Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position exists for the operation and maintenance of State Park Facilities at Pymatuning State Park and M.K. Goddard Complex. This position contributes to the Bureau’s mission of protecting and maintaining the Commonwealth’s natural resources. This position performs duties that are routinely executed seven days a week and will be scheduled to work weekends, evenings and holidays as needed for park operations, included, but not limited to, snow plowing, and park special events requiring equipment operation. This is Skilled work in the operation of equipment and/or with a gross weight under 26,000 pounds. Used in the transport of personnel and materials, and/or construction, grounds and maintenance work. Also, performs equipment maintenance and other manual work related to the operation and maintenance of the Pymatuning State Park and M.K. Goddard complex. An employee in this class also performs manual work when not operating equipment. Work is assigned with instructions clearly outlining the scope of each project. However, little or no instructions are received in the techniques of operating the equipment or the methods used in obtaining the specified results unless difficult problems arise. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Operates vehicles, equipment and/or with a gross weight under 26,000 pounds which are used in general construction, maintenance or grounds work, including snow removal and anti-icing operations. At the Pymatuning State Park and M.K. Goddard complex, this may include the following equipment: John Deere 310SG Backhoe, John Deere 85G Excavator, Bobcat S220 Skid Loader, Boston Whaler Boat with 150 and 200 HP outboard motors, Work Barge with 90 HP outboard motor, JLG Lift, various ¾ ton dump trucks, various tractors with brush hogs and mowers. Smaller equipment such as power saws, power tools, and hand tools. Performs manual work when not operating equipment or trucks, including the loading and unloading of trucks. Work is assigned with instructions clearly outlining the scope of each project. However, little or no instructions are received in the techniques of operating the equipment or the methods used in obtaining the specified results unless difficult problems arise. This is skilled work in the operation of equipment and/or construction, grounds and maintenance work. The employee has responsibility for the maintenance of the park’s roads and parking areas and is also expected to assist with landscape maintenance; utility line maintenance and small construction projects that require both manual labor and the skillful operation of larger trucks and equipment. The employee in this position may work alone or serve as a lead worker for a small crew of Park Maintenance Workers and/or laborers assisting with assigned tasks. It is necessary for the person filling the position to maintain a Class A CDL. Employee applies stone to the park’s gravel roads and associated parking areas; patches and repairs the park's asphalt roadways; Cleans culvert, repairs and/or replaces culverts, trims brush and trees along right-of ways; mows roadsides; plows snow and applies antiskid; installs signs along roadways. Excavates/ digs trenches for the installation or repairs of water lines, sewer lines and drainpipes; excavates/ digs foundations or footers for small construction projects. Loads and hauls earth, stone, sand, stumps and debris; clears land and prepares surfaces for landscaping; plows, discs, aerate, seed, fertilize and mulch turf areas, trails and wildlife plots. Employee replaces sand on beaches; cleans launch and dock areas of sediments and repairs to grades and ramps where needed; Mows turf areas, trails, roadsides, utility rights-of-way and wildlife openings with larger mowing equipment (tractor mounted grass and brush mowers), hand mowers, leaf blowers, and weed eaters. Transports equipment and supplies within the park, between parks and from various supply vendors; Unloads delivered supplies and stores them in appropriate areas. Completes safety checks and inspections of equipment prior to operation and maintains records of operated equipment as appropriate; Keeps records and logs; performs minor repairs and preventive maintenance work on all equipment or assists Diesel Construction Equipment Mechanics when making major repairs to equipment. Arrange and transport equipment to appropriate repair locations. Recommends equipment replacement and purchases. Cleans and services equipment. Demonstrates the operation of assigned equipment to other employees. Cuts hazard trees and operates JGL lift as needed; helps with miscellaneous park tasks such as but not limited to picking up litter, planting trees, cleaning restrooms and cabins, painting, minor maintenance repairs, Plumbing, masonry, carpentry, emptying garbage, building gates and other vehicle barriers, removing and placing picnic tables, charcoal grills, charcoal disposal units, and various other park maintenance tasks necessary to provide quality visitor service at the park. Helps with set up for special events on the park. Employee is familiar with all park facilities. Provides visitors with information about the park and reports observed visitor and employee rule violations immediately to park enforcement personnel or administrative staff. Performs other work-related duties as required |
