Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Supervise Transportation Planning Specialists (TPS) responsible for traffic data collection using portable counters and permanent traffic counting facilities, low-level maintenance of Automatic Traffic Recorder (ATR), Continuous Automatic Vehicle Classification (CAVC), Weigh-in-Motion (WIM), and Short Term In-Pavement (STIP) traffic monitoring sites, traffic counter maintenance/repair and traffic counting support to the Planning Partners and PENNDOT Districts. Supervise asset management functions including development of permanent traffic monitoring site maintenance/repair needs, development of Work Statements and specifications to be included in bid solicitation for high-level construction maintenance/repair of the ATR, WIM, CAVC and short term in-pavement (STIP) traffic monitoring sites utilizing the Engineering & Construction Management System (ECMS). Responsible for project management and oversite of annual ECMS permanent traffic site projects. This includes but is not limited to preliminary site meetings with contractors, project schedules, personnel schedules, construction site reviews, work completion verification, and initiate project site activities (PSA) for payments. Supervise and manage the development and maintenance of the Field Operations Module (FOM) of Traffic Data Systems (TDS) that supports the efficient and accurate collection of traffic data for the Roadway Management System (RMS) and the Federal Highway Administration (FHWA) Highway Performance Monitoring System (HPMS). Supervise staff to ensure the use of FOM which provides functionality for managing information related to the operation, maintenance, and repair of permanent traffic sites by reporting and tracking issues through tickets and tasks, completing reviews, completing quality assurance counts, and providing and tracking inventories including using the reporting feature. Supervises the three-year quality assurance (QA) review cycle for permanent traffic counting sites through FOM. Manages the Traffic Counting Safety Assistance Program (TCSAP) for the Planning Partners, PennDOT Engineering Districts, BPR field staff, and contracted vendors. Responsible for the oversight of coordinating and ensuring the TCSAP field reviews are completed on an annual basis each count season. Conducts regular unit meetings with staff to insure they are meeting goals and objectives and that staff are updated on new/or continuing initiatives. Maintain the Bureau’s traffic counter inventory by sustaining reconciliation between the counter inventory in FOM and Capital Equipment Management Information System (CEMIS). Responsible for the management of peripheral traffic counting equipment such as laptop PCs, smart phones, and GPS units. Update and maintain Field Operations Manual used for traffic site repairs. Oversee the maintenance of the Hazardous Substance Inventory and the activity of the Hazardous Substance Coordinators that maintain inventory and track it in SDS Pro. Coordinate special traffic data collection requests within the time frame requested by the supervisor and/or manager. Work schedule/hours are subject to variability based on needs of the operation, including extended hours and/or afternoon or evening shift start times in line with contracted staff operations. Communicate effectively with supervisor, managers, subordinates, and co-workers through verbal and written communications. Responsible for timely communication of relevant information to supervisor and manager. Develop and maintain good working relationships with internal and external customers. Adhere to the Department of Transportation Work Rules and Policies. The individual is also responsible for attending and fully participating in meetings, conferences and seminars as determined by the Section or Division Manager and approved by the Bureau Director. Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. Fair Labor Standards Act (FLSA): Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they worked – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets. |
Decision Making: Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. Reviews the Field Operations traffic counting staff’s traffic counting and traffic monitoring site repair performance and recommends remedial action to improve performance deficiencies. Supervises the review of FOM permanent traffic monitoring site maintenance/repair history to identify facilities with chronic operating problems and to identify the most frequent operating problem resolutions in order to develop and implement a strategy to correct repetitive traffic counting facility malfunctions to make recommendations to management. Supervises the maintenance of a Bureau traffic counter replacement plan to make recommendations to management for the procurement of equipment. Research new traffic counting equipment technologies, coordinates and supervise testing/demonstrations of such equipment and makes recommendations for new equipment purchases to management. Work is reviewed by the immediate supervisor for adherence to overall policy and objectives, but independent decisions must be made as necessary. Work is assigned to subordinates orally or in writing based on nature of the assignment. Progress is reviewed at predetermined milestones and data accuracy is reviewed prior to dissemination. |
