Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for the Geographic Information System (GIS) planning, coordinating, and evaluating within the Bureau of Environmental Cleanup and Brownfields (BECB) Program Support Section. This position will work in collecting, formatting, editing, manipulating, analyzing, and presenting geospatial and related data using GIS mapping and data visualization applications. This position will also be responsible for analyzing geographical data, working collaboratively with environmental cleanup program staff, and coordinating with intra-agency staff.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Designs, interprets, and applies geospatial data models related to storage tanks, land recycling, site remediation, and HSCA activities.

Assists managers in contract planning and decision making. Work includes editing, analyzing, merging, and updating data sets; assigning appropriate attributes to data; and creating metadata describing the data content, source, quality, and condition.

Builds and maintains customized GIS web mapping applications associated with environmental cleanup activities for use on ArcGIS platform for program-wide, public, and industry use.

Designs and writes custom queries and geospatial models using coding languages to prepare graphic representations of data that include maps, charts, data layers, and other visual displays to fulfill agency requests.

Coordinates with information technology staff to develop geospatial and GIS-related applications for internet, desktop, and mobile presentation.

Plans and oversees geospatial projects that involve analyzing unique and extensive user requirements; developing a data set acquisition strategy; reporting, tracking, and presenting project results to agency leadership.

Assists with maintaining internal ECP GIS templates and digital server to ensure ECP staff have access to the most up-to-date geospatial data related to ECP related activities.

Assists with training ECP program staff as end users of the program-wide GIS applications and provides advanced technical support.

Works with supervisor to plan, prepare, and complete storage tank removal and remediation activities for GIS “special projects” requested by ECP staff management.

Participates with information technology staff in the design, configuration, and maintenance of enterprise-wide geodatabases, spatial servers, or data warehouses.

Identifies data sources and manages the acquisition, integration, quality assurance, and implementation of geospatial data.

Assists in investigating, evaluating, and recommending new data sources, software, equipment, and techniques for improving geospatial data collection, analysis, and services.

Applies Commonwealth information technology policies and security standards to work assignments.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; including ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

This position reports to the Environmental Group Manager within the Program Support Section.

The employee receives overall objectives and/or general instructions from their immediate supervisor and can seek the supervisor’s advice at any time.

All work is reviewed in detail for completeness, technical accuracy, and soundness of approach. The employee is expected to set priorities with minimal input from the supervisor.
