Emergency Operations Plan and other related issues. Conducts training sessions on fire prevention and control, confined space entry, rescue operations, and related topics for the purpose of promoting staff and patient awareness of fire and safety. Participates in the development of departmental and hospital-wide safety policies and procedures. Acts as hospital’s coordinator for DHS’s safety program by maintaining reports and statistics and using comparative data to maintain and improve upon the safety and security function of the hospital. Intervenes in the delivery of patient care and/or support services whenever conditions pose an immediate threat to life or health or threaten damage to equipment or buildings. Directs and coordinates semi-annual disaster drills providing comprehensive reports of same to be used for evaluation and critique. Provides advice and direction relative to the hospital’s Key Control and Theft Control efforts and related policies. Keeps abreast of current codes, standards, and policies through job-related research and attendance at workshops and seminars. Maintains files and reference materials as required and appropriate. Plans and approves leave for subordinate staff. Assures coverage of all shifts on a daily basis including holidays. Monitors and evaluates the hospital’s Hazardous Notice and Recall Notice program. Monitors numerous fire and safety-related service purchase contracts. Supervises Fire Marshal activities relating to the hospital’s Respiratory Protection Program. Participates in the Administrative Review process performing investigations as assigned and reporting on findings. Supervises and directs security staff in providing a safe and secure environment. Assures and maintains currency of hospital's Emergency Operations Manual. Directs and responds to emergencies as needed. This position is assigned responsibility as a Patient Abuse Investigator at Wernersville State Hospital. As such, the employee is expected to participate in all required training and as assigned, conduct and carry out investigations in a professional and timely manner. Investigations will be carried out in a manner consistent with DHS Manual Section 7178 and Hospital Policy Section 703. While performing patient abuse investigations, the employee will be responsible directly to the CEO. Serves as the hospital lead in tracking, drilling down and facilitating follow up recommendations developed around injury reductions per the Pa DHS Injury Reduction Initiative. Performs other duties and projects as assigned as related to various safety and security aspects of the hospital’s operation. Obtains and maintains CPR Certification and utilize skills as necessary. |
