Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This is a professional management level position assigned as Fish and Boat Commission’s Agency Time Advisor. This position is responsible for Agency wide time and attendance programs, transactions, and providing guidance, training and recommendations to include policy development following all applicable policies and union contracts. This also includes payroll error, corrections and solving complex issues. Serves as FMLA Program and Military leave coordinator. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Works with HR Director and timekeepers providing policy interpretation on time rules, contractual entitlements and absence management. Manages workflow by prioritizing assignments and special projects, monitors electronic Personnel Action Requests (e-PARs) mailbox to ensure timely completion. Responsibilities include developing time management policies and procedures, performing audits, providing technical assistance, conducting training, developing and maintaining training material and manuals and oversight of activities performed in Employee Self-Service (ESS) and SAP Time functions. As the Agency’s Time Advisor, this position is responsible for providing proper guidance, conducting research and providing resolution to errors. Analyzes system evaluation of entries/wage type calculations to prevent or reduce under and/or overpayments of employee pay. The incumbent must understand system processes as affected by union contract appendices, bargaining unit rules, multiple shift operations, multiple union side-letter agreements, overtime policies, and cross scheduling placement. This position utilizes knowledge of Federal Wage Laws, Commonwealth and Agency Specific policies, pay rules and system functionality to research, analyze and resolve complex payroll errors by utilizing knowledge of attendance/absence codes, premium and overtime codes and indicators, coordinate and ensure timely completion of error reports received from BCPO and the HR Service Center and monitor SAP time-related error reports and coordinate timely correction of past errors for archiving. In SAP, processes work schedule change requests, computes/adjusts employee leave quota, processes leave payouts for separating employees, monitors compensatory, OT, holiday leave payouts. Inputs e-PARs, as needed and runs reports in IRIS/Access. Conducts training needs assessments to determine employee needs for time management. Develops audience-appropriate training curriculum and updates, as needed, with policy and law changes. Delivers training to all Agency locations throughout state as needed. Processes specialized grievance settlements to include lump sum payments and back pay/benefits awards. These settlements require coordination with Employee Relations, HR Service Center and BCPO. Serves as liaison between Agency and Commonwealth Payroll Operations (BCPO) attending Commonwealth-wide meetings, communication Agency needs and recommending system modifications to improve operations. Serves as main contact for all Agency timekeepers, trains timekeepers and provides assistance on time and attendance policies and procedures. Receives, scans, creates, uploads and certifies documents to employees e-OPFs. Conducts e-OPF reviews to ensure timely removal of discipline, etc. for the specified retention period. Serves as Agency’s FMLA coordinator and Military Leave, sends correspondences as needed. Other duties as assigned and needed. |

This position requires a large amount of independent decision making by using appropriate resources, analyzing data and interpreting/applying policies. Results from individual knowledge, research methods used, and audit information gathered are used to make appropriate decisions on required activities. Interprets laws, policies, procedures and multi-union contracts for managers, supervisors and employees. |
