Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for coordinating and performing human resource functions to support the placement of Intermittent Liquor Store Clerks (ILSC) and Seasonal Liquor Store Clerks in Fine Wine & Good Spirit (FW&GS) retail locations throughout Pennsylvania.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Responsible for placement functions for part-time FW&GS store positions: ILSC and Seasonals.

Provide technical guidance and assistance to field staff and hiring managers (Regional Managers, District Managers, General Managers, District Manager Secretaries, etc.) on Merit System Employee Regulations, bargaining unit agreement requirements, and Agency policies governing placement actions.

Ensure rules, regulations, and best practices are applied appropriately.

Independently review incoming requests to post ILSC vacancies for a store, series of stores, or county-wide. Communicate with hiring managers on necessary corrections or strategies to obtain desired candidate pool.

Coordinate with agency recruiter when posting hard-to-fill vacancies.

Create requisitions, exam plans, auto scoring, job postings, and supplemental questions for ILSC vacancies in NEOGOV. Associate multiple requisitions to the appropriate exam plan for multi-store postings.

Counsel interested individuals on eligibility requirements and explain the process to apply for positions.

Send task to the Office of Administration (OA), Bureau of Talent Acquisition (BTA) to obtain candidate referral list when a job posting closes.

Once candidate referral list is received, contact hiring managers to request their interview availability, ensuring sufficient time is provided for applicants to schedule, per OA’s guidance.

Set up self-scheduling in NEOGOV for candidates to select an interview date/time based on a provided availability. Send timely reminders to candidates to self-schedule. Provide technical assistance to candidates, manually schedule interviews when needed, and/or arrange an alternative interview date/time in coordination with hiring managers.

Provide hiring managers with finalized interview schedule, veterans’ preference requirements, NEOGOV applications, etc.

Monitor ePAR system for ILSC and Seasonal candidate selections.

Ensure all selected candidates are thoroughly investigated prior to finalizing hire action. Ensure all applicable rules and regulations are followed, approvals are obtained, and any/all documentation has been obtained and reviewed to determine suitability for employment.

Review third-party criminal history report for ILSC candidates. For Seasonal candidates, perform a docket search through the Unified Judicial System. Thoroughly evaluate the criminal history reports to determine adherence to the Liquor Code and PLCB Policy. If prohibitive offenses are discovered, provide a recommended action to the supervisor.

Recommend list removal requests based on information gathered through review of employment applications, SAP personnel history displays, criminal history reports, and any other merit-related reasons. Provide appropriate documentation and justification to the supervisor.

If candidate is found to be unsuitable for hire for any reason, communicate with the field staff on appropriate direction.

Move candidates through the appropriate hire workflow in NEOGOV. Ensure hiring managers provide necessary documentation according to OA requirements. Close NEOGOV requisitions and notify candidates, as appropriate.

Process ePARs ensuring completeness, accuracy, and appropriate documents are attached. Ensure effective date complies with onboarding timelines. Submit ePARs to HR Systems for transacting.

Update tracking reports, placement folders, and NEOGOV as actions occur to ensure timeliness and accuracy.

Monitor the e-mail resource account for incoming requests. Respond to telephone inquiries and emails by providing information to interested job seekers concerning employment opportunities and application procedures.

Serve as back-up for supplemental employment requests and financial disclosure process.

Develop effective interpersonal working relationships and communications with all levels of management, field staff, employees, and candidates to accomplish goals and objectives.

Routine work is performed independently with little supervisory input.

Utilize and apply provided guidance, manuals, PLCB policies and processes, OA management directives, regulations, union contracts, etc. Routine decisions can be made using resources.

Unique situations and candidate suitability concerns are sent to the supervisor and chain-of-command for further instruction.

Work is monitored for compliance, accuracy, timeliness, and efficiency.
