This position provides support for Pennsylvania's vehicle safety inspection programs to ensure program compliance and effectiveness within an assigned geographic region.

A Quality Assurance Officer is responsible for organizing and performing audits of inspection stations. An employee in this position must have a valid driver’s license to travel within an assigned geographic region. Audits are performed, and recommendations are made to ensure compliance with all regulations, statutes, and protocols within the safety inspection program. During the course of performing an audit, this employee serves as the first-line defense in recognizing and reporting fraudulent activity. This employee provides technical and administrative information during the audit process to ensure program compliance.

The employee, in this class, manages a large caseload, provides guidance to audited program inspectors, and coordinates the difficult and complex daily operation in a specific geographic region for the division. This employee performs administrative audits on participating safety inspection stations, to ensure processes and procedures are being followed and to ensure compliance with regulation and the Vehicle Code. This employee is responsible for reviewing and analyzing all station records, validating security and use of certificates of inspection, and ensuring the integrity of the safety inspection program. This employee also conducts investigative audits, overt and covert audits, independently and in cooperation with law enforcement, and performs complete safety re-inspections on vehicles to ensure the vehicle is safe for operation. This employee investigates law enforcement and customer complaints related to vehicle inspections.

This employee conducts audits of Department approved schools that offer safety and emissions training and recertification. This employee is required to participate in actual class offerings to determine proper facilitation by a certified instructor, that the approved training curriculum is followed, ensure contract compliance, ensure proper security of exams and answer sheets, perform instructor evaluations, when warranted, and ensure a proper learning environment is provided for theory instruction and tactile instruction.

Unannounced on-site audits are performed to review and analyze all required documentation to identify fraudulent activity related to the vehicle safety inspection program. This employee is responsible to correctly interpret and apply regulations to each safety inspection station that is audited. This employee ensures that the station is only inspecting vehicles for which they are certified, and that only certified inspectors are inspecting those vehicles. They ensure inspectors have a valid driver’s license and are not under suspension or have a restriction on their record that makes them ineligible to perform an inspection. This employee must ensure stations have valid Pennsylvania sales tax numbers, maintain proper insurance coverage, maintain the proper tools required to perform an inspection, and validate credentials from inspectors to ensure staff maintain valid certification.

This employee identifies alleged violations of Department procedures or processes or fraudulent activity related to the vehicle inspection process. These violations may be detected through routine audit procedures, complaints received, referral by law enforcement, or through other means. Violations are reported to the management when criminal activity is suspected.

This employee is responsible for performing all required site visits, prior to appointing a new station, to include the presence of all required tools and equipment necessary for performing safety inspections, proper security for records retention and certificates of inspection, measuring for the required space in the inspection area, ensure proper signage and that all hours of operation and fees are posted, and ensure inspectors have all required credentials.

This employee is responsible for submitting a detailed report on each station at the completion of the audit, summarizing the findings of the audit/investigation, to include sticker usage, report on anomalies, audit data, and report any missing stickers, providing details and photographs (supporting documentation) of any non-compliant finding that supports any punitive action taken against the station.

This employee provides technical information pertaining to provisions of the vehicle code, and regulations governing vehicle safety inspection.

This employee will appear at Departmental hearings/meetings and in a court of law to provide testimony regarding inspection violations of the Pennsylvania Vehicle Code, regulations, and Department procedure.

This employee establishes and maintains effective working relationships with inspection stations, vehicle safety inspectors, law enforcement, schools, industry partners, other state agencies, legislative offices and public and private organizations and individuals affected by the vehicle safety inspection process.

This employee recommends training to vehicle safety inspectors to improve proficiency. This employee provides training and performs speaking engagements with approved safety inspection schools, civic and fraternal groups, industry partners, and other interested groups in order to provide information and assistance concerning rules, regulations, and statutes relative to the areas of investigation in an effort to improve communication and understanding between the Department, the inspection stations, and the public.

This employee makes recommendations for changes to policy, procedure, regulation, and system requirements as an effective deterrent to fraud.

The incumbent must be able to operate state or personal vehicles, use automotive-related equipment and tools (i.e., wrenches, ball joint gauges, headlight aimers, etc.). The employee must be capable of wearing appropriate protective gear such as hard hats, leather safety shoes, fluorescent vests, etc., and be exposed to adverse and extreme weather conditions (heat, cold, rain, etc.) and greases, petroleum products, fumes and other products associated with the automobile inspection and repair business.

Assess your environment and be responsible for your safety, the safety of co-workers and the public. Attend required safety training and adhere to the requirements of all safety manuals. Report to your supervisor any incident, unsafe practice, or near miss. When in an enclosed environment (office building, confined space, equipment, equipment pinch points, etc.) know your evacuation process and escape route, your communication protocols and appropriately react in the event of an incident.

Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Utilizes various pieces of office equipment, including but not limited to, tablet, iPhone, remote terminal, PC, fax machine, copier, calculator, telephone, various equipment used in the safety inspection process and other miscellaneous pieces of office equipment as required.
