Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position serves as a Category Manager within the Bureau of Product Management for the Pennsylvania Liquor Control Board (PLCB).

This position serves as the primary contact for all products in the Chairman’s Selection Program and the Pennsylvania Proud Wine & Spirits Program.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Collaborates with other Product Management category managers to identify, develop, and execute Chairman’s Selection program opportunities across applicable wine and spirit categories.

Reviews and analyzes recommendations from other category managers within the bureau, to make final selection decisions, and formulates proposals for products to include in the Chairman’s Selection Program.

Builds and maintains strong partnerships with external vendors, brand owners, suppliers, and distributors. Leverages these partnerships to negotiate pricing, margin, contracts, and promotional strategies.

Analyzes, develops, and executes the assortment strategy for the Chairman’s Selection Program as well as the Pennsylvania Proud Wine & Spirits Program, meeting the requirements of the PLCB and achieving financial goals.

Performs consistent reviews and analysis of both internal and external data from multiple resources.

Develops pricing strategies and liaises with Pricing Analyst for support and approval. Analyzes both surrounding markets and national pricing to maintain competitiveness.

Analyzes sales data, gap analysis, and trends across multiple categories and brands to determine product eligibility for sale within PLCB retail channels.

Develops a product assortment with locally relevant assortments, brands, and products.

Analyzes and evaluates market and consumer trends data to identify sales, gross margin, and inventory flow opportunities.

Produces and reviews reporting that supports sales performance, profitability, inventory health, and strategic planning from internal and external data sources and cross functional reporting.

Conducts competitive analysis of categories to inform the go/no go purchase decisions on a product as well as the full lifecycle of a product or category. Develops strategies to address opportunities that are identified.

Analyzes sales velocity, inventory to conduct hindsight performance reviews of purchased products. Utilizes this data to inform future purchase decisions.

Handles day-to-day issues involving specific products and/or brands.

Collaborates cross functionally with marketing, merchandising, supply chain, store operations, and ecommerce teams to plan and execute strategic initiatives for the Chairman’s Selection Program and the Pennsylvania Proud Wine & Spirts Program.

Attends trade shows, as needed, to maintain awareness of market trends and new suppliers.

Collaborates cross functionally on planning, forecasting, assortment allocation, etc.

Supervises assigned Product Management Assistant to include reviewing and directing analyses work assigned to the Product Management Assistant. Utilizes this analysis data to evaluate and develop key strategies.

Liaises with PM Admin to approve vendor quotes.

Serves as Domain Data Steward for Product/Item domain.

Serves as the subject matter expert in business review meetings.

Builds, develops, and retains talent.

Performs other assigned duties as necessary.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Owns and oversees the strategy, full product life cycle for the Pennsylvania Proud Wine and Spirts program; working cross functionally on sourcing using data driven decision making to determine what products are sold, working cross functionally on how they are positioned, understanding product lifecycle, and how they perform financially. Makes final recommendations for Chairman’s Selection product inventory.

Work is performed with a great deal of independence but is subject to review by the Director of Product Management. Work is reviewed for accuracy, timeliness, effectiveness, and adherence to performance standards.
