Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is a supervisory position under the direct supervision of the Education and Grants Management Division Chief. The alcohol education specialist (AES) supervisor will assist in managing the statewide operation of the Education & Grants Management Division.

Under the general direction of the division chief, this professional position supervises, trains and evaluates alcohol education specialists and other assigned staff. The intent of the division includes oversight of planning, implementation and evaluation of statewide efforts to reduce underage and dangerous drinking and promote responsible consumption by those of-age. Efforts include, but are not limited to, grants administration, training, technical assistance, material development and dissemination, oversight of Act 85 report to General Assembly, other official bureau reports and annual conferences.




Description of Duties:

Assists in implementing and evaluating all aspects of the Education and Grants Management Division programs and initiatives.

Assists in developing, updating, and reviewing the “Report to the Pennsylvania General Assembly on High Risk and Underage Drinking” as prescribed by ACT 85 of 2006 and other official bureau reports

Works closely with the division chief and others in the bureau to create training programs and curricula that will be disseminated to a vast population.

Presents, as the sole facilitator, or assists in presenting training programs.

Trains staff to facilitate and present training programs.

Oversees the various aspects of statewide and other grant programs. This includes, but is not limited to, development of grant applications and instructions, scoring of grants, monitoring, evaluation and overall analysis of grant programs.

Reviews ongoing and proposed program initiatives related to discretionary awards to provide recommendations to the division chief for modifications or additions to the programs that enhance the level of the individual program’s effectiveness.

Identifies and develops strategic opportunities, programs, literature, materials, special projects and outreach efforts designed to reduce alcohol misuse and encourage responsible use by those of-age.

Reviews, evaluates, and provides recommendations on current programs, projects and/or services for modification, improvement, or addition to improve effectiveness and quality.

Identifies, reviews, and evaluates the bureau’s website, including research and development of information related to bureau initiatives. Recommends changes and updates when needed.

Responsible for the oversight of the bureau's Facebook page, and any other social media platform used by the bureau. This might include creating and posting content solely or by a cooperative delegation to staff.

In cooperation with the Division Chief, supervises all aspects of the planning, implementation and evaluation of the bureau's Alcohol Education Conference and alcohol awareness programs and events

Works with staff to develop new materials and to review and revise current materials. Assigns materials to staff for revision prior to reprinting. Reviews staff revisions. Tracks materials and monitors workflow.

Represents the PLCB and its alcohol education efforts at various conferences, events and meetings when deemed appropriate.

Maintains working relationships with local, regional, state and national organizations outside of the PLCB who share our mission.

Stays current on existing alcohol-related trends and prevention efforts.

Receives requests for events and exhibits. Makes recommendations on their appropriateness and value to the bureau. Takes the lead on the coordination of larger exhibits and assigns staff as needed.

Performs supervisory duties including: planning, organizing, scheduling and assigning work to staff; trains new employees; evaluates employee work performance; gives guidance when needed to improve employee performance; prepares and signs employee performance reviews; interviews/recommends prospective employees; reviews and approves or disapproves leave requests as appropriate; evaluates/recommends training needs for all staff; interprets and enforces rules, regulations, policies, procedures, standards and objectives of the program for subordinates; and interprets contractual or administrative rights for subordinates

Facilitates staff meetings and other meetings outlined by the Manager and/or Director.

Creates instructions and procedures as need.

Uses and understands all systems and databases utilized by the bureau.

Travels as needed.

Works independently in an office or telework setting.

Performs other related duties as assigned.



Decision Making:

Receives general instruction on routine assignments and more specific instructions on new work. Work is reviewed upon completion for adherence to procedures and methods.

Supervision of unit personnel is through the assignment and review of work to assure efficiency, accuracy, continuity of workflow and expeditious processing of all cases routed to the unit’s work queue, and includes training, employee development and performance evaluation, resolve personnel and labor relations problems involving members of the unit.

This position makes day-to-day decisions regarding the development, operation, maintenance and evaluation of Alcohol Education Programs and Services within the Education & Grants Division. The Supervisor refers questions regarding budget and impact of programs on agency policy to the Manager. The Supervisor also is responsible for day-to-day supervision of subordinates within the Division.
