Position Purpose:

If this position is filled as an Environmental Trainee, the incumbent will participate in a one-year formal and on-the-job training program to learn the duties of a Water Quality Specialist.

This position is responsible for a variety of activities related to storage tanks: inspections, registration, removal, installation, modification, permitting, initial release investigations, complaint response, and oversight of certified installers/inspectors.


Description of Duties:

Specific Duties

1. Promotes and exemplifies the Department’s Mission, Vision, and Values in all aspects of work performance and professional conduct.

2. Advances DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives.

3. Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues.

4. Reviews third party inspection reports for accuracy and compliance with storage tank requirements. Also follow up on cases where the inspection reports show facilities in non-compliance.

5. Conducts inspections of storage tank facilities to determine compliance with the Storage Tank and Spill Prevention Act, and other applicable laws and regulations.

6. Investigates complaints relative to tank removals, installations, discharges, and releases.

7. Understands the Department’s laws, rules, guidances and regulations applicable to storage tank facilities and applies that knowledge to determine compliance.

8. Conducts investigations necessary for enforcement actions and documents violations.

9. Serves as a Departmental witness during legal proceedings.

10. Collects, transports, documents, packages, and ships water and soil samples for evaluation of facility compliance.

11. Reviews reports, submittals, and plans to determine compliance with the Department’s laws, rules, and regulations.

12. Operates a motor vehicle to conduct inspections, attend meetings, and travel for related purposes.

13. The employee shall follow correct safe work practices as published in applicable safety regulations and policies.

14. Operates a EntryRAE four gas meter, gps, and similar equipment to document and monitor site conditions.

15. Assists Professional Geologists and Geologic Specialists in the investigation of groundwater contamination sources, extent and remediation activities, which originate from regulated tanks.

16. Follows Standard Operating Procedures (SOPs).

17. Reviews Site Specific Installation Permit applications and Spill Prevention and Response Plans.

18. Enters appropriate data into eFACTS and OnBase.

19. Receives, reviews, processes or forwards and files various documents, including registration forms, inspections, modification and closure reports.

20. Drafts Notices of Violation with regulatory citations.

21. Identifies issues encountered and recommends solutions to the WQSS.

22. Drafts and issues Field Orders to noncompliant facilities after discussion with and approval from the WQSS.

23. Initiates and participates in enforcement meetings, such as pre-order conferences and penalty negotiation meetings.

24. Prepare case summaries and briefs for use by compliance and legal staff in elevated enforcement cases.

25. Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems.

26. In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness.

27. Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements.

If this position is filled as an Environmental Trainee, assignments are designed to develop the employee’s technical proficiency. Work assignments increase in scope and complexity as the employee gains technical proficiency in the work. Once the employee demonstrates the ability to perform the work, specific assignments are given and the employee performs the work under the technical guidance of the supervisor. Work is reviewed in progress and upon completion for personal development, completeness, technical accuracy, and quality.

Work is performed independently, with major projects assigned by the WQSS. Periodic meetings are held with the WQSS to receive direction and discuss progress in accomplishing assigned objectives. A certain degree of latitude is allowed regarding specific course of action to be taken to achieve objectives.
