Position Purpose:

Perform administrative and technical duties within the Office of Equal Opportunity to ensure its operations are conducted efficiently and effectively.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

EO Functions
• Reviews complaint submissions to determine whether OEO may have jurisdiction and prepares correspondence for the Directors signature where no jurisdiction is apparent.
• Maintains complaint log and prepares quarterly report for review and submission by the Director.
• Participates in recruitment activities of minority and female applicants and advises the same of potential career opportunities within the Department of Labor & Industry.
• Assist in the development of pre-investigatory questions for complainants and respondents.
• Assist lead investigator (EO Specialist) in conducting discrimination complaint investigations, as necessary.
• Participates on interview panels and advises panel lead, as appropriate, of equal opportunity concerns and/or issues in the administration of the interview process.
• Assist in the development of interview questions, as requested by program areas, to ensure that all candidates receive a fair and equitable opportunity in the interview process.
• Assists in compiling equal opportunity data requested by external entities, as appropriate.
• Monitors local area monthly complaint log submission and compiles comprehensive log based on submitted information. Follows up as necessary and keeps Federal Programs Chief informed of issues.
• Assists with the coordination of special events aimed at increasing departmental awareness and recognition of diversity.
• Facilitates the update of Department bulletin boards with current EO policy statements annually.


Administrative Functions
• In the absence of clerical staff, answers telephones and give information to callers, takes messages, or transfer calls to appropriate individuals.
• Responsible for assuring all bills are paid timely and accurately.
• Analyzes monthly departmental budgeting and accounting reports to maintain expenditure controls.
• Studies and analyzes operational procedures; preparing reports and recommendations as appropriate in order to improve productivity, suggest automation, or other change. Assist in implementing procedural or policy changes.
• Assists the Director in developing and maintaining the office Continuity of Operations Plan.
• Ensures that the Office’s internal and external websites remain up to date, as necessary.
• Represents the Director at meetings to provide information on program objectives and accomplishments, as necessary.
• Establishes and maintains cooperative working relationships with other departmental offices.
* Coordinate Meetings, which includes scheduling, securing rooms, sending invitation and reminders, preparing the agenda, and handouts, monitoring sign-in sheets, recording meeting minutes and providing follow-up on action items.
• Advises staff on administrative and operating policies and procedures.
• Oversee administrative policies and procedures for the office.
• Manages property control within the bureau. Ensures the bureau’s equipment and furniture inventory is maintained and all necessary paperwork is processed related to disposing of old inventory through state surplus.
• Assesses and compiles equipment needs and costs; reviews and make recommendations for purchasing of equipment and furniture to bureau director; meets with various vendors to determine what best meets the needs of the office.
* Assists in the planning and development of training programs that contribute to the agency/office's mission and staffing requirements based on employee learning needs.
* Identifies resources to meet agency/office's training program goals.
Performs related duties as required.
* Maintain up-to-date records of all office training activities, including employee records, training impact and training costs.
• Performs other related duties as required.



Decision Making:

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Is the primary contact for individuals who first contact the Office of Equal Opportunity for assistance. Provides any information and assistance as needed to these individuals or refers matters to EO Specialist or the director as details and issues may require.
In response to a complaint that does not confer jurisdiction over the person or subject matter on the Department, this position prepares a formal response for the Director’s signature. Assignments involving analysis of information and recommendations for action are reviewed in detail before implementation. Assignments involving person-to-person communications and maintenance of the Office's internal and external websites are performed with considerable independence.
