Position Purpose:

his position serves as the manager of the Print Center within the Office of Administration, Enterprise Technology Services Office (TSO), supporting PennDOT, DCED, and PEMA. Located at the Riverfront Office Center in Harrisburg, the Print Center processes input and output for mission‑critical applications such as Driver Licensing, Motor Vehicle Registration, Police Interface, Road and Bridge Management, Project and Contract Management, Accident Records, and other administrative systems. These systems handle an average of 788,000 transactions per day and generate over four million printed pages each month. Primary enterprise printing systems include the Ricoh Infoprint 5000 Inkjet Advanced Function Duplex, Printronix P8220 Line Matrix, and Ricoh Pro 8220 High‑Volume Cut‑Sheet. The position requires strong administrative and technical skills to oversee all information technology functions related to print operations. It manages a 16‑hour‑per‑day, five‑day‑a‑week operation that includes two permanent shifts (11 PM–7 AM and 7 AM–3 PM). The manager ensures continuity of production, equipment performance, and proper coordination with internal and external stakeholders. The role is critical to maintaining high‑volume, enterprise‑wide printing services across multiple Commonwealth agencies.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Manage a staff responsible for the procurement of Bureau supplies related to Print Center Operations, and a staff responsible for a storeroom with stock that contains items of considerable value such as Driver and Vehicle registrations and titles, laser printer, toner, developer, special forms, and office supplies equipment.

Responsible for managing all activities necessary to keep the Bureau’s Printing and associated I/O equipment operating at maximum efficiency. Responsible for hardware performance, desired results of the computer-produced output, and for the timely and economic utilization of all operations support equipment.

Review hardware failure and prepare vendor performance logs. Schedule and meet regularly with vendor and provide corrective action to ensure equipment is properly maintained and repaired.

Manage the effort for problem determination and resolution at the Print Center to maintain production service schedules.

Recommend personnel staffing requirements and work standards for employees to include assigning, scheduling and reviewing both day-to-day and long-term activities.

Ensure proper change management procedures are in place, and documentation is maintained for reference during auditing procedures.

Ensure quality assurance guidelines and procedures are in place for the proper distribution of products and services.

Manage the effort to maintain a properly controlled computer environment to include monitoring power, air conditioning, lighting, air filtration, and smoke detection to assure that manufacturer’s specification are met and human engineering safety and health considerations are adhered to.

Arrange environmental studies if necessary for air quality to insure employee safety and to avoid hardware contamination. Assure that sufficient fire extinguisher and emergency lighting equipment are on site. Reviews power panel inventory of all circuits associated with the Print Center room to insure sufficient power is available for expansion.

Develop goals and objectives every fiscal year for Print Center operations management staff and review performance on a quarterly basis.

Review all scheduling of leave; insuring that sufficient personnel are available at all times to maintain an efficient operation and to insure employee safety.

Assist in the establishment and enforcement of security procedures. Monitor and maintain physical security in the operational area.

Approve out-of-classification payments and all scheduled overtime before the fact to ensure that all selections conform with equalization of overtime assignments. Approve the use of overtime for special processing needs.

Supervises and develops a staff of professional, technical, and clerical personnel, including reviewing probationary performance, evaluating proposed disciplinary actions, resolving personnel conflicts, and maintaining a high level of employee morale.

Attend coordination meetings and provide technical guidance to administrative personnel planning operating changes within the Department. Assist in establishing broad electronic data processing operational goals and standards.

Develop and implement floor plans to arrange equipment for ease of operation.

Compile technical data that is used in preparing specifications on printer supplies such as: ink, toner, developer, splicing tape, nylon ribbons, and any other consumable supplies. Responsible for ordering power cables, special signal cables, data telephone lines, data phones, any special connectors, and electrical supplies which are needed to install new equipment.

Attend and participate in administrative staff meetings, group conferences, and vendor status meetings.

Conducts shift meetings quarterly or as required, prepares and communicates reports, maintains open communication with bureau personnel and customers, serves as a department‑wide liaison to resolve Print Center issues and assess service levels, and reports concerns and recommended service enhancements to data center supervisors and managers.

Use computer terminals and personal computers to access authorized data/information

Speak to groups of managers, employees, customers, vendors on a variety of Bureau or Department issues

Utilize oral, written and graphic processes to communicate with managers and public

Maintain and manage files of information related to print shop activities.

Carry out assigned responsibilities with a minimum of written and oral instructions.

Travels as required to visit work sites in the Harrisburg area and occasional field locations to review customer issues.

Applies systems analysis principles and techniques to support effective technical and operational decision‑making.

Plans, directs, and evaluates the support components of a data processing center while aligning Information Technology initiatives with management objectives.

Manages the Section by applying technical expertise in the department’s z/Series mainframe processing environment and the Windows-based distributed platform. Oversees and works with associated subsystems and software related to processing, communications, and data storage, including TSO and JES. Utilizes a thorough understanding of Initial Program Load (IPL) procedures and concepts, ensuring their proper application and recognizing their impact on computer processing.
