Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The manager of the Division of Program Standards and Quality Assurance is responsible for planning, directing and managing state, federal and other secondary career and technical education programming. This includes developing and coordinating the evaluation of secondary school program performance, and system of career and technical education. Directs staff of career and technical education personnel in the review and approval of new or enhanced secondary school career and technical education programs. Provide direction and leadership in CTE long-range planning based on state needs consistent with state and federal regulations.

Participate in recommending policies and procedures. Work is performed with considerable independence subject to review through staff conferences, analysis of written reports and evaluation of program results.


Description of Duties:

Assures a skilled workforce through quality career and technical education (CTE).

Write and/or evaluate grant proposals to improve or expand career & technical education programs.

Designs and implements the approval/reapproval software system that secondary schools use, Career and Technical Education Information System (CATS) system, FRCPP CATs, and Integrated Monitoring System (IMS).

Communicates with each division to ensure the approval/reapproval system(s) is compliant with state and federal regulations and is an accurate measure of a quality career and technical education system.

Provides leadership to division staff and secondary school administrators who are interested in seeking approval of new career and technical education programs to ensure the schools are in compliance.

Directs the program specialists in their work with secondary career and technical education instructors and the development of policies related to each content area (Allied Health, Agriculture, etc.).

Assigns, coordinates, and directs teams responsible for conducting approved program technical evaluations (APTE) which ensure approved secondary career and technical education programs are quality programs and a quality career and technical education system is in place.

Compiles data on approved program and prepares reports based on approved program evaluations and recommend technical assistance and resources that can be developed to address common non-compliance issues found during the year at secondary schools.

Directs and plans professional development for secondary school administrators and instructors that enhance the schools’ ability to provide quality career and technical education.

Directs, plans and manages the day-to-day division operation and supervision of staff assigned to program delivery, curricular development and planning for emerging technologies.

Provides liaisons with other state government bureaus and agencies, professional associations, councils and advisory groups (local, state and national) to improve the delivery of educational services within the commonwealth and to achieve PDE, bureau and division priorities.

Assigns and directs the work of professional staff relative to the improvement and expansion of career and technical education programs.

Participates as a team member in the development, maintenance, determination and implementation of vision, mission, goals, objectives, action plans and policies and interpret these to bureau and PDE personnel, school officials, educators and others through meetings, conferences (face to face and virtual), telecommunications, written and electronic communications (fax, e-mail and web based).

Interprets and implements departmental and bureau policies and procedures.

Directs and coordinates the planning, development, reporting and evaluation of career and technical education programs.

Develops and recommends to the bureau director policies and procedures for the administration of CTE programs.

Develops operational goals and methods to implement policies.

Participates in the performance of subordinates’ work consistent with operational or organizational requirements.

Assigns program responsibilities to division staff, and supervises and evaluates day-to-day activities associated with the administration of state and federally funded initiatives. This includes making and reviewing job assignments, approving/disapproving leave requests, preparing employee evaluations, conducting employment interviews and administering discipline.

Reviews and approves all division activities to assure their adherence to law and regulation and to guarantee that they support department policies, priorities and goals relative to career and technical education.

Assigns functions to lead workers, project team leaders and individuals, and determines positions to be filled, re-classed or reorganized within the division.

Responsible for assigning staff to project teams regarding the issues of federal and state performance reporting.

Participates as a team member in the development of vision, mission, goals, objectives, action plans and policies and interprets these to bureau and PDE personnel, school officials, educators and others through meetings, conferences (face-to-face and virtual), telecommunications, written and electronic communications.

Participates in adult/postsecondary accreditation and civil rights monitoring visits as requested.

Performs management responsibilities such as signing leave slips, conducting employment interviews, assigning and reviewing work and administering discipline as necessary.

Participates in projects assigned by the bureau director.

Performs other related duties as assigned.

Decides on budget availability in planning and evaluating activities related to division assignments.

Decides on personnel management and work supervision based on administrative principles and practices.
