Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is responsible for performing the full scope of timekeeping duties in support of staff working across three shifts in a 24/7 facility that manages civil and forensic operations with union and non-union covered employees. The position is located in the Human Resource office at Norristown State Hospital. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Position reports to HR Assistant 2, with support from FHRO and manages time and attendance duties for assigned hospital staff working three shifts while following varied work schedules and several different bargaining units (AFSCME, SEIU Healthcare, OPEIU, SEIU 668, PSCOA, USGOA, & PDA) and includes civil service and non-civil service classifications. •Receives Daily & Deviation time reports from assigned work sites within designated time frames. Initiates communication with managers/supervisors to obtain missing information and resolve questionable information. •Ensure work schedules are accurate by checking the scheduled work hours and meal periods. Initiate changes as needed. Process PA61 transaction to affect a work schedule rule change, as appropriate. When an accurate work schedule is not available, initiate substitutions when appropriate. •Post deviations on a daily basis, including annual, sick, sick family, sick bereavement, personal, holiday, etc. •Post substitutions on a daily basis utilizing PA61-2003, as needed. •Initiate and complete the CAT-2 electronic form to record wage time and higher class pay. Information is taken from the Daily & Deviation Time Report and from Request for Leave Slips (STD-330); •Ensure all CAT-2 forms are posted and input by the pay processing date each pay period according to the payroll schedule published by the Office of Budget. •Communicate with Clerical Supervisor on a bi-weekly basis, when the bi-weekly posting and input is completed and ready for processing. •Run Time Evaluation Messages Display on a daily basis to review the prior day’s input and correct errors reflected on that report. •Run Time Transfer Error Report on a weekly basis to review and correct time transfers errors. •Ensure receipt of STD-330 forms for days where a deviation has been recorded on the Daily & Deviation Time Report. •Ensure STD-330’s received are filed within the bi-weekly period. •If not received timely, ensure paper requests for leave are completed by contacting employee’s immediate supervisor. •Ensure receipt of medical documentation when sick leave is three days in duration or longer and/or for any sick leave taken by an employee whose name appears on the sick leave restriction list. •Ensure receipt of supporting documentation for Civil Leave and Sick Bereavement Leave requested. •Ensure AO time requested is accompanied by a justification to be approved by the HR central TK office prior to input. •Ensure confidentiality of medical information provided. •Report episodes of one full pay period or more of unpaid leave to local HR labor relations coordinator for proper notification to employee regarding effect on benefits coverage. •Provide printout of any unauthorized leave (AW) and/or tardiness (T) to the Labor Relations Coordinator for appropriate action. •Bi-weekly perform an overview of each employee’s IT-2001 in an attempt to assure that all paid and/or unpaid leave has been entered accurately. •Responsible to communicate with employees and resolve payroll questions providing a courteous and complete response to employee questions. •Answer the telephone courteously responding respectfully to employee questions in an effort to provide quality customer service. •Maintain good public relations with supervisors, employees and co-workers. •Relieve and/or assist other team members as needed in order to insure processing in accordance with established time frames. •Ensure compliance with TK rules and policy as it relates to: o employee use of excess leave hours available at end of the leave calendar year o leave rules for employees in first year of employment (not permitted to use anticipated leave) o FMLA absences entered through ESS • Assists in compiling information for audits, as necessary. • Prepare notification letters for H1 bargaining unit employees notifying them of their 3rd occurrence of non-pre-scheduled leave. •Monitor error reports, correct errors in compliance with payroll processing deadlines. •Notify central office time advisor of holiday payouts following contract language. •Properly date stamp all incoming documentation and code documents, forms, records and correspondence for identification, reference and/or filing. •Add paper and/or other materials to copy machines, replenish office supplies, file packages of information and update office operating manual. •Perform other related duties as assigned. |
