Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This is an advanced technical position within the EBR DC supporting the Pennsylvania Lottery within the Pennsylvania Department of Revenue. The individual in this position is responsible for all aspects of operational support for multiple complex systems utilized by the Pennsylvania Lottery. Systems are critical for the end-to-end processing of nearly $5 billion in revenue that helps benefit older Pennsylvanians. Responsibilities include administration of these systems, day to day monitoring, interface management, requirements management, troubleshooting & resolution of issues, quality assurance and management, multi-tiered technical support of diverse & complex technical environments, multi-level relationship management, and creation of detailed technical documentation. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Works in support of gemE, gemI, gemR, ICS, and GMS systems. Works in support of the Lottery website and iLottery platform. Frontline technical contact for the complex and diverse Lottery Retailer and Employee portals providing the following maintenance and support: 1. Collaborates and performs relationship management with various stakeholders including Lottery business areas, Scientific Games, multiple Commonwealth IT teams, and various external stakeholders that include Lottery retailers and other Commonwealth agencies. 2. Analyze and document complex issues and resolutions. 3. Leads change management process for the Lottery Retailer and Employee portals. 4. Solicits and documents business requirements and formulates functional & technical requirements from business requirements. 5. Quality assurance and management, including creation of test plans, scenarios, and scripts (includes test execution). 6. Balancing of highly complex data points across multiple systems to ensure accuracy. Provide primary IT support for state and multi-state Lottery drawings and the Internal Control System (ICS). 1. Manages, collaborates, and performs multi-level relationship management with Lottery Business Operations, Spectra (ICS) vendor, Scientific Games, Lottery Security, Enterprise Technology Office, Information Security Office, and MUSL (Multi State Lottery Association). 2. Ensure auditing requirements for drawings and infrastructure adhere to MUSL guidelines and regulations. 3. Performs server configuration and application file support within multiple environments. 4. Works closely with the Enterprise Technology Office in support of the ICS and the Lottery Website regarding infrastructure, compute, and connectivity. 5. Provides after hour support for Lottery drawing incidents as required. Creates, prioritizes, manages, and monitors IT support requests. 1. Provides technical support services in support of complex network infrastructures. a. Assists in monitoring, reporting, troubleshooting, and resolving network issues. b. Assesses impact of a wide variety of IT related change requests. c. Creates and updates firewall rule and hosting documents. d. Performs connectivity testing. e. Creates and manages ServiceNow tickets across multiple IT groups. 2. Provides ad hoc independent after-hours support for maintenance and upgrades that impact Lottery systems to ensure no interruption to Lottery operations. a. Represents Lottery and EBR during Enterprise-wide testing efforts. b. Coordinates and manages Lottery vendor participation. c. Manages and communicates testing feedback and updates. 3. Performs software end of life version management and hardware asset management for several Lottery systems and their technical environments. Ensure licensing compliance, software version support, and the planning and execution of proper refresh cycles. 4. Provides technical assistance in the development of statements of work, contracts, and procurement processing for system hardware/software upgrades and replacements and support services. 5. Leads IT staff assigned to projects, operational maintenance, and incident resolution. 6. Follows and applies established Commonwealth policies, procedures, and best practices in information technology. 7. Complies with all Bureau, Department, and Commonwealth security policies and guidelines. Reviews current technical advancements or trends applicable to various application development lifecycles and provide feedback to upper management on how those changes are relevant to the Lottery’s current applications. Makes recommendations for application development projects regarding efficiency, scalability and growth, reusability of components, integration and interaction of the system, and appropriate framework, platforms, and standards. Provide oversight and content to the development of quality assurance procedures, including data security, back-up and recovery, and system controls. Ensures compliance with procedural standards for preparing technical and administrative tasks and participates in developing additional technical standards appropriate to the team. Participates in meetings with personnel from the department, other governmental agencies, and commercial consultants. Provides training to appropriate personnel on newly developed systems and processes. Must effectively communicate technical issues to technical and non-technical staff.
