Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The Fire Marshal provides fire safety protection in SMRC Buildings, outbuildings, and the campus to protect the residents, staff and visitors from harm. Assists the Security Department and Safety Manager as needed.

Working time percentages are approximate and can change on a daily basis due to operational needs.

Conducts Fire Safety Training for those employees involved in Fire Prevention, Fire Fighting and Evacuation Techniques, and during Fire Drills. Conducts Annual Mandatory Training for all employees, including training for all new hires during orientation.

Inspects, tests, and maintains all fire safety equipment including but not limited to: smoke detectors, fire hydrants, manual and electronic alarm systems, Fire Pump, Sprinkler System. Maintains all records and documentation including testing and repairs by outside contracts for each building. Makes recommendations for the purchase of new equipment.

Reports to the Safety Manager for supervision and forwards all reports through him/her. Safety Manager makes all new assignments and reviews the progress of assignments weekly. Actual work is performed independently or in conjunction with Safety Manager or other staff.

Performs fire safety inspections of all buildings, grounds, resident and non-resident areas for hazards.

Conducts inspections in accordance with NFPA and DHS Fire Safety Policies and Procedures. Maintains computerized records of all inspections and corrective actions.

Conducts fire drills in all resident occupied buildings and maintains computerized records accordingly.

Provides Performance Improvement monitoring of Fire Safety Indicators and Reports. Reviews reports annually. Recommends changes or corrective action.

Serves as an active member of the Safety Committee.

Investigates all fires and alarms to determine root cause and prepares all necessary reports, including final action taken. Submits Fire Incident Reports, Monthly Fire Reports, Fire Drill Reports, and others as required by DHS Fire Safety Policies and Procedures. Responsible for DHS and DOH Life Safety Reporting.

Acts as Disaster Site Commander in coordination with the Safety Manager in all disaster or emergency situations or drills. Submits final written reports to Executive Management on all activities, including problems encountered and recommended corrective action.

Conducts annual Respirator Protection Training including proper maintenance and cleaning of equipment, maintains documentation on all conducted training.

Maintains a cooperative working relationship with local Fire Departments. Attends local and departmental conferences and approved fire schools, as necessary and required.

Provides support to the Communications Center in the absence of the Security Officer.

Ensures the SMRC Policies 0340.1 – 340.7) are enforced and departmental staff members receive training and reference materials indicating their levels of responsibility.

Provides 24 hour coverage in the event of fires and other emergencies by reporting to the SMRC upon request from the CEO/COO or other designee.

Performs other duties as assigned by the Safety Manager or Executive Management Staff.

Maintains HAZMAT Training Certification.

Maintains radio equipment and ensures its use for official fire/safety/security related communications.

1. Ensuring facility meets compliance with regulations and company policy
2. Identifying deficiencies and recommending corrective action.
3. Determining the risk level each deficiency has on the resident population and property
4. Determining if complaints are founded/unfounded and makes recommendations for correction
5. Evaluating and determining when fire fighting equipment needs maintenance or upgrades.
6. Evaluating fire safety complaints/questions and providing assistance with compliance.
7. Implementing the schedule for various fire safety activities and training.
10. Responding to all emergencies and determining the level of emergency response
