The Deputy Director of Indigent Defense Initiatives reports to the Director of the Office of Justice Programs and is responsible for the development, implementation, and oversight of Indigent Defense initiatives and statutorily required deliverables under the Pennsylvania Commission on Crime and Delinquency (PCCD) through the Indigent Defense Advisory Committee (IDAC), which was statutorily created by Article II-F of the Fiscal Code. This role involves strategic planning and oversight, development of standards for indigent defense services, grant program administration, interagency coordination, and staff supervision to improve delivery of indigent services across the Commonwealth |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Serves as lead staff for PCCD's statutorily-established IDAC and its subcommittees to develop agendas and meeting materials for meetings. Researches, drafts, and edits indigent defense standards for the Standards Subcommittee’s and IDAC’s consideration before presentation to the Commission and/or PA Supreme Court for adoption. Prepares the IDAC biennial report, which includes drafting and vetting the report with the IDAC, its subcommittees, and agency leadership. Establishes strategies, such as a virtual training library, to make shared resources available to indigent defense providers across the Commonwealth. Responsible for coordinating the completion and presentation of statistical analyses illustrating the effectiveness of IDAC initiatives on indigent defense services in the commonwealth. Develops and presents funding strategies to IDAC that most efficiently support indigent defense activities, in line with adopted standards. Administers the grant program(s) associated with indigent defense to include the $7.5 million state appropriation and other agency funds committed to indigent defense, including the development of funding announcements. Coordinates with agency leadership and other relevant stakeholders to pursue additional funding opportunities that may be available to advance the goals and priorities of the Commission and IDAC related to indigent defense services, such as applying for federal grants. Responsible for monitoring indigent defense related grants to ensure compliance with grant agreements and application of IDAC-approved indigent defense standards. Reviews, analyzes, and interprets relevant federal and state legislation, regulations, guidelines, and directives, and advises PCCD’s leadership on the implications for indigent defense policies and the alignment with PCCD’s mission and goals. Represents PCCD in collaborative initiatives with other departments and agencies. Responds to public and stakeholder inquiries and delivers presentations, as needed, to promote indigent defense initiatives and programs. Develops programmatic policy recommendations for consideration by the Director, Policy & Legislative Affairs Director, and Executive Director. Establishes and maintains operational procedures to ensure effective program implementation and internal controls. Performs full range of supervisory duties that includes the assignment of work responsibilities to designated staff, with other office units to optimize resource utilization, and overseeing daily operations to ensure the successful achievement of work objectives and alignment with agency priorities Performs other duties as assigned. |
