Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This highly responsible, detail-oriented position in the Public School Employees Retirement System (PSERS) Strategic Project Management Office serves as the Director of Strategic Project Management. Reporting to the PSERS Deputy Executive Director for Administration, this position plays an integral role in leading a team tasked with planning and executing complex information technology projects and strategic initiatives in support of the System’s adopted strategic plan.

This position supports agency leadership by both overseeing and leading the largest-scale strategic projects; demonstrating excellent written and oral communications; and leading a team tasked with managing concurrent complex information technology and high-priority strategic projects with a high degree of discernment and discretion.

PROJECT MANAGEMENT DUTIES
Directs the Strategic Project Management Office (SPMO) in planning and executing strategic agency-wide projects, including but not limited to complex information technology projects, in support of the agency’s adopted strategic plan and key performance indicators (KPI).

Directs SPMO staff and contracted employees in developing all strategic project artifacts, including items such as charters, schedules, estimates, communication plans, change logs, decision logs, ensuring balance amongst budget, timeline, and scope for all projects.

Leads and manages the most complex and highly sensitive strategic projects, both IT and non-IT.

Tracks and monitors the agency’s project portfolio, reporting to the Executive Director, Executive Staff, and to the Board as directed, project health measures and risks.

Leads project managers in analyzing projects in the portfolio to determine the source of current or anticipated issues and makes recommendations for any needed course correction.

Maintains a strategic, enterprise view of the portfolio, ensuring that the portfolio remains aligned with the agency’s strategic goals.

Ensures a consistent approach and toolset for the delivery of projects.

Maintains awareness of innovations in both information technology and the broader project management sector for evaluation and potential integration within PSERS’ project ecosystem.

Prepares Executive updates and materials related to the progress and implementation of Portfolio projects.

In coordination and consultation with PSERS’ Chief Risk Officer, directs the integration of the enterprise’s risk management practices with the governance of strategic projects in the agency’s portfolio.


GOVERNANCE AND CROSS-DISCIPLINE DUTIES
Develops and facilitates a comprehensive methodology for managing project request intake, agency-wide project selection and prioritization, project monitoring, and project reporting.

Coordinates with PSERS’ Information Technology and Information Security Offices to ensure IT change management is thoughtfully and deliberately included in this governance construct.

Coordinates efforts across multiple projects to understand implications on business processes, dependencies, and the cumulative impact(s) to the agency, in support of the organization’s strategic goals, legislative mandates, technical and resource constraints, and operational requirements.

Works with project sponsors to determine the needs of all project stakeholders, discerning both who is affected by and who will affect a project’s desired outcome.

As may be required, directs process mapping efforts. This includes leading SPMO staff, and as appropriate, other PSERS staff in process identification, plan creation, map development, and communication to create baseline process maps associated with project efforts.

Serves as the primary governance liaison to senior leaders and the executive staff on matters related to initiatives and projects in the portfolio. Regularly provides project health status and factual data to inform new project approval and prioritization decisions.

Regularly reviews, optimizes, and continuously improves the effectiveness of the comprehensive methodology for managing projects from intake through close-out and reporting.

Builds relationships with all stakeholders to foster cooperation, coordination, and communication across the organization and between individuals with differing priorities.

Performs the full range of supervisory duties.

Work is completed under the direction of the Deputy Executive Director for Administration, and in coordination with leadership across the organization to further strategic projects. Incumbent exercises independence in determining approaches to strategic assignments. Work requires a comprehensive understanding of portfolio and project management principles and the general workings of a large, public sector entity.

Experience:

Prior experience in working with a Board or Commission is preferred.

Prior experience in project management, strategic planning is preferred.
