Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for professional work in the development and evaluation of large-scale natural resource educational programs within the Department of Conservation and Natural Resources. It has responsibility for a variety of complex, interrelated programs including (but not limited to) the Department’s Get Outdoors PA program, GO Teach, Project Learning Tree, First Day Hikes, partnership programs with concessionaires and recreational providers, interpretive information development, conducting and developing teacher professional development trainings and supports and assists the planning and implementation of OPS employee trainings as well as other programs to be developed.”

A. GET OUTDOORS PA PROGRAM
Coordinates the planning, development, implementation, monitoring, and evaluation of the department’s statewide Get Outdoors PA program. Provides facilitation guidelines; recommends changes and further development based upon evaluation; and establishes a framework for statewide information exchange throughout the state.

Rules, Regulations, Policies, and Procedures: Develops, recommends, implements, coordinates, evaluates, and provides direction on program rules, regulations, policies and procedures as related to Get Outdoors PA.
• Researches, develops, and writes management directives and guidelines for Get Outdoors PA.
• Develops and recommends changes to goals, objectives, and priorities as they relate to associated policies, procedures, guidelines, and reporting forms. Reviews, comments, and writes proposed changes to said standards
• Provides guidance and direction for program implementation and coordination to regional outdoor recreation program coordinators and field staff.
• Facilitates and assists environmental education centers, participating state parks and regional offices with workshops, field trainings and advanced training seminars.
• Shares interest and knowledge about Get Outdoors PA to interested participants located outside the designated service area of environmental education centers, participating state park and regional offices.
• Serves as a resource specialist to the participants named above when they have questions or need additional help with their Get Outdoors PA programs.

Cooperation with Other Agencies and Organizations: Meets regularly with federal, state, and local government entities, advocacy groups, constituents, and other groups to identify opportunities to enhance or develop new programs.
• Integrates the Get Outdoors PA program with other outdoor recreation organizations and agencies locally, statewide, and nationally
• Cooperates with other state agencies, such as the PA Game, and Fish and Boat Commissions and Departments of Health and Education in development of the program.

Performance Indicators and Evaluation: Establishes program performance indicators and conducts evaluations of the implementation of field programs and prepares reports based on such findings.
• Receives, reviews, and monitors all reports submitted by participating state parks, state forests and partners. Evaluates and compiles reports as needed on the program.
• Develops and implements an evaluation mechanism for the Get Outdoors PA program.
• Provides resource materials, information, and additional training to department staff to ensure quality programming
• Assists regional program coordinators with evaluations of field staff

Training Needs: Evaluates the training needs of field staff in the performance of Get Outdoors PA activities and develops, coordinates, implements, and facilitates training to state park field personnel.
• Researches, develops, and writes lesson plans for utilization in training sessions
• Provides resource materials, information, and additional training to Bureau staff to ensure quality programming

Interprets technical program goals, objectives, priorities, rules, regulations, policies, procedures, and standards for field personnel, co-workers, and others.

Represents the department and the Get Outdoors PA program at various local, state, and national workshops, conferences, and seminars.

Drafts, presents, and finalizes approved educational and informational material such as pamphlets, posters, and brochures promoting project or initiative.
• Provides web content for the Get Outdoors PA section of the DCNR website
• Coordinates statewide marketing efforts for Get Outdoors PA. Develops and disseminates promotional materials with DCNR press office

Develops virtual program offerings in support of content areas and responsibilities. Provides videos, PowerPoints, interactive virtual webinars, and other forms of virtual programming for use by OPS field staff and other Bureau staff in educational programs for the public.
• Drafts, presents, and finalizes approved virtual educational and informational materials and programs such as interactive webinars, social media posts, and other virtual media supporting Get Outdoors PA.
• Develops storylines, writes goals and objectives, researches, finalizes scripts and leads the creation of videos to support instruction and promotion of outdoor recreation activities.
• Serves as content expert on videos, social media posts, and other multimedia programs where the topics of outdoor recreation, Leave No Trace, and how-to recreate outside are key topics.

Prepares letters, reports, memoranda, and correspondence.
• Designs and revises reporting forms for Get Outdoors PA
• Handles all Get Outdoors PA information and training requests within 3 days of receipt

Performs related work as required.
• Inventories, maintains, and re-orders equipment and supplies as needed.

Develops policies and guidelines for the allocation of funds and resources to support the program.
• Makes recommendations for distribution of annual equipment budget.


B. GO TEACH
Coordinates the planning, development, implementation, monitoring, and evaluation of the statewide GO Teach program consisting of GO Teach: Hiking, GO Teach: Snowshoeing, and GO Teach: GPS. Provides facilitation guidelines; recommends changes and further development based upon evaluation; and establishes a framework for information exchange throughout the state.

Rules, Regulations, Policies, and Procedures: Develops, recommends, implements, coordinates, evaluates, and provides direction on program rules, regulations, policies and procedures as related to GO Teach.
• Researches, develops, and writes management directives and guidelines
• Develops and recommends changes to goals, objectives, and priorities as they relate to associated policies, procedures, guidelines, and reporting forms. Reviews, comments, and writes proposed changes to said standards
• Provides assistance in program implementation and coordination to field personnel
• Facilitates and assists environmental education centers, participating state parks and regional offices with educator workshops, field trainings and advanced training seminars.
• Facilitates GO Teach to interested participants located outside the designated service area of environmental education centers, participating state parks, and regional offices
• Serves as a resource specialist to the participants named above when they have questions or need additional help with their GO Teach tasks

Cooperation with Other Agencies and Organizations: Meets regularly with federal, state, and local government entities, conservation districts, advocacy groups, constituents, and other groups to identify opportunities to enhance or develop new programs.
• Integrates GO Teach efforts with health, wellness and physical activity organizations and programs locally, statewide, and nationally
• Cooperates with other organizations, such as the Society of Health & Physical Educators, by ensuring Bureau staff promote best practices for outdoor recreation, thus maintaining positive working relationships between agency personnel
• Ensures GO Teach addresses the statewide Academic Physical Education, Health & Safety Standards and other relevant Standards as written by the PA Department of Education

C. Project Learning Tree
Coordinates the planning, development, implementation, monitoring, and evaluation of Project Learning Tree, PLT Early Childhood, and PLT Modules as they pertain to State Park Outdoor Programming staff.

Rules, Regulations, Policies, and Procedures: Develops, recommends, implements, coordinates, evaluates, and provides direction on program rules, regulations, policies and procedures as related to Project Learning Tree.
• Recommends and contributes to management directives and guidelines as set forth by Project Learning Tree National and the Bureau of Forestry.
• Develops and recommends changes to goals, objectives, and priorities as they relate to associated policies, procedures, guidelines, and reporting forms. Reviews, comments, and writes proposed changes to said standards
• Provides assistance in program implementation and coordination to field personnel.
• Facilitates and assists environmental education centers, participating state parks and regional offices with educator workshops and field trainings; advanced training seminars; and student forums.
• Facilitates Project Learning Tree to interested participants located outside the designated service area of environmental education centers, participating state parks, and regional offices
• Serves as a resource specialist to the participants named above when they have questions or need additional help with their Project Learning Tree tasks

Cooperation with Other Agencies and Organizations: Meets regularly with federal, state, and local government entities, conservation districts, advocacy groups, constituents, and other groups to identify opportunities to enhance or develop new programs.

• Cooperates with other organizations, such as the PA Bureau of Forestry, by ensuring Bureau staff follow all appropriate rules, best practices, and guidance in delivering Project Learning Tree lessons and trainings, and to promote best practices for species management and conservation, thus maintaining positive working relationships between agency personnel
• Ensures Project Learning Tree addresses the statewide Academic Science, Technology & Engineering, Environmental Literacy and Sustainability Standards and other relevant Standards as written by the PA Department of Education

Interprets technical program goals, objectives, priorities, rules, regulations, policies, procedures, and standards for field personnel, co-workers, and others.

Represents the Bureau and the Project Learning Tree program at various local, state, and national workshops, conferences, and seminars.

Drafts, presents, and finalizes approved educational and informational material such as pamphlets, posters, and brochures promoting project or initiative.
• Contributes Pennsylvania specific information to the national Project Learning Tree website
• Assists with statewide marketing efforts for Project Learning Tree. Works with the PA Bureau of Forestry and Project Learning Tree National to develop and disseminate promotional materials with DCNR press office assistance

Develops virtual program offerings in support of content areas and responsibilities. Provides videos, PowerPoints, interactive virtual webinars, and other forms of virtual programming for use by OPS field staff, teachers, and other Bureau staff in educational programs for the public.

• Drafts, presents, and finalizes approved virtual educational and informational materials and programs such as interactive webinars, social media posts, and other virtual media supporting Project Learning Tree, PLT Modules, and PLT Early Childhood.

• Serves as content expert on videos, social media posts, and other multimedia programs where the topics of trees, forests, plants, ecosystems and habitats, and conservation are key topics.

Prepares letters, reports, memoranda, and correspondence.
• Completes all reports and evaluation forms as required by Project Learning Tree National in a timely manner
• Handles all Project Learning Tree information and training requests within 5 days of receipt

D. Statewide Outdoor Recreation Initiatives
Coordinates the planning, development, implementation, evaluation, and promotion of statewide initiatives as assigned including, but not limited to: First Day Hikes, Pennsylvania Hiking Week, outdoor recreation afterschool programs and clubs. Plans, develops, implements and evaluates programs. Employee:

F. TRAINING
Assists agency staff and key field personnel to plan, develop, implement, and evaluate the annual Outdoor Programming Services Statewide Meeting, OPS Learning Series, and GOPA Summer Camp. Plans, develops, coordinates, facilitates, monitors, and evaluates workshops, seminars, in-service programs, and college courses designed to instruct teachers/educators, pre-service educators, and Bureau’s educational staff on the necessary information, methods, and techniques for facilitating outdoor recreation and environmental education. Disseminates information to Bureau OPS staff for statewide use. This employee:

Works with agency staff and colleagues to evaluate the training needs of field personnel and assists with the planning, development, implementation, and coordination of Division trainings.
• Provides input into the development of a training schedule for new and returning employees which best meets the immediate needs of the Bureau of State Parks staff
• Assists with the development of workshop goals and objectives for employee training.
• When needed contacts and makes necessary arrangements with Bureau staff or resource experts to serve as instructors for employee training sessions.
• Assists with the development of a workshop theme and objectives.
• Serves as an instructor for training sessions to all employees, related to the individual responsibilities of this position, if requested or needed

G. TECHNICAL WRITING & ASSISTANCE
Provides technical writing assistance to the Bureau on topics dealing with outdoor recreation and environmental education. Assists in the planning and development of non-personal media projects where they are content experts. This employee:

Drafts, presents, and finalizes approved educational and informational material such as pamphlets, posters, brochures and other non-personal media promoting DCNR’s mission and goals.
• Writes feature articles for various publications promoting outdoor recreation programs within the DCNR - Bureau of State Parks, DEP Update, DCNR Resource, NAI and various other publications
• Researches, coordinates, and develops educational brochures, audio-visual programs, interpretive information for promotion of Get Outdoors PA, GO Teach, Project Learning Tree, and other bureau outdoor recreation and education initiatives.
• Serves as content expert on waysides, exhibits and audio visual programs where the topics of outdoor recreation, habitats, plants, forestry, and conservation are key topics
• Prepares storylines for nonpersonal media projects by developing outlines, writing goals and objectives, researching, searching for illustrations, and writing copy for projects where they are content experts.
• Reviews draft layout and proofreads copy

Letters, reports, memoranda, and correspondence
• Assists with correspondence and memorandums associated with the Certified Interpretive Guide training sessions
• Provides senior agency staff with pertinent information to be included in the annual memorandum notifying employees of training
• Prepares letters, reports, memoranda and materials needed for workshops, trainings and courses.

H. LIAISON
Represents the OPS Division and the Bureau of State Parks on a statewide basis by serving on various committees, attending state park meetings, and participating in professional training opportunities both as an attendee and an instructor. This employee:

• Serves as a liaison between general public and the Bureau in all areas of outdoor recreation and plant-focused programming.
• Provides advisory and consultant services to schools and advises school personnel on the availability of Bureau and Department services

• Attends professional training workshops and conferences to improve the quality of the outdoor recreation and education programs offered by the Bureau of State Parks

I. OUTDOOR RECREATION AND ENVIRONMENTAL EDUCATION PROGRAM EVALUATION
Provides input and assistance with the planning, development, and implementation of statewide outdoor recreation & environmental education program evaluation.

Performance Indicators and Evaluation
• Reviews and recommends suggestions for statewide management directives and guidelines
• Reviews monthly program reports and provides input and assistance on program improvements
• Visits assigned state parks and EE centers to assist in program evaluation in order to improve program quality at the site

• Develops, writes, and implements other evaluation methods as outlined in other sections of this description

• Assists other agencies such as DEP and the PA Game Commission with EE grant application rating

Drives to field sites weekly.

Interprets management directives and guidelines for employees and field personnel through memoranda, meetings, and personal contact.
