Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Position performs a variety of traffic management and monitoring duties in the Traffic Management Center such as: coordination of Intelligent Transportation Systems (ITS); incident management techniques and communications; monitoring closed circuit TV traffic feeds; and activating incident management procedures and ITS content and communications; and test and maintain equipment.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Monitors real-time traffic conditions using closed-circuit television (CCTV), detection systems, weather monitoring tools, law enforcement communications, and other resources. Performs continuous surveillance of live traffic feeds utilizing the District’s TMC video wall and approximately 24–30 monitoring screens displaying 30–50 active CCTV camera views, dynamic message sign status, weather data, and system alerts to evaluate roadway conditions and identify emerging incidents. Receives, verifies, and assesses traffic incidents, roadway hazards, weather events, and planned/unplanned lane restrictions and determines incident severity and appropriate response actions in accordance with established protocols and standard operating procedures. Initiates and coordinates incident response activities with county maintenance, Pennsylvania State Police (PSP), and other stakeholders.

Evaluates traffic flow patterns, congestion buildup, weather impacts, and incident progression in real time by correlating data from CCTV, detection systems, roadway weather stations, computer-aided dispatch information, mapping platforms, and traveler information systems to assess operational impact on interstate and state routes. Anticipates secondary incidents, queue spillback, and cross-jurisdictional effects and proactively initiates coordination measures to mitigate safety risks and mobility impacts.

Evaluates lane blockage duration, estimated clearance times, and projected traffic diversion impacts to determine appropriate escalation of response actions and traveler messaging strategies in accordance with established incident management protocols.

Evaluates traffic conditions and recommends modified traffic routes, detours, diversion strategies, and traveler messaging in accordance with established policies, incident management procedures, and operational guidelines to support safe and efficient mobility.

Coordinates with the Western Regional Traffic Management Center during multi-district incidents, after-hours events, and system handoffs to ensure continuity of monitoring, messaging, and incident documentation.

Serves as a central point of communications for traffic and incident information across the District and disseminates accurate and timely information to county, district, and statewide TMC contacts.

Coordinates multi-agency communication during significant incidents by synthesizing information from maintenance personnel, law enforcement, emergency responders, and field supervisors to establish a common operating picture and ensure consistent dissemination of situational updates.

Maintains a communication log and situational reports to ensure continuity of operations.

Develops staff schedules and training documentation and conducts annual TMC training for all TMC employees.

Selects and activates traveler messaging in accordance with established priority matrices and incident management protocols.

Operates Intelligent Transportation Systems (ITS) devices such as CCTV, dynamic message signs (DMS), highway advisory radio (HAR), variable speed limit (VSL) signs, and related systems to support safe and efficient traffic flow.

Evaluates lane reservation conflicts and coordinates resolution to minimize operational impacts.

Enters, updates, validates, and maintains information in multiple computer-based traffic management systems, including but not limited to the Road Condition Reporting System (RCRS)—the Department’s statewide system used to document and communicate real-time roadway conditions, weather impacts, closures, restrictions, and incident information—the Event Management System for planned and unplanned incidents., Ensures information accuracy and timeliness for dissemination through 511PA and associated traveler information platforms.

Coordinates operational responsibilities with the Western RTMC during periods outside assigned shifts to ensure continuous monitoring.

Monitors system functionality and reports hardware and software issues to system owners. Validates information accuracy across multiple platforms to ensure consistency between field reports, mapping applications, and traveler-facing systems, and resolves data discrepancies to prevent conflicting public messaging.

Monitors the operational status of ITS field devices and center-to-field communications systems; identifies equipment malfunctions, outages, or communication failures; initiates and tracks service or repair tickets in accordance with established procedures; and coordinates with District Traffic Unit engineering staff and maintenance personnel regarding device installation, upgrades, repairs, and system performance to ensure operational readiness and continuity of traveler information services.

Dispatches and coordinates traffic assistance resources, and collaborates with Department personnel and external incident and emergency management agencies to support traffic incident response, roadway clearance, and emergency operations.

Determines when escalation to Regional Traffic Management Center, District Incident Command or higher-level management coordination is warranted based on incident severity, geographic impact, and projected duration, and facilitates activation protocols in accordance with established emergency response procedures.

Tracks and documents device outages, repair actions, and system performance metrics, and provides updates to supervisory and technical staff to support quality assurance and operational continuity.

Completes detailed incident logs, reports, and data entries and compiles and reviews operational data for accuracy and completeness.

Supports after-action reviews and data requests related to incidents and events.

Performs other related duties as assigned to support RTMC operations.

Succession Planning:

In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Work is performed independently within established policies, standard operating procedures, and incident management guidelines to monitor, evaluate, and coordinate communications for real-time traffic conditions. The position independently determines incident severity classifications, selects appropriate traveler messaging for dynamic message signs and related systems based on established priority matrices, recommends modified traffic routes or detours, determines appropriate internal and external contacts for coordination, and initiates dispatch of traffic assistance resources as warranted. Decisions involving significant roadway closures, extended detours, large-scale emergency activation, or policy deviations are elevated to supervisory or management staff in accordance with established protocols.
