Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Oversees and enforces compliance with Commonwealth laws concerning regulations governing the installation and operation of electrical equipment in and around underground bituminous coal mines.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Reviews and approves subordinates’ work products, including taking responsible charge for engineering plans and designs.

Reviews and approves all electrical applications for all electrical equipment used in Pennsylvania coal mines, including substations, mine ventilation fans, elevators, slope hoists, switchhouses, power centers, distribution boxes, personnel carriers, pumps, conveyor belt electrical equipment, continuous miners, shuttle cars, scoops, longwall mining systems, communications and tracking systems, and any other electrical equipment utilized in underground coal mines.

Performs exhaust gas emissions tests and approves all diesel-powered equiment that is used in Pennsylvania underground coal mines.

Establishes consistency through the development of standard operating procedures within the Bureau of Mine Safety in enforcing compliance with the Pennsylvania Bituminous Coal Mine Act.

Provides direct supervision to staff to ensure consistency within enforcement policy.

Evaluates electrical staff to assure that job standards are being met.

Supervises the implementation of policies, procedures and directives.

Reviews workload and ensures workload is distributed equally among staff.

Conducts meetings with staff and all concerned parties to review issues within Article III of the Bituminous Coal Mine Act.

Meets with officials of mining operations, manufacturers, mine workers, and all concerned parties to state the Commonwealth’s position on requirements set forth within Article III of the Act.

Outlines training needs that will keep staff abreast with modern technology as applies to our industry.

Reviews all equipment approvals and forwards the findings to the Division Chief noting recommendations for approval or rejection.

Reviews and analyzes Commission Reports pertaining to Article III of the Bituminous Coal Mine Act and recommends approval or rejection of any action proposed.

Reviews all electrical inspection reports noting any unusual, numerous, or reported violations and forwards this information to the Chief with recommendations.

Carries and monitors the state-issued electronic device (iPhone) 24/7 for emergency response purposes.

Employee reports directly to Bituminous Electrical Safety Division Chief. Receives all instructions and forwards all reports relative to his work to the supervisor for review and approval. Employee supervises a staff of Bituminous Underground Mine Electrical Approval Inspectors and one Electrical Engineer 2 who perform plan reviews for the installation and operation of electrical equipment in and around underground bituminous coal mines.
