The Director of the Bureau of Accounting and Financial Management (BAFM) is responsible for planning, directing and coordinating the development and provision of centralized financial policy, systems, support, recording, reporting and technical services to provide for the accountability and effective management of Commonwealth funds. The individual in this position demonstrates a thorough understanding of accounting and financial management principles, concepts and techniques and their application to government accounting systems and operations. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Manages four direct reports with the following responsibilities: The head of General Accounting (GA) provides dedicated agency support and expertise on a broad range of accounting and financial management matters. GA ensures that agency transactions adhere to authorized budgets and financial records, and accounting transactions comply with generally accepted accounting principles. GA services include among other things: federal grant accounting, cash management, and reporting; commitment, expenditure, and revenue transaction reviews; Treasury and advancement account reconciliations; preparation of fund financial statements; and support of the commonwealth's annual comprehensive financial report and the state-wide single-audit. The head of Financial Accounting (FA) oversees commonwealth-wide financial business processes and accounting, such as revenue management, electronic payments, loan accounting, cost allocations, purchasing cards, and investment in fixed assets. FA also serves as the Office of the Budget's business process owner for Finance in SAP, maintaining SAP general ledger chart of accounts and other SAP master data, supporting monthly and fiscal-year-end close, and reviewing finance system change requests. FA provides guidance to commonwealth agencies to assist them in developing or updating financial business process design. The head of Financial Reporting (FR) oversees the preparation, audit and issuance of the commonwealth's public financial reports, including Pennsylvania’s Annual Comprehensive Financial Report (ACFR), and the annual Statewide Single Audit report, and the Pennsylvania Liquor Control Board (PLCB) financial statements. FR also provides expertise and guidance on governmental generally accepted accounting principles (GAAP) and implement new accounting standards issued by the Governmental Accounting Standards Board (GASB). Additionally, FA also offers specialized accounting and reporting support as needed by the agencies, including GAAP guidance to over 700 Local Education Agencies (LEA) through the PA Public School Accounting Manual and review of the LEA's annual financial reports; accounting and reporting for insurance companies in liquidation; and the accounting services for the PLCB. The head of Grants Management & Oversight (GMOD) serves in a centralized effort to enhance the Commonwealth's capacity to access and manage federal funds. GMOD’s objective is to assist state agencies with identifying, winning, and managing federal grant opportunities to promote economic and social growth within the Commonwealth. Additionally, GMOD supports the agencies in their federally required subrecipient monitoring responsibilities by performing technical reviews of the subrecipients' single audit reports and sharing the results with the state agencies overseeing the federal grant pass-thru funding Administration and Planning Duties: •Assisting in the formulation of the Comptroller Operations Strategic Plan and leading/directing the execution of the plan. •Formulates performance measures and develops annual and long-term plans for BAFM commensurate with the strategic plan, goals, objectives and performance measures established by the Office of the Budget. •Implements planning and budgeting for BAFM. •Recruits staff to fill vacant positions. •Evaluates staff performance and provides direction to direct reports in the management and supervision of their employees. •Supports staff career development programs in accordance with commonwealth personnel management policies. •Ensures that all policies, activities and the deployment of resources within BAFM are consistent with the vision and mission of Comptroller Operations. Regulatory Compliance Responsibilities: •Ensures compliance with CMIA-90 laws and regulations and OMB reporting requirements in support of the Single Audit and the statewide indirect cost plan. •Ensures compliance with all Governmental Accounting Standards Board (GASB) standards and FASB related standards. •Develops, or assists in development of commonwealth accounting policy in accordance with Generally Accepted Accounting Principles (GAAP) and GASB pronouncements. •Implements new procedures and procedural revisions to accounting policies. •Researches, drafts and maintains accounting and procedural manuals that include all federal and state mandates. Agency and Statewide Coordination: •Responsible for all matters relating to the business process ownership of the SAP and Oracle Finance Modules and integrity of associated data. •Directs, coordinates and supports the development and implementation of new programs that enhance the economy, efficiency and effectiveness of the commonwealth’s financial operations or those of an agency, or that interface with the SAP and Oracle Finance modules. •Directs the development and implementation of systems and procedures for the effective management reporting, and transparency of commonwealth financial matters. •In collaboration with other Comptroller Operations bureaus, provides guidance, evaluation, and training to agencies in matters relating to financial accounting and reporting, systems, and procedures. •Functions as a key policy advisor for statewide finance and accounting issues relative to state and federal public funds. •Advises agency heads on the implementation of new laws, regulations, and GASB pronouncements, as well as commonwealth accounting regulations consistent with section 1501 of the Fiscal Code. •Coordinates the procurement of professional audit, actuarial and other financial services and the negotiation and management of resultant contracts. •Collaborates with senior agency managers on accounting, cash management, and reporting program requirements. •Works with agency program managers and OB staff in directing the apportionment of payments to political subdivisions, and expedited or advance payments, as required. •Communicates with other senior managers and agency heads in state, local and federal agencies for the purpose of developing policies and procedures, resolving issues, implementing policy, process and procedural changes, and correcting operational deficiencies. •Serves on enterprise-level committees and attends meetings as required, such as: the Integrated Enterprise System Operating Committee, the Office of Administration Employee Benefit Funding Committee, and the Integrated Enterprise System Finance Issues Resolution Meeting. •Serves as a liaison for a variety of systems that impact/interact with SAP and Oracle Finance modules. •Serves as primary liaison with Treasury on issues related to system interfaces, process improvements and financial reporting. •Serves as Liaison with the Auditor General’s Office and independent public accountants on CAFR and Single Audit matters. Specific Financial Management and Analysis Duties: •Work closely with the Directors of all Bureaus within the Office of the Budget to gather, analyze and report financial and finance-related data. •Directs the analysis and reporting of enterprise-wide financial data and the development of policy and procedures for the gathering, analysis and reporting of agency-level financial data. •Reviews and prepares responses to audit findings and recommendations; prepares and implements corrective action plans, where necessary. •Responsible for the negotiation, procurement and management for the commonwealth’s CAFR and Single Audit consultant contracts. •Actively involved in responding to requests from GASB or other outside organizations for comments on proposed accounting standards or requests for information on the commonwealth’s financial operations and in implementing new GASB standards. Accounting-Specific Duties: •Ensures the timely review, processing and recording of financial transactions affecting budgetary, operating and proprietary accounts and subsidiary ledgers. •Oversees the compilation of data covering the anticipated revenues and expenditures of future periods in order to estimate the financial condition of the General Fund and Special Funds. •Ensures the proper maintenance of source documents and records pertaining to grants, entitlements, revenues, receipts, accounts receivable, fixed assets, appropriations, commitments and expenditures. •Effects authorized transfers between funds as required. •Monitors the drawdown of Federal Funds in accordance with the requirements of CMIA -90. •Responsible for the administration of property held in trust by the commonwealth. •Responsible for establishing and maintaining procedures for proper internal controls over accounting transactions. •Ensures proper reconciliation of accounts and internal controls over all financial matters. •Directs or participates in development, implementation, evaluation, and modification of a variety of accounting systems necessary for the operation and control of fiscal activities. |

The Director of the Bureau of Accounting and Financial Management will be afforded substantial weight and consideration in making recommendations on matters such as: o Personnel Management o Redeployment of critical resources to address workload demand o Escalation and reporting of critical issues o Planning and implementation of statewide financial management projects The Director has the authority and responsibility to develop, implement and administer policies and procedures necessary for the efficient and effective operations of the Bureau. The Director works with the Planning and Management Bureau for policy issuance. Matters that cannot be resolved by the Director are referred to the Chief Accounting Officer for resolution. |
